
Capital arrived just in time.
Ms. H'Hong's family in Quang Khe commune owns 1.6 hectares of coffee plantations. More than half of these plantations are old and unproductive. At the beginning of 2025, her family decided to remove most of the old trees to plant a new variety.
While struggling to find funding, the family was approved by the local authorities to receive a loan of over 80 million VND from the Dak Glong branch of the Vietnam Social Policy Bank (NHCSXH). With the capital, the family improved their land, bought seeds and fertilizers, etc., to cultivate their crops.
"The timely disbursement of funds was like a lifeline for my family," H'Hong affirmed. According to H'Hong, the orchard is the family's entire fortune. With the bank's funds disbursed promptly, the orchard was replanted. Now, the family focuses on tending the trees so they can thrive day by day.

In early 2024, Mr. K'Tình from Trường Xuân commune received a 50 million VND loan from the Vietnam Bank for Social Policies (VBSP) under the program for lending to households engaged in production and business in disadvantaged areas. With access to capital, he purchased machinery, equipment, and fertilizers, and began caring for over 2 hectares of coffee plants. Thanks to more scientific investment, the productivity of his plantation gradually improved.
“Many years ago, the coffee plantation only yielded about 4 tons of beans per harvest. Thanks to investment from the Social Policy Bank, the productivity of the plantation has increased. Last harvest season, with 2 hectares of coffee, the family harvested more than 6 tons of beans. Increased productivity and high coffee prices have provided the family with additional income to cover living expenses,” Mr. K'Tình shared.
Truong Xuan commune has a relatively high number of ethnic minority households borrowing policy loans. By the end of November 2025, the entire commune had nearly 1,400 households borrowing from the Social Policy Bank, with outstanding loans exceeding 70 billion VND.

According to the People's Committee of Truong Xuan commune, poverty reduction has always been identified as a key task in the locality. In recent times, the locality has coordinated with the Social Policy Bank to create conditions for poor people to access loans.
For approved loan applications, the district directs political and social organizations to directly guide and advise households. Most poor households use the capital for its intended purpose, improving the efficiency of their production models. As a result, people's lives are gradually becoming more stable.

Prioritize ethnic minority regions
According to the Lam Dong Provincial Branch of the Vietnam Social Policy Bank, every year, the unit coordinates with local authorities to review the loan needs of the people. After the review, based on the allocated capital, the branch will assign funds to its subordinate units for disbursement.
The disbursement process will prioritize households with genuinely difficult family circumstances and those in remote areas. All loan applications are processed at the local level. Through the system of savings and loan groups at the village, hamlet, and neighborhood levels, loan procedures are carried out at home. Once eligible, the Social Policy Bank will disburse funds at the commune level as quickly as possible.
After disbursement, the branches of the Vietnam Bank for Social Policies closely monitor the local areas and promptly guide borrowers on the effective use of capital. Local political and social organizations entrust borrowers with the funds to ensure they are used for their intended purpose. Any cases where loan capital is used to purchase household equipment, leading to a lack of funds for interest and principal repayment to the bank, will be immediately investigated.

According to the Lam Dong Provincial Branch of the Vietnam Bank for Social Policies, by the end of November 2025, 74,511 ethnic minority households in the province had received preferential loans, accounting for 26.09% of the total number of ethnic minority households in the area. The outstanding balance of preferential loans for ethnic minority households reached over 4,871 billion VND, accounting for 27.33% of the total outstanding loan balance in the province.
