
At the 9th Session of the 15th National Assembly, the National Assembly passed the Law on Science , Technology and Innovation.
The authorities have completed the system of legal documents and policy mechanisms, notably the Law on Science, Technology and Innovation, and decrees guiding the mechanism for attracting and employing talents such as Decree No. 231/2025/ND-CP, 249/2025/ND-CP and 263/2025/ND-CP. These documents create an important legal basis for implementing solutions to develop high-quality human resources, employ young intellectuals and Vietnamese scientists abroad, and at the same time promote international integration in scientific research, technology and innovation.
The newly issued breakthrough incentive policies include a "negotiation" mechanism on salary, bonus, accommodation support, transportation, health care; at the same time, priority recruitment, increased allowances, forming strong research groups, sending people to study and do short-term internships abroad. This is an important step to attract talent, solve the country's strategic problems and improve national competitiveness.
Regarding digital transformation human resources, the Law on Digital Technology Industry 2025 clearly defines the mechanism for developing a high-quality digital technology team, digital technology talents and creating conditions for digital technology organizations and enterprises to develop sustainably. The Ministry of Science and Technology is presiding over the development of a Project on developing and promoting talents until 2030, with a vision to 2050, to implement the National Strategy on Talent Attraction, with Document No. 182/TTr-BKHCN submitted to the Prime Minister. Due to the adjustment of the National Strategy on Talent Attraction at the request of the National Assembly Standing Committee, the time for submitting the Project is temporarily postponed, expected to be completed after the Ministry of Education and Training reports the implementation plan before November 15, 2025.

The Law on Digital Technology Industry was officially passed at the 9th Session of the 15th National Assembly.
Regarding digital skills dissemination, the Ministry of Science and Technology has issued a basic digital skills framework and guidelines for assessing the level of digital skills dissemination, and coordinated with the Ministry of Education and Training to deploy programs for civil servants, businesses and people. Digital transformation training courses in 2025 are deployed from the central to communal levels, organized on the Digital Popularization Platform. The Academy of Posts and Telecommunications Technology also built a community AI training portal with open, free online courses for students, and supported the implementation of the "Digital Popularization" movement in many localities.
However, the implementation process still faces many difficulties. The recently issued human resource policies on science and technology, innovation and digital transformation need time to be widely applied. Funding for training and developing human resources is limited, especially from enterprises. State agencies are also facing challenges in recruiting and retaining highly qualified personnel in fields such as IT, telecommunications, and information security, due to lower income and benefits compared to the private sector. Many talented people choose private enterprises because of competitive salaries, attractive benefits and better career development opportunities.
The development and utilization of high-quality human resources is considered a key foundation for the success of Plan 02-KH/BCĐTW, helping Vietnam realize the breakthrough goals in science, technology, innovation and digital transformation in the coming period, while enhancing national competitiveness in the international arena.
