Innovate methods and expand the scope of legal education and dissemination.
According to the Hanoi City Federation of Labor, the work of disseminating and educating union members, workers, and employees on legal matters has seen a significant shift in content and methods during the period from 2023 to 2025. Trade unions at all levels organized 7,285 legal education sessions with over 875,000 participants, thereby bringing important legal regulations closer to the workforce in the capital city.
The content delivered is designed to be relevant to practical needs, focusing on the Labor Code, the Trade Union Law, laws on social insurance, health insurance, unemployment insurance, the Occupational Safety and Health Law, and related guiding documents. The inclusion of legal content in the annual work program is also implemented synchronously, considering it an integral part of the task of representing, caring for, and protecting the legitimate rights and interests of workers.

Along with direct communication methods, the Hanoi Trade Union has expanded the application of information technology, the internet, and social media through online newspapers, websites, fan pages, and Zalo groups, creating a more flexible approach. A series of interactive activities such as the "Hanoi Trade Union's Journey of Construction and Development" competition, the "Hanoi Workers' Thoughts and Beautiful Actions" writing contest, and the "Hanoi Trade Union Stepping Steadily into a New Era" photo and video clip contest have attracted a large number of union members and workers.
A notable highlight is the establishment and stable maintenance of the system of Workers' Cultural Activity Centers and Self-Management Teams in Workers' Dormitories. Each year, 4 to 6 new cultural activity centers are established with initial funding ranging from 50 to 90 million VND per center; simultaneously, 400 million VND is invested in upgrading existing centers. To date, the city has 75 Workers' Cultural Activity Centers and 244 Union Relaxation Corners, creating spaces for activities, interaction, and access to legal knowledge right at their homes and workplaces.
In addition, 92 self-governing groups in workers' dormitories, with over 20,000 workers participating, have proven effective in maintaining security and order, supporting crime prevention, and raising legal awareness within the labor community. Many groups have established operating regulations and maintained regular monthly and quarterly meetings, fostering cohesion among workers in the same area.
Expanding the model of legal libraries and legal support services.
Alongside large-scale propaganda activities, the Hanoi Trade Union also implements many sustainable models, most notably the widespread system of legal libraries. Currently, the city has 354 libraries located in workers' dormitories, 186 libraries in union relaxation corners, and over 2,365 libraries in businesses. Many units have also set up small reading rooms, making it easier for workers to access books, newspapers, and legal documents during breaks or after work.
The city's labor union regularly updates the libraries with documents, leaflets, and newsletters promoting legal awareness and life skills. This allows workers to learn about regulations directly related to their rights and obligations, especially regarding labor contracts, social insurance, workplace safety, and policies. Many workers share that the legal library helps them feel more confident in labor relations, understand how to protect their legitimate rights, and act responsibly.

Along with the library model, trade unions at all levels actively coordinate with the government and specialized agencies to organize training, dialogues, and legal consultations. Many problems at the grassroots level are resolved immediately during these meetings, helping to reduce the number of appeals to higher levels and mass complaints. Dissemination through social media, leaflets, brochures, and online consultations is also strongly implemented, ensuring that legal content is widely disseminated and easily accessible.
Strengthening legal awareness campaigns is considered a crucial foundation for building a strong workforce in Hanoi that is politically steadfast, exemplary in complying with the law, and capable of protecting itself against legal risks during work. At the same time, this contributes to the stability of political security and social order, creating a favorable environment for production, business, and sustainable development of the city.
