The General Secretary acknowledged and commended the efforts and decisive spirit in the city's leadership and management. The General Secretary emphasized that Hanoi needs to maintain its leading role in socio-economic development, innovation, and attracting investment; and effectively implement the two-tiered local government system. The city needs to focus on implementing transportation infrastructure projects, alleviating traffic congestion, ensuring safety, and reducing pollution; it also needs to develop a plan that ensures sustainable development and publicly announce it to mobilize the participation and support of the entire population.

Responding to voters' suggestions on cybersecurity, digital infrastructure, and market management, the General Secretary emphasized that Hanoi needs to take the lead in digital transformation and the development of digital infrastructure, while also ensuring cybersecurity; and strictly dealing with all forms of trading counterfeit and fake goods in the online market…

Regarding some major orientations for Hanoi City, General Secretary To Lam requested a focus on five priorities: perfecting specific mechanisms and policies; breakthroughs in transportation and urban infrastructure; promoting innovation and digital transformation; developing high-quality human resources; and building a civilized, green, clean, and safe living environment. Local governments at both levels must be truly flexible, effective, close to the people, and for the people, with specific commitments to timelines for each task raised by voters.

Always put the people at the center.

Later that afternoon, in Kien Xuong commune (Hung Yen province), General Secretary To Lam and National Assembly delegates from Hung Yen province met with voters from Kien Xuong, Le Loi, and Quang Lich communes in Hung Yen province.

Here, the General Secretary shared that during the first half of the 15th National Assembly term, he was a National Assembly representative from Hung Yen province, but due to work requirements, he transferred to the Hanoi National Assembly delegation. The General Secretary was pleased to learn that after the merger (with Thai Binh), despite the large workload and the new organizational model requiring much effort, Hung Yen province has been proactive, creative, and systematic in its implementation, achieving many positive results.

Responding to several voter petitions, the General Secretary affirmed the Party's consistent viewpoint: "The people must always be placed at the center; the legitimate rights and interests of the people must be protected; all policies and decisions must be aimed at serving the people." Therefore, the General Secretary requested that Party committees and authorities at all levels, from the province to the communes and wards of Hung Yen, must definitively resolve the legitimate petitions of the people.

Specifically for the three communes of Kien Xuong, Le Loi, and Quang Lich, the General Secretary emphasized that these communes must create breakthroughs in infrastructure – expanding development space and creating new momentum for socio-economic development. "Bottlenecks" in transportation, irrigation, and digital infrastructure must be prioritized and resolved definitively.

* On this occasion, General Secretary To Lam presented 30 computer sets to the three communes of Kien Xuong, Le Loi, and Quang Lich. Later that afternoon, General Secretary To Lam visited and presented gifts to the family of Mr. Nguyen Trong Hieu, born in 1948 (Quang Trung village, Kien Xuong commune, Hung Yen province), a war invalid with 81% disability.
