Do teachers need foreign language and computer skills certificates when being considered for promotion?

(Dan Tri) - While localities are implementing the review of teacher professional titles, many teachers are wondering whether they have to resubmit their foreign language and IT certificates.

This question arises from different requirements between localities and educational institutions, making teachers worried about inconsistent application of regulations.

Previously, in May, many teachers in Ha Nam province (old) were upset when the local Department of Education and Training required IT and foreign language certificates as conditions for promotion, causing many applications to be prolonged or requiring additional paperwork.

According to the Ministry of Education and Training , before 2021, foreign language and IT certificates were mandatory criteria for teachers when appointing and promoting. However, this regulation has been removed since 2021, to reduce the pressure of certificates on the teaching staff.

This adjustment is to comply with regulations on foreign language output standards and the 2019 National Assembly resolution, similar to civil servants and public employees in other sectors.

Instead, teachers only need to be "capable" of using information technology and foreign languages ​​in their professional activities and as required by their job positions.

If no certificate is used, the principal can confirm in the evaluation report, commenting on the teacher's ability to meet the standards. This report is prepared by the professional group or department group.

In case the foreign language output standard in the teacher's graduation certificate is higher than the standard required by the job position, schools can use this additional basis.

This issue was also raised at the mid-term professional meeting on general education for the 2025-2026 school year held by the Ho Chi Minh City Department of Education and Training on December 9th.

Mr. Tong Phuoc Loc - Head of the Department of Organization and Personnel, Department of Education and Training of Ho Chi Minh City - said that regarding the promotion of teachers' professional titles, the authority of the ward and commune will review the schools under their management; and the principal will review teachers at the school according to regulations.

"In considering promotion of professional titles, requiring teachers to provide evidence such as foreign language or IT certificates is baseless," said Mr. Loc.

Instead, principals need to base on the approved teacher job positions in the school's job position plan to determine requirements related to foreign language and IT competencies.

At the end of November, the Ministry of Education and Training issued công văn 7723 (official document 7723) requesting provinces to review the promotion of teachers' professional titles.

Accordingly, some provinces under the old administrative division have never organized teacher promotion in the period 2016-2025. Some localities have developed teacher promotion projects for the period 2024-2025 but the projects have not been approved or have been approved but not yet implemented.

Besides, some other provinces have not implemented the promotion in a synchronous manner between educational levels and between administrative units in the same locality.
