Thanh Hoa spreads the "Digital Education for All" movement, creating a strong change in building a digital society from the grassroots.

After 6 months of implementing the "Digital Education for All" movement, along with efforts to promote administrative reform and digital transformation in localities, Thanh Hoa is witnessing clear changes in people's awareness and digital skills. From urban to rural areas, from administrative agencies to households, the spirit of "all people learning and mastering digital skills" is spreading strongly, contributing to building a comprehensive and modern digital society in the province.

Recognizing the role of digital skills in socio- economic development and human resource quality, the Provincial Party Standing Committee issued Plan No. 265-KH/TU dated April 24, 2025 on implementing the "Digital Education for All" movement in the province. The movement is organized with the goal of popularizing digital knowledge, shortening the digital gap, aiming to form digital citizens and a digital society, ensuring that no one is left behind in the national digital transformation process.

On May 8, 2025, the launching ceremony of the movement was held directly and online from the Provincial Party Committee to more than 1,018 connecting points at the district, commune, village and hamlet levels, attracting nearly 52,000 cadres, party members and people to attend. Since then, the movement has been implemented synchronously, creatively and appropriately by all levels and sectors in the province, initially achieving many important results.

Communication work is a highlight. Thanh Hoa Newspaper and Thanh Hoa Radio and Television Station maintain the columns "Digital Education for the People" and "Accompanying Digital Transformation", producing more than 120 news, articles, reports and many multimedia articles, infographics, eMagazines... to help people understand and access easily. The grassroots radio system, electronic information pages of districts, towns, cities and social networks are used flexibly, spreading the movement widely in the community.

One of the core forces of the movement is 4,351 community digital technology groups with nearly 16,000 members . The groups directly "hold hands and guide", instruct people to install electronic identification, make cashless payments, submit online public service applications, use learning software and applications for production and business. Many creative models have been effective such as: "Digital learning neighborhood groups", "Digital market - Digital enterprise", "Community digital learning clubs", "Volunteer Saturday to support online public services" ...

Digital skills training and coaching have been implemented on a large scale and systematically. To date, more than 51,900 cadres, civil servants and public employees have been trained in applying artificial intelligence in their work; more than 23,400 members of the Steering Committee at all levels have been trained in digital transformation and information security skills; 11,000 students have been trained in digital skills at community learning centers. The Association for the Blind organized a class on using smartphones with voice; the Provincial Youth Union launched the campaign "Youth join hands to popularize digital skills", attracting 35,000 union members and people to participate.

Thanh Hoa launched the "Popular Digital Education" movement to the masses.

Along with propaganda and training work, departments and branches have completed the legal framework and provided instructions for implementing the movement. The Provincial Party Committee's Propaganda and Mass Mobilization Department issued guidelines on the topic "Pioneer Party members learning digital skills"; the Department of Science and Technology disseminated the Digital Knowledge and Skills Framework and the Digital Literacy Outline for 6 target groups; the Department of Home Affairs provided instructions on rewards; the Department of Finance issued a mechanism to attract technology enterprises to participate in the movement; the Department of Education and Training integrated digital capacity into the general education program.

Digital infrastructure continues to be upgraded strongly. The whole province currently has 9,776 BTS stations , covering 99.7% of villages and hamlets; 2.73 million Internet subscribers , reaching 74.1 subscribers/100 people. Many localities deploy free wifi at cultural houses, workers' quarters, and public places, creating conditions for people to easily access digital services.

The "Digital Education for All" movement has gone into depth, becoming a driving force for digital transformation to spread from the grassroots. Thieu Trung commune is a typical example. With 399 administrative procedures reviewed, transparent and public; 100% of exchanged documents processed electronically; in the third quarter of 2025, more than 1,300 records were received, of which online records accounted for more than 89%, Thieu Trung achieved an almost absolute score in terms of publicity, progress and people's satisfaction.

To improve the digital capacity of its staff and people, the commune has organized training courses on AI and digital transformation for more than 400 staff, teachers, and digital technology teams; and organized "people-oriented" sessions on Saturdays and Sundays to support the elderly and disadvantaged people in submitting online applications, installing electronic identification, and using public services.

Despite many positive results, the movement still faces some difficulties such as: unsynchronized technology infrastructure in remote and isolated areas; lack of human resources to support digital skills and holding multiple positions; limited access to technology for the elderly and ethnic minorities; and confusion in some places in organizing propaganda and evaluation.

From the results achieved, it can be affirmed that the "Digital Literacy for All" movement is gradually forming digital habits, digital skills and digital thinking among the people. This is an important foundation for Thanh Hoa to build a comprehensive digital society, making digital transformation a driving force for sustainable socio-economic development.

With the drastic participation of the entire political system and the consensus of the people, Thanh Hoa not only completed the goal of universalizing digital skills by 2025 but also contributed to building a smart, modern province, where every citizen has the ability to master technology in the future digitalization journey.
