Hanoi: Building new industrial clusters to meet environmental protection requirements

Hanoi People's Committee requires all newly built industrial clusters to have wastewater treatment stations that meet national technical standards and regulations.

The Hanoi People's Committee has just issued Plan No. 305/KH-UBND dated November 12, 2025 on management, investment and development of industrial clusters in the area by 2026, aiming to complete technical infrastructure, attract investment and ensure environmental protection requirements.

According to the plan, the city strives to fill 6 industrial clusters with completed technical infrastructure, complete the construction of infrastructure of 26 industrial clusters that started construction in the 2021-2025 period; at the same time, establish and expand 5 to 10 new industrial clusters, in accordance with the Capital Planning for the 2021-2030 period, with a vision to 2050. All newly built industrial clusters must have wastewater treatment plants that meet national standards and technical regulations.

The City People's Committee assigned the Department of Industry and Trade to take the lead, coordinate with departments, branches, local authorities and industrial cluster investors to organize implementation. Key tasks include building development mechanisms and policies; managing and operating industrial clusters in operation; investing in infrastructure of clusters that have been established; developing new clusters; inspecting and supervising compliance with legal regulations on planning, investment, construction and land.

The city also requested to develop a plan for periodic inspection and monitoring of the progress of technical infrastructure completion at industrial clusters under construction, and at the same time consider rewarding collectives and individuals with achievements in management, investment and development of industrial clusters in 2026.
