Vo Trong Hai, Chairman of the People's Committee of Ha Tinh province, has been appointed Deputy Secretary of the Nghe An Provincial Party Committee.

The decision was announced by the Central Organizing Committee at the Nghe An Provincial Party Committee headquarters on the afternoon of November 17.

Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ha Tinh province, has been transferred and appointed by the Party Central Committee to participate in the Executive Committee and Standing Committee and to hold the position of Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term; at the same time, Mr. Vo Trong Hai has been nominated to be elected as Chairman of the People's Committee of Nghe An province.

Mr. Vo Trong Hai is 57 years old, originally from Hoa Lac commune, Duc Tho district, Ha Tinh province; now Duc Tho commune, Ha Tinh province.

Mr. Hai graduated from: Commanding Officer School, Border Guard University; and Law University.

Prior to being transferred and appointed as Deputy Secretary of the Nghe An Provincial Party Committee, Mr. Hai had held various positions including: Commander of the Ha Tinh Border Guard, Head of the Internal Affairs Department of the Ha Tinh Provincial Party Committee, Director of the Ha Tinh Provincial Police, and Director of the Nghe An Provincial Police.

In April 2021, at the 20th session of the 17th term of the Ha Tinh Provincial People's Council (2021-2026), Mr. Vo Trong Hai, Deputy Secretary of the Ha Tinh Provincial Party Committee, was elected Chairman of the Ha Tinh Provincial People's Committee.

The Standing Committee of the Nghe An Provincial Party Committee currently consists of the Provincial Party Secretary Nguyen Khac Than and three Deputy Secretaries: Mr. Vo Trong Hai, Mr. Hoang Nghia Hieu, and Ms. Vo Thi Minh Sinh.

Earlier, on the morning of November 17, Mr. Le Hong Vinh - Chairman of the People's Committee of Nghe An province - was appointed and transferred by the Party Central Committee to participate in the Executive Committee and Standing Committee and to hold the position of Deputy Secretary of the Quang Tri Provincial Party Committee, term 2025-2030; at the same time, Mr. Le Hong Vinh was nominated to be elected as Chairman of the People's Committee of Quang Tri province.

On the afternoon of November 18th, the People's Council of Nghe An province is scheduled to hold its 34th session, 18th term (2021-2026), to conduct personnel matters and elect the Chairman of the People's Committee of Nghe An province.

Nghe An province has an area of 16,490 ^km² and a population of over 3.4 million people.

In the first nine months of 2025, Nghe An's local budget revenue is estimated to reach 20,000 billion VND, equivalent to 113% of the projected figure and an increase of nearly 30% compared to the same period in 2024.

For the 2025-2030 term, Nghe An aims to become a relatively prosperous province in the country, a regional center in the North Central region for industry, education and training, healthcare, and science and technology.

The province aims for an average annual GRDP growth rate of 9-10%, per capita income exceeding 160 million VND, and an urbanization rate of 45%.
