That is the main content of the Government's submission to the National Assembly reporting on the pre-feasibility study of the Vinh - Thanh Thuy expressway construction investment project.
Accordingly, the Vinh - Thanh Thuy expressway project has its starting point intersecting with the Dien Chau - Bai Vot expressway section (part of the North - South expressway in the East) in Hung Nguyen commune, Nghe An province; the end point connects to Thanh Thuy border gate economic zone in the Thanh Thuy/Nam On border gate area on the Vietnam - Laos border (connecting the planning of Thanh Thuy border gate economic zone).
In terms of scale, the Vinh - Thanh Thuy expressway is about 60km long and is located in Nghe An province.
Based on transportation needs and the ability to balance resources, this expressway is invested with 4 full lanes, roadbed width from 22 m to 24.75 m; deep excavation, embankment and bridges on the route are invested with a scale of 6 lanes, width from 29 m to 32.25 m; design speed 80 to 100 km/h (depending on the section).
Site clearance work for the entire route is carried out according to the 6-lane planning scale.
The Vinh - Thanh Thuy Expressway project has a total preliminary land area of about 648 hectares, with an estimated impact of about 2,833 households, of which about 221 households will be resettled.
Preliminary total investment for Vinh - Thanh Thuy expressway project is determined to be about 23,940 billion VND.
Of which, compensation, support and resettlement costs are 2,822 billion VND; construction and equipment costs are 17,726 billion VND; project management, consulting and other costs are 1,063 billion VND; contingency costs are 2,328 billion VND.
Regarding the form of investment, the Government proposed that the National Assembly approve the investment of the Vinh - Thanh Thuy expressway project under the form of public investment to soon implement and complete the project. After the route is completed, a plan will be developed to recover state capital.
According to the Government's proposal, if the National Assembly approves the investment policy for the Vinh - Thanh Thuy expressway project in 2025, site clearance will be carried out from the end of 2025, the project feasibility study report will be approved in the second quarter of 2026; technical design and contractor selection, project commencement will be carried out in the third quarter of 2026 to basically complete the project in 2028 and put it into operation from 2029.
According to the Government's explanation, the Vinh - Thanh Thuy expressway is part of the overall Hanoi - Vientiane expressway.
This is an important project to strengthen, consolidate and develop the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, contributing to perfecting the road network connecting the two countries and related localities.
