Attending the conference were comrade Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee; leaders of Dien Bien and Lai Chau provinces.
At the conference, the representative of the Central Organizing Committee announced Decision No. 2523 dated November 14, 2025 of the Central Party Secretariat on the transfer and appointment of the position of Deputy Secretary of the Dien Bien Provincial Party Committee for the 2025 - 2030 term. Accordingly, comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lai Chau province ceased to participate in the Executive Committee, the Standing Committee and ceased to hold the position of Deputy Secretary of the Lai Chau Provincial Party Committee for the 2025 - 2030 term; transferred and appointed to participate in the Executive Committee, the Standing Committee and hold the position of Deputy Secretary of the Dien Bien Provincial Party Committee for the 2025 - 2030 term.
Speaking at the conference, comrade Nguyen Quang Duong congratulated comrade Le Van Luong on being entrusted with a new task by the Secretariat. He said that, implementing the Politburo 's policy on arranging the position of Chairman of the Provincial People's Committee who is not a local, comrade Le Van Luong was mobilized and appointed to be nominated for election to the position of Chairman of the Dien Bien Provincial People's Committee.
The Deputy Head of the Central Organizing Committee emphasized: Comrade Le Van Luong grew up from the grassroots and has held many positions, and is considered a capable and experienced cadre in Party building and state management. Regardless of his position, he is always united, makes efforts, is responsible, and excellently completes assigned tasks, making important contributions to the overall achievements and results of the locality, agency, and unit.
Comrade Nguyen Quang Duong believes that with his experience, Comrade Le Van Luong will promote his capacity, enthusiasm and responsibility, continue to learn, strive together with the Executive Committee and Standing Committee of Dien Bien Provincial Party Committee to excellently complete the assigned tasks. He suggested that in the coming time, Dien Bien Provincial Party Committee, all levels and sectors of the province strengthen solidarity, strive to promote the potential, advantages and aspirations of the province to build Dien Bien to develop more and more.
In his speech accepting the assignment, comrade Le Van Luong expressed his deep gratitude to the Politburo, the Central Party Secretariat, the Central Organizing Committee, and the Party Executive Committees of Dien Bien and Lai Chau provinces; respectfully accepted, fully and seriously grasped the assignment speech of the Deputy Head of the Central Organizing Committee, considering it a very important orientation in performing the task; vowed to devote all his abilities and efforts, join hands and unite with the Standing Committee and the Executive Committee, to soon concretize the Resolution of the Dien Bien Provincial Party Congress into programs, plans, projects and resolutions for effective implementation./.
