In 2024, the National Office of Intellectual Property received nearly 153,000 industrial property applications, including more than 89,000 applications for registration of rights, an increase of 5.0% compared to 2023. The Office processed nearly 143,300 applications and granted more than 53,600 protection certificates, reaching the highest level in the past three years. Notably, the processing of patent, trademark and industrial design applications has had many positive changes in both progress and quality of appraisal, better meeting the needs of organizations, individuals and businesses.
Institutional development and improvement continued to be promoted during the year. The Department presided over the drafting of a Circular amending and supplementing Circular No. 23/2023/TT-BKHCN to ensure effective implementation of the Intellectual Property Law; at the same time, thoroughly grasping and implementing the Intellectual Property Strategy to 2030 in ministries, branches and localities. Activities of handling complaints, protecting rights and enforcing intellectual property laws were strengthened, contributing to better serving the protection and exploitation of intellectual property.

In the field of international integration, many outstanding results have been recorded. The Department successfully organized the 72nd Meeting of the ASEAN Working Group on Intellectual Property Cooperation (AWGIPC) in Da Nang , and effectively implemented bilateral cooperation activities with WIPO, EPO, JPO, KIPO and many other international partners. The Department also actively implemented technical assistance projects to improve internal capacity and service quality for people and businesses.
Propaganda, training and support for intellectual property development continue to be strengthened. Many specialized training programs and communication activities suitable for each target group have been effectively implemented. The rate of online application submission and use of online public services throughout the process continues to increase, contributing to promoting administrative reform, enhancing transparency and improving the satisfaction level of people and businesses.
Entering 2025 – a pivotal year for implementing the Socio-Economic Development Plan for the 2021-2025 period and preparing for the 14th National Party Congress – the Intellectual Property Office has identified a number of key targets. The Office continues to improve policies and laws on intellectual property, promptly institutionalize and concretize the policies and guidelines of the Party and State, and at the same time resolve legal gaps in response to new development requirements. The Office aims to promptly and completely handle the backlog of industrial property applications, aiming to bring application processing activities back to normal from 2026. Along with that, administrative procedure reform and comprehensive digital transformation will continue to be promoted; management, financial and organizational mechanisms will be completed according to Decision No. 166/QD-BKHCN on the functions, tasks and organizational structure of the Office. Another important goal is to develop an intellectual property ecosystem associated with innovation and technology transfer, contributing to enhancing the value and competitiveness of products and services in the economy.
With the close leadership of the Ministry of Science and Technology , the support of ministries, branches, localities and the spirit of solidarity and responsibility of the team of civil servants, public employees and workers, the National Office of Intellectual Property is determined to excellently complete the tasks in 2025, making practical contributions to socio-economic development and successfully implementing the National Development Strategy in the new period.
