Teachers are bright enough to shine and guide their students.
In his opening speech, Minister of Education and Training (MOET) Nguyen Kim Son - Chairman of the Emulation and Reward Council of the MOET emphasized: In recent years, patriotic emulation movements have become practical and regular activities in the whole sector. There are emulation movements that have been throughout the development process of the sector, namely: emulation "Good teaching, Good learning"; emulation "Innovation and creativity in management, teaching and learning". The education sector has actively and effectively implemented emulation movements launched by the Prime Minister: "The whole country joins hands to build new rural areas"; "The whole country joins hands for the poor, leaving no one behind"; "Eliminate temporary and dilapidated houses"; "Promote the development of synchronous and modern infrastructure; practice thrift and fight waste"; "The whole country competes in innovation and digital transformation" and "Digital education for all". In particular, the movement "The whole country competes to build a learning society, promoting lifelong learning in the period 2023-2030". This is an important strategy of the Government and the education sector, launched by the Prime Minister.
Over the past 5 years, many collectives and individuals in the education sector have been honored to receive awards from the President. In particular, the First Class Labor Medal was awarded to the Ministry of Education and Training, the Second Class Independence Medal to 1 individual, the Third Class Independence Medal to 1 individual and many Labor Medals of various classes; The Prime Minister signed a decision to award the Government's Emulation Flag to 37 collectives, the National Emulation Fighter to 15 individuals, and the Prime Minister's Certificate of Merit to 48 collectives and 269 individuals. In the 15th awarding period - 2020, the President decided to award 18 People's Teachers and 919 Excellent Teachers; In the 16th awarding round - 2023, the President decided to award the title of People's Teacher to 21 teachers, Excellent Teacher to 1,167 teachers, along with many other emulation titles and forms of commendation to teachers.
The Minister of Education and Training said that, to achieve the achievements of today, over the past 80 years, the education sector has always received special attention from the Party, the State, the Government, and the entire people and has been oriented as a strategic breakthrough, a top national policy with the important task of developing people, training human resources and nurturing talents to serve the country's development.
According to Minister Nguyen Kim Son, this year's November 20th anniversary has many special features. The Education and Training sector has never had such a position, been entrusted with a mission and received such care as it does today. Education and training are identified as the top national policy, deciding the future of the nation. Teachers are considered the driving force for educational development, the decisive factor in the quality of education. Many new policies have been issued by the Party and the State to develop the teaching staff. That is a great joy, an encouragement for those working in education.
Addressing the teaching staff, the Minister shared: The Party, the State, society, parents, and all students honor us teachers and give us good feelings, respect, love, gratitude, and admiration. On our part, we also need to do what is worthy. We teachers also need to be grateful to society for bringing nobility to our profession. We need to have a response worthy of that trust, care, and expectation.
All teachers need to strive to cultivate, practice, and study continuously to always be a shining example for students to follow; bright enough to radiate and guide students; valuable enough to inspire and persuade; especially exemplary in personality, spirit of learning and creativity, love, and justice.
Strive to achieve the goal of Vietnam having a modern, equitable and high-quality national education system.
Speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong expressed his deep gratitude to generations of teachers for their great, silent, but extremely noble contributions to the cause of "sowing letters and cultivating people" of our nation.
The President emphasized that over the past 80 years since the birth of the Democratic Republic of Vietnam, education has always accompanied the people, the nation and the country's history. With the philosophy of "an ignorant nation is a weak nation", right from the first days of the nation's founding, President Ho Chi Minh affirmed that "fighting hunger, illiteracy and foreign invaders" are the three key tasks of the Government and the people. He placed education in a special position in the national construction strategy.
President Luong Cuong affirmed that the Party and State have always accompanied parents, creating the best conditions for students who are continuing and promoting the nation's tradition of studiousness, for a strong and humane Vietnam in the future.
The President pointed out that the great results of the patriotic emulation movement initiated by President Ho Chi Minh have been inherited and promoted. In recent years, the patriotic emulation movement in the education sector has had new developments: If "emulation to teach well - study well" is the traditional source, today the emulation movement has been expanded and innovated with many practical contents such as: "Each teacher is an example of morality, self-study and creativity", "innovation and creativity in teaching and learning" have created a competitive atmosphere in the whole sector, bringing many initiatives and effective models, and recently the movement "building happy schools - active students" is becoming a humane trend, helping each school to be a place to nurture intelligence and soul.
