
Leaders of the Ministry of Science and Technology attended the Opening Ceremony of the Training Program on Leadership and Management of Public Organizations - Gov.miniMBA 2025
On November 15, 2025, in Hanoi, the Vietnam Institute of Leadership, Governance and Management (VLGM), the Posts and Telecommunications Institute of Technology (PTIT) - Ministry of Science and Technology (KH&CN) held the Opening Ceremony of the Public Organization Leadership and Management Training Program - Gov.miniMBA 2025. This is also an activity in response to Vietnamese Teachers' Day (November 20).
Minister of Science and Technology Nguyen Manh Hung, Deputy Minister of Science and Technology Hoang Minh and Dr. Vo Tri Thanh, senior expert attended the opening ceremony of the Program. Also attending were 35 students who are leaders of Department Head level and equivalent of the Ministry of Science and Technology.
Focus on training leadership qualities
Discussing the 3 training pillars of the VLGM Institute, which are leadership, management and administration, and also the main content of the Gov.MiniMBA training program, Minister Nguyen Manh Hung said that the role of leaders of units is to create new directions and breakthroughs for the unit to overcome.

A leader must have a vision, goals, and great aspirations for the unit. If you want the unit to be sustainable, you must manage and evaluate the unit's development strategy in the right direction. You need to evaluate the unit's work, from regular tasks to internal management to activities serving the people, that is the core of management.
The Minister emphasized that the Gov.MiniMBA Public Organization Leadership and Management Training Program is a program organized to upgrade the Ministry's leadership generation and build a new generation of leaders as the main leadership force for the Ministry and the country, especially in the context of strongly promoting science , technology, digital transformation and innovation.
The officers attending the class are leaders in fields that require broad thinking. "If you work well, management will find it simple. When a leader assigns work to subordinates, he must clearly state his expectations and outline the direction, avoid generalities and ambiguities, and equip his officers with tools to work effectively and efficiently."

Minister Nguyen Manh Hung spent a lot of time sharing with students.
Along with that, it is necessary to pay attention to building a unit culture in a way that leaders must set an example according to the core values of the Ministry of Science and Technology: "Pioneering - Creativity - Breakthrough - Courage - Loyalty".
Minister Nguyen Manh Hung advised: "The head of the unit must innovate and upgrade so that the unit can innovate and upgrade. The leader must have deep understanding, be strong and practical so that the unit can also change strongly and practically. If the leader knows how to use technology, the staff in the unit will be good at technology. If the staff is good at technology, they will spread it to their family members and everyone around them...".
About teaching and learning
Attending the opening ceremony and teaching directly, Minister of Science and Technology Nguyen Manh Hung had many passionate and in-depth exchanges with 35 students who are leaders of units under the Ministry and answered many questions.
The Minister shared that learning today requires knowing how to ask questions. You must be able to ask questions directly related to the work you are doing, the difficulties you are facing, and you must ponder and think for a long time to solve them.
"When struggling with work and units, each student who is a unit leader will have hundreds of questions. This can be considered an asset of each unit leader."
The Minister believes that when asking questions, one needs to think about the right questions. "The power of questions is huge and asking the right questions will help one gain the teacher's knowledge."

According to the Minister, this training program is a "new generation" MBA training program so there are some differences.
First of all, current MBA training will have to be more in-depth in the context of a time of many changes and very rapid changes. "The current era is the digital age and is also considered the sustainable era. The more digital technology such as AI technology develops explosively, the more "destructive" it is, so it must be sustainable." Therefore, instead of general training, covering a lot of content like before, today's training needs to be more in-depth and faster than before.
Second, the Minister noted that digital transformation has had a great impact on society, fundamentally changing the way people live and work, and especially affecting public administration.
Third, the way of studying MBA has also changed. Previously, studying MBA was full-time, but now it can be studied online.
Fourth, learning today must consider efficiency as well as return on investment. People now go to school not to get a raise, appointment, etc. but to "understand".
Fifth, the mini MBA training program needs to equip students with soft skills and competencies in a rapidly changing world. One of the soft skills that not many people have mastered is knowing how to exploit data. "Data is an asset, a great value, but the important point is to turn data into stories."
The Minister also noted that leaders must have the essential skill of making quick decisions. Next is the skill of explaining to others. "Explaining to others is an important ability of a leader."
Sixth, learning needs to be linked to the Vietnamese context. "The Vietnamese context is important. Applying knowledge that is appropriate to the Vietnamese context will bring great value. Whoever can "apply" it will be successful."
Will be expanded to leaders of departments, branches, provinces and communes nationwide.
As the unit directly managing the VLGM Institute, PTIT Director Dang Hoai Bac said that in the context of digital transformation, international integration and strong innovation orientations of the Party and State, Minister Nguyen Manh Hung directed the establishment of the VLGM Institute (under PTIT).

Combining international MBA standards with public sector characteristics, Mr. Dang Hoai Bac said that VLGM Institute has built the Gov.MiniMBA program, a pioneering training program to foster leadership in the public sector, by combining standards on management and corporate governance with practical requirements of public service activities and following modern methods (learning anytime, anywhere) with MOOC courses combined with specialized topics with many leading experts.
The training program is built to include: 7 theoretical modules (condensed MBA) with subjects such as: leadership, strategy, organization - human resources, finance, communication, technology management...; 8 in-depth practical topics with contents such as: Discussing strategy and organizational leadership, international integration in the field of science and technology, public financial management, policy communication.
The training method of the Program is a combination of online and offline (the learning process is supported by the AI system - a digital knowledge system about MBA built by the Academy).
Director Dang Hoai Bac said that PTIT will continue to develop the Gov.MiniMBA training program series in the coming time. In 2025 and 2026, PTIT will complete the content, upgrade the learning materials and chatbot, and collect student feedback to optimize the learning experience. In 2026, the program will be expanded to leaders of departments, branches, provinces and communes nationwide.
PTIT also aims to launch the Gov.MiniMBA Open portal (free for young civil servants) and build a community of alumni to share practices (case studies) in public organization management./.
