Authorities said they have located the second worker and are working to rescue him, while the other two remain missing. According to firefighters, the structure may have collapsed while ready-mixed concrete was being poured.
An official at the construction site said the second-floor roof appeared to have collapsed onto the first floor, as the middle section was not supported by temporary columns.
The library under construction is a project by the Gwangju city government on land that was formerly a waste incineration plant. The project, costing 51.6 billion won (US$35 million), has a total floor area of 11,286 m², comprising two above-ground floors and two basement floors.
