On December 17th, the Lam Dong Provincial Inspectorate announced the conclusions of its inspection regarding the allocation and leasing of land for the high-end villa and resort project at Hon Rom Hill (Mui Ne Ward, Lam Dong Province). The project, covering 85.7 hectares, received investment approval from the People's Committee of Binh Thuan Province (formerly) in 2016, with Thien Hai Joint Stock Company as the investor.
According to the findings, although the land plot was unsuccessfully auctioned three times in 2012-2013, numerous violations occurred in the subsequent land allocation process. Specifically, in 2015, the Government only agreed to allocate 85.7 hectares of land for production and business without auction. However, in 2017, the People's Committee of Binh Thuan province (formerly) arbitrarily allocated 20 hectares of urban residential land and leased nearly 63.84 hectares of commercial and service land to Thien Hai Joint Stock Company .

Remarkable, The aforementioned 20 hectares of urban land have not been updated in the land use planning map and land use plan for 2017 of Phan Thiet City, Binh Thuan Province (formerly). The allocation of land without auction after the land use purpose has been changed is contrary to the provisions of the 2013 Land Law and the 2014 Housing Law, and risks causing budget losses.
The Lam Dong Provincial Inspectorate determined that responsibility lies with the leaders of the Binh Thuan Provincial People's Committee (formerly), the leaders of the Departments of Natural Resources and Environment, Planning and Investment, and Construction, as well as the individuals and units involved in the advisory work. The Lam Dong Provincial Inspectorate recommended that the Chairman of the Provincial People's Committee request the Department of Internal Affairs to advise on organizing a review and handling of the responsibilities of the relevant collectives and individuals.
