At an event with business leaders at the White House on December 10th, President Donald Trump announced the "Gold Card" immigration program. Shortly afterward, the official website, trumpcard.gov, went live to accept applications.
Explaining the need for the program, Trump emphasized the barriers American businesses face in recruiting top students. "They graduate from college, they have to go back to India, they have to go back to China, they have to go back to France, they have to go back to wherever they came from," he stated. "That's ridiculous. We're going to solve that problem."

The program is said to attract and retain top talent, while also creating a significant new source of funding, with all revenue going directly to the U.S. Treasury Department . Trump predicted billions of dollars would flow into the treasury to "do good things for the country."
The official registration website was designed with strong promotional imagery: a sample gold card featuring Trump's face behind a mountain range with a flying eagle emblem. Slogans like "Unlock life in America" and "Unprecedented opportunities await" were used to attract applicants. Notably, the program allowed applicants to pay fees using cryptocurrency.
U.S. Commerce Secretary Howard Lutnick emphasized that the new program would be "only for the very best." Homeland Security Secretary Kristie Noem affirmed that the program "fulfills President Trump's promise to attract the world's most successful entrepreneurs and investors, while ensuring they have a genuine commitment and contribution."
