Implementing the spirit of the Resolution, Ho Chi Minh City has deployed many key programs and tasks to improve competitiveness and urban quality of life. Deputy Director of the Department of Science and Technology Le Thanh said that the city's science and technology, innovation and digital transformation activities are developing strongly, creating outstanding results in many fields.
In 2025, Ho Chi Minh City will rise to 110th place in the world in the highest innovation ecosystem ranking ever; enter the Top 5 Southeast Asian startup ecosystems for the first time, rank second in the region in Blockchain and be in the Top 30 globally in this field. Currently, the City has more than 20,000 employees working in science and technology; the rate of innovative enterprises in key industries is about 45%, the contribution of science and technology to TFP growth is up to 74%.
Digital transformation continues to be promoted comprehensively. The city has deployed 345 full-process public services, 1,282 partial public services and is the first locality to integrate all administrative procedures into the National Public Service Portal. The application of AI to handle administrative procedures, such as robots submitting full-process documents and recognizing documents online, helps shorten processing time and improve service quality for people and businesses. The city has maintained the second position nationwide in the digital transformation index for two consecutive years.

To effectively implement Resolution 57-NQ/TW, Ho Chi Minh City has set out many key tasks: strengthening propaganda and training on AI for officials and students; launching the "Digital Education for All" movement; building a new breakthrough mechanism on science - technology and digital transformation to submit to the City People's Council.
Regarding infrastructure, the City aims to cover the entire high-tech park, port and international airport with 5G; attract investment in large-scale data centers; expand the concentrated information technology park; and soon put the Creative Startup Center at 123 Truong Dinh into operation. Regarding human resources, the City will coordinate with the National University to develop a strategy for training AI and microchips; and develop human resources for the semiconductor industry through cooperation with large technology corporations.
The city also strengthens international cooperation, implements the contents signed with NVIDIA, promotes the formation of an International Financial Center associated with innovation; mobilizes resources to implement Plan 02-KH/BCĐTW on synchronous and interconnected digital transformation after merging administrative units.
Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy affirmed that the City will continue to take the lead in realizing Resolution 57-NQ/TW. The City People's Committee assigned the Department of Science and Technology to review the plan, strengthen the Steering Committee on Science - Technology - Innovation - Digital Transformation, organize training for 168 wards and communes on the online reporting system, and ensure network safety and security during the transition period.
