Support for health insurance premiums, people are excited

Resolution No. 14/2025/HDND stipulates that in addition to the support level for health insurance contributions from the central budget, the following groups of subjects will receive additional support from the provincial budget and other legal funding sources: People belonging to near-poor households according to the Government's standard criteria; people belonging to households engaged in agriculture, forestry, fishery, and salt production with an average living standard; ethnic minorities living in communes that are no longer identified as areas with difficult or especially difficult socio -economic conditions; students in the province. The specific support levels are as follows: 30% of the health insurance contribution level for near-poor households and households engaged in agriculture, forestry, fishery, and salt production with an average living standard; 15% of the health insurance contribution level for ethnic minorities in communes that are no longer in difficult areas; 5% of the health insurance contribution level for students. The support period for ethnic minorities in communes that are no longer in areas with difficult or especially difficult socio-economic conditions as prescribed is 36 months from the time the commune where the subject is living is no longer in areas with difficult or especially difficult socio-economic conditions as prescribed.

Excited to receive the above information, Ms. Nguyen Thi Ly in Tuy Hoa ward shared: “The province’s new policy on supporting health insurance payments for vulnerable groups is truly humane and in line with the people’s wishes. For farmers like us, the older we get, the more our health declines, so regular check-ups and examinations are necessary. Thanks to health insurance, every time we get sick, we no longer have to worry about medical examination and treatment costs like before.”

Previously, Ms. Ly's family received a minimum of 30% support from the State for health insurance contributions. Now, the province has decided to support an additional 30% of the contributions, for a total of 60%. "This policy not only helps reduce the burden of medical expenses, helping us save 300,000 VND/year when participating in health insurance, but also shows the government's deep concern for the people, encouraging us to participate in health insurance continuously and stably," Ms. Ly said.

Sharing the same joyful mood as Mrs. Ly, Mr. Nguyen Tan Hung in Phu Hoa 1 commune added: “For a long time, people in near-poor households like me have been supported by the state budget with at least 70% of the health insurance premium, now the province supports an additional 30%. Thus, the total support for near-poor people is 100% of the health insurance premium. So from now on, we will be given free health insurance cards like poor households.”

According to Ms. Nguyen Hong Nhung in Song Hinh commune, raising two children to study has always been a burden for her family. Now, with the support of 50% of the health insurance fee from the Central Government and 5% from the province, she feels more relieved because her family still receives full health care while the cost of buying health insurance is reduced by more than half.

The issuance of Resolution No. 14/2025/NQ-HDND by the Provincial People's Council demonstrates the province's great political determination in ensuring social security. According to Mr. Nguyen Quoc Binh, Director of Song Hinh Social Insurance, in recent times, the State's health insurance support policy has been applied to many groups of subjects, but for the near-poor, middle-income and students, people still have to pay a significant part themselves. Therefore, the issuance of Resolution No. 14/2025/NQ-HDND will contribute to increasing health insurance coverage in the locality.

“We are coordinating with relevant sectors to review and issue health insurance cards to supported subjects and deliver them to people, ensuring that people can enjoy benefits as soon as the resolution takes effect,” Mr. Nguyen Quoc Binh emphasized.
