Therefore, during the implementation of the New Rural Development program, the locality has proactively implemented many solutions and production models adapted to climate change to ensure that the criteria for New Rural Development are maintained.

Adapting to climate change from specific models

To contribute to environmental protection and climate change adaptation, Tuyen Phu commune has implemented many appropriate agricultural production solutions that adapt to the local weather and farming conditions. Thanks to production linked to climate change adaptation, the model garden of Mr. Le Trung Thanh in Dong Tam village has yielded quite high economic efficiency. Mr. Thanh shared: "On an area of ​​3 hectares, I mainly grow fruit trees such as oranges, green pomelos, dragon fruit... and seasonal vegetables. During the production process, my family has applied scientific and technical advancements, combined with sustainable solutions such as using organic fertilizers, suitable plant varieties, water-saving irrigation systems, intercropping, and diversifying crops... to minimize damage caused by extreme weather such as floods and droughts. As a result, productivity has increased, and my family's income has improved significantly compared to the previous mixed garden, reaching over 200 million VND/year."

Located in the disadvantaged area of ​​Tuyen Phu commune, Dong Phu village has focused on developing various economic models adapted to climate change, contributing to improving the quality of life for its residents. A prime example is Mr. Tran Tan Phuong's wild boar farming model, with a scale of over 200 pigs per batch. Similarly, in Thiet Son village (village 5), the beekeeping association model is quite effective, helping to improve the income of 44 members who are local residents. Mr. Le Thanh Hai, Chairman of the Tuyen Phu Commune Farmers' Association, said: "For disadvantaged villages, the association always focuses on supporting the transfer of scientific and technical knowledge , methods for preventing and controlling diseases in crops and livestock; organizing vocational training; and providing seedlings and livestock... aiming for sustainable production and adaptation to climate change. In particular, the association also focuses on introducing and promoting products through various channels, thereby helping local agricultural products and specialties to be sold more easily."

Over the years, Tuyen Phu commune has implemented numerous policies and solutions to develop agriculture in depth, linked with the construction of new rural areas, in accordance with the orientation of economic and labor structure transformation in the local socio-economic development strategy, initially achieving some noteworthy results. Thanks to this, although the cultivated land area has decreased, the agricultural sector continues to grow significantly, with an average increase of 11.2% during the 2020-2025 period, and the value of agricultural, forestry, and fisheries production reaching 402.9 billion VND (estimated to reach 411.8 billion VND by the end of 2025). Currently, there are a diverse range of cooperatives, cooperative groups, and models operating in the agricultural sector in the commune, including: 6 cooperatives, 14 cooperative groups, 5 farms, and 8 economic models. Local authorities encourage livestock farming in a concentrated, family-run, and large-scale manner, while also protecting the environment and adapting to climate change.

Focus on developing agriculture in depth.

Playing a key role in implementing the New Rural Development program, the Tuyen Phu Commune Farmers' Association has made many efforts to support people in developing sustainable production and adapting to climate change. “After the merger, the Commune Farmers' Association has over 2,000 members with 22 branches. On average, the association organizes over 30 training courses each year to equip people with knowledge to develop sustainable agriculture, contributing to the implementation of New Rural Development criteria in the area. Typical examples include training courses on planning and designing model gardens; beekeeping techniques for honey production; and composting to help members produce organically and reduce the use of chemical fertilizers…”, added Le Thanh Hai, Chairman of the Tuyen Phu Commune Farmers' Association.

The extreme impacts of natural disasters and climate change not only cause loss of life but also have a significant impact on the economy and infrastructure, thereby directly and negatively affecting the results of rural development, and even reversing the achievements of rural development in localities.

Mr. Nguyen Anh Tuan, Vice Chairman of the People's Committee of Tuyen Phu commune, said that in the coming time, the locality will promote zoning planning to develop agriculture in depth, sustainably, with high productivity, quality, efficiency and competitiveness, suitable to the specific characteristics of local agriculture. At the same time, it will build a force of farmers with high qualifications and political acumen to take ownership of the New Rural Development program, improving their material, cultural and spiritual lives, creating a solid political, economic and social foundation. The New Rural Development program will have a synchronized infrastructure, an economic structure and production organization forms that are consistent with the planning and strategic orientation of the local socio-economic development, a stable rural society rich in national cultural identity, a protected ecological environment, improved education levels, and a strengthened and stable political system in the rural areas.

“By 2030, Tuyen Phu commune aims to have 50% of its agricultural land applying organic, circular, and high-tech technologies; 15-20 effective cooperative economic models, cooperative groups, cooperatives, or enterprises in the agricultural sector. Average per capita income will increase by 38% compared to 2025; the quality of new rural development criteria will be improved, and advanced and model new rural development will be gradually built. Along with that, the locality also strives to increase the area of ​​green spaces, economic forests, and scattered trees; plant 37 hectares of native trees; proactively develop plans for flood and drought prevention; and ensure 100% of the people receive training and basic knowledge on climate change adaptation,” Mr. Tuan emphasized.
