Perspective of a section of the Ho Chi Minh City - Moc Bai expressway
The plan to approve the component project 4 of the Ho Chi Minh City - Moc Bai Expressway on compensation, support and resettlement through Tay Ninh province has 2,260 households and 17 organizations affected by land clearance, of which 230 households are arranged for resettlement. The recovered land area is more than 246 hectares, with compensation cost of more than 3,056 billion VND.
Specifically, An Tinh ward and Gia Loc ward have 1,159 households, 4 organizations and 81 resettled households. Go Dau ward and Phuoc Thanh commune have 964 households, 7 organizations and 135 resettled households. Ben Cau commune has 127 households, 6 organizations and 14 resettled households.
According to the Provincial Construction Investment Project Management Board, to keep up with the schedule, Tay Ninh province is urgently completing the work related to the 4th component project of compensation, support and resettlement. By November 7, 2025, localities had paid compensation to 1,926 households with an amount of VND 2,645.8 billion, reaching nearly 87% of the approved plan. Resettlement areas in Hung Thuan commune, Go Dau ward and Ben Cau commune are completing infrastructure, preparing to hand over to the people.
The 10.7ha resettlement area in Hung Thuan commune consists of 402 plots, and is under construction of site leveling, drainage, domestic water supply and traffic roads. Construction time is from the end of February 2025 to the end of November 2025.
The resettlement area of Go Dau ward includes 169 completed plots of land, while the resettlement area at Dia Xu canal, Ben Cau commune has arranged 147 plots of land for the project (out of a total of 244 plots, 97 plots have been arranged for other projects).
The site handover work is also being carried out synchronously. An Tinh Ward with 4/4.24km, Gia Loc Ward 5.51/7.34km, Go Dau Ward and Phuoc Thanh Commune about 4.9/12.6km, Ben Cau Commune 2.1/2.4km. At the same time, the items of electricity, water and telecommunication infrastructure relocation are being appraised for design and estimate.
Deputy Director of the Department of Construction Dang Hoang Chuong said: "The Ho Chi Minh City - Moc Bai Expressway Project Phase 1 under the form of public-private partnership (BOT), approved by the Prime Minister in Decision No. 760/QD-TTg, dated August 2, 2024, is about 51km long, of which the section passing through Tay Ninh is more than 26.3km. The route is designed according to expressway standards, 4 lanes, with a speed of 120km/h".
The Ho Chi Minh City - Moc Bai Expressway Project has 4 component projects. Ho Chi Minh City implements component projects 1, 2, 3; Tay Ninh province implements component project 4 (compensation, support, resettlement). The total investment of the project is 19,617 billion VND. Of which, the State capital is 9,674 billion VND (including 6,802 billion VND from the Ho Chi Minh City budget and 2,872 billion VND from the Central budget).
Component project 1: Investment in construction of Ho Chi Minh City - Moc Bai Expressway (phase 1), invested under the public-private partnership method (BOT contract) has had its Project Feasibility Study Report approved in Decision No. 299/QD-UBND, dated July 23, 2025 of Ho Chi Minh City People's Committee.
Component project 2: Investment in construction of residential access roads, overpasses across highways and bridges at intersections (except overpasses on Ring Road 3 and Provincial Road 15), invested in the form of public investment with approved project feasibility study report in Decision No. 2994/QD-UBND, dated June 16, 2025 of Tay Ninh Provincial People's Committee.
Component project 3: Compensation, support, resettlement of the Ho Chi Minh City - Moc Bai expressway project through Ho Chi Minh City, invested in the form of public investment, has had its project feasibility study report approved in Decision No. 1339/QD-UBND, dated April 5, 2025 of the Ho Chi Minh City People's Committee.

Component project 4: Compensation, support, resettlement of Ho Chi Minh City - Moc Bai expressway section through Tay Ninh province, invested in the form of public investment, has approved the project feasibility study report in Decision No. 577/QD-UBND, dated March 13, 2025 of Tay Ninh Provincial People's Committee.
According to plan, the construction package is expected to start on December 19, 2025 and complete the entire route and put into operation in 2027.
Once completed, the Ho Chi Minh City - Moc Bai expressway will shorten travel time, reduce transportation costs, attract investment in the Moc Bai industrial and urban chain linked to the trans-Asian economic corridor, and promote trade with Cambodia and the ASEAN region./.
Ho Chi Minh City supports Tay Ninh with 1,806 billion VND Initially, the Component 4 project (compensation, support, resettlement) through Tay Ninh was approved in March 2025 with a capital of 1,504 billion VND. However, during the implementation process, due to adjustments and additions to the plan, the compensation cost increased to 3,749 billion VND. Faced with capital difficulties, Tay Ninh province requested Ho Chi Minh City to support 1,806 billion VND to ensure the progress of site clearance and construction. At the 5th session of the 10th term of the Ho Chi Minh City People's Council on November 14, Ho Chi Minh City approved a resolution to use the budget to support Tay Ninh with 1,806 billion VND for the Component 4 project, in order to speed up the progress of site clearance and resettlement, ensuring the project is implemented on schedule. |
