
Over the years, the Provincial Social Insurance Agency has fully and effectively coordinated with various departments and agencies; at the same time, it has advised the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to issue many policies, resolutions, programs, and plans to effectively implement social insurance and health insurance policies in the province. Social insurance and health insurance targets have been included in annual socio-economic development resolutions and plans, and assigned to each department, agency, and locality for implementation.
Since 2014, the Provincial People's Council has included the target for increasing the number of participants in health insurance in its socio-economic development resolution. By 2019, the target for increasing the number of participants in social insurance and health insurance was further supplemented, providing a basis for the province to develop a roadmap for implementation that aligns with the socio-economic development situation. This contributes to strengthening the supervision of policies related to social insurance and health insurance, ensuring the rights of citizens and the correct implementation of the Party and State's guidelines.
A significant milestone in coordination efforts was in 2021, when, under the direction of Vietnam Social Security, the provincial Social Security agency advised the Provincial People's Committee to establish a Steering Committee for the implementation of social insurance and health insurance policies. Since then, the province has continued to issue many key decisions and establish Steering Committees at all levels, creating unity in leadership and direction from the provincial to the grassroots level.
In parallel, the Provincial Social Insurance agency actively coordinated with relevant departments and agencies to advise on many specific support policies of the province, in addition to the general policies of the State. Notable examples include Decision No. 4230/QD-UBND (2015) on supporting 50% of health insurance contributions for people in farming, forestry, fishery, and salt-making households with average living standards; Resolution No. 16/NQ-HĐND (2021) supporting 100% of the cost of purchasing health insurance cards until the end of 2025 for ethnic minorities in newly-emerged disadvantaged communes and people in newly-emerged extremely disadvantaged communes; and Resolution No. 21/NQ-HĐND (2021) supporting 100% of the cost of health insurance contributions for people aged 70 to under 80. Resolution No. 35/2024/NQ-HĐND provides 100% support for health insurance premiums for near-poor households and 80% support for households engaged in agriculture, forestry, and fisheries with average living standards during the 2024-2025 period...

According to statistics from the provincial Social Insurance agency, by the end of September 2025, more than 72,000 people in the province had been granted free health insurance cards under Resolution 16/NQ-HĐND, with a total cost of over 72 billion VND. During the period 2021-2025, the province provided health insurance support to nearly 311,000 people, using over 264 billion VND from the local budget.
During the same period, the number of beneficiaries under Resolution 21/NQ-HĐND reached 53,524, with a total support budget of nearly 50 billion VND. The 50% subsidy for students purchasing health insurance cards helped this group maintain a coverage rate of nearly 100%. Thanks to specific policies, the health insurance coverage rate in disadvantaged areas consistently remained at 99%. People were guaranteed access to medical care, reducing the burden of healthcare costs and improving the quality of healthcare. Through these efforts, the province moved closer to the goal of universal health insurance coverage.
As of the end of November 2025, Quang Ninh province had nearly 1.3 million people participating in health insurance, achieving a coverage rate of 95.75% of the population. According to Deputy Director of the Provincial Social Insurance Agency Nguyen Huy Thong, some support policies have now expired. The Provincial Social Insurance Agency has coordinated with relevant departments and agencies to advise the Provincial People's Committee to submit to the Provincial People's Council for consideration the continued allocation of funds to support eligible groups. At the same time, two additional groups are proposed for health insurance support in the near future: newly lifted-out-of-poverty individuals and the elderly under 70 years old.
Beyond simply increasing the health insurance participation rate, Quang Ninh aims to build a comprehensive and sustainable social security system. This will be a crucial foundation for protecting people's health, stabilizing their income, improving their quality of life, and contributing to the province's rapid and sustainable development in the present and future.