The patriotic emulation congress of the education sector is not only an occasion to honor, but also a source of great spiritual encouragement, arousing the belief, pride, aspiration and will to rise of each teacher, each staff member in the education sector and each student. At the same time, this is also a motivation for emulation, not just a slogan but also a concrete action, a spirit of innovation and creativity every day.
Expressing pride in the great achievements of Vietnam's education, President Luong Cuong said that we must be frank and correctly recognize the difficulties and limitations in order to continue to grow stronger. Innovation and improvement of education quality is an urgent requirement, of special importance in the strategic vision of national development, requiring perseverance and determination "For the hundred-year cause of cultivating people".
With the spirit of solidarity, creativity and innovation, the President requested the education sector to continue to thoroughly grasp the Party's guidelines, policies and viewpoints, Ho Chi Minh's thought on education and training and most recently Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; focus on perfecting legal regulations to promptly remove bottlenecks and bottlenecks in institutions, mechanisms and policies; promote innovation and create development in education and training. The sector promotes decentralization and delegation of power in conjunction with resource allocation, enhances autonomy and self-responsibility of educational institutions in conjunction with effective inspection and supervision; builds an open and interconnected education system, promotes lifelong learning and builds a learning society.
The President requested effective implementation of the Law on Teachers, development of appropriate policies to mobilize talented people outside the teaching force to participate in teaching and training in educational institutions; persistently building school culture, quality culture, practical learning, practical work associated with the responsibility of setting an example for the teaching staff.
Emphasizing the need to strengthen comprehensive education in morality, intelligence, physical fitness, and aesthetics, forming a system of values for Vietnamese people in the new era, the President noted that the first important thing in education is moral education, cultivating people must start with personality, then education on knowledge and skills. In particular, it is necessary to clearly define the roles, responsibilities, and coordination mechanisms between families, schools, and society in educating morality, personality, and the system of standard values for Vietnamese people; and promote the responsibility of state management agencies, party committees, and local authorities.
According to President Luong Cuong, it is necessary to promote comprehensive digital transformation, popularize and strongly apply digital technology and artificial intelligence in education and training; develop the national education and human resources information system, connect with the labor market and employment information system and integrate scientific, technological and innovation information of educational institutions. Modernize vocational education, create breakthroughs in developing highly skilled human resources; rearrange and reorganize vocational education institutions to ensure streamlining, efficiency, meeting national standards and reaching international standards.
The President requested to modernize and upgrade higher education, create breakthroughs in developing highly qualified human resources and talents, and lead research and innovation. Implement the arrangement and restructuring of higher education institutions; merge and dissolve substandard higher education institutions; resolutely eliminate intermediate levels, ensure streamlined, unified and effective management. Invest in modernizing technical infrastructure, expand development space for higher education institutions to operate effectively; strongly innovate training programs according to international standards; link training activities with research, development of science and technology, innovation, and national digital transformation.
Referring to the issue of promoting cooperation and deep international integration in education and training, the President said it is necessary to promote negotiations and signing of agreements and treaties on cooperation in education, training, science and technology; and proactively participate in organizations to ensure quality and develop international education.
The President requested the Education sector to continue to lead, direct, and effectively organize the implementation of Directive No. 41, dated February 26, 2024 of the Politburo, on strengthening the Party's leadership over emulation and reward work in the new situation; so that emulation and reward work can truly be a great driving force, promoting the good completion of political tasks of agencies and units, contributing to further improving the quality and effectiveness of education and training, striving to achieve the goal of Vietnam having a modern, equitable and high-quality national education system, ranking among the top 20 countries in the world by 2045.
President Luong Cuong also advised students to continue promoting the nation's tradition of studiousness, strive to study and train to become future masters, and build a rich, prosperous, happy and everlasting Vietnam.
On this occasion, Minister of Education and Training Nguyen Kim Son decided to award Emulation Flags to 11 groups and certificates of merit to 141 groups and 174 individuals with outstanding achievements in the emulation movement "Innovation and creativity in management, teaching and learning" for the period 2020 - 2025./.
