The Commemorative Speech presented by Comrade Doan Hong Phong, Member of the Party Central Committee, Government Inspector General, stated that the 80th anniversary of Vietnam Inspectorate's Traditional Day is a political event of special importance for the Inspectorate sector to review the glorious 80-year journey and pay tribute to generations of leaders, cadres, civil servants, public employees, and workers, and together confidently and proudly step into the new era with the aspiration to contribute to a strong and prosperous Vietnam.
80 years ago, on November 23, 1945, President Ho Chi Minh signed Decree No. 64 establishing the Special Inspectorate - the predecessor of today's Vietnam Inspectorate. President Ho Chi Minh believed that: "The Government needs a Special Inspectorate, on behalf of the Government, to regularly inspect all work, detect wrongdoings for timely correction." Therefore, he selected two trusted cadres, Mr. Bui Bang Doan and comrade Cu Huy Can. This historical event demonstrated the far-sighted vision and special attention of President Ho Chi Minh and the Provisional Revolutionary Government to establish a monitoring and inspection mechanism, ensuring the purity and integrity of the state apparatus, strengthening the rule of law, and maintaining the people's trust in the revolutionary government.

Over 80 years of construction and development, the Inspectorate has always accompanied the country through many historical moments with two glorious long-term resistance wars of the nation and accompanied the nation in the cause of innovation, promoting industrialization, modernization of the country and international integration. To carry out its mission in each historical period of the revolution; the Inspectorate has been assigned many functions and tasks with different names, such as: Special Inspectorate, Government Inspectorate, Central Inspectorate of the Government, Government Inspectorate Committee, State Inspectorate Committee, State Inspectorate, Government Inspectorate.
The apparatus, organization and force of the Inspectorate are constantly growing and gradually being improved from the central to local levels. Inspectorate staff always maintain their political qualities and mettle, demonstrating their role as the core force in the fight against corruption, waste, negativity, and maintaining discipline and order in state administration. The Inspectorate is proud to have strived to make an important contribution to the great, historic and epochal achievements of the country with bold marks and outstanding results.
In the period of 2020 - 2025, continuing to build and develop the foundations established many years ago, the Inspection sector has overcome all difficulties and challenges, made continuous efforts and achieved important results.
Government Inspector General Doan Hong Phong said that, implementing Resolution No. 18-NQ/TW of the Central Executive Committee, the Inspectorate has focused and determinedly reorganized the apparatus of the inspection agency system: It has built, submitted to the Politburo and the Secretariat for approval and organized the implementation of the Project to reorganize the inspection agency system to be streamlined, strong, effective, efficient and effective according to the 2-level centralized model, at the Central level into one Government Inspectorate focal point; at the local level into one Provincial and City Inspectorate focal point. With such an arrangement, it is not only streamlined in terms of focal points but also reduces the payroll, while screening and improving the quality of the staff with professionalism, efficiency and the ability to undertake and complete all assigned tasks.
The whole industry has strongly innovated the thinking, leadership methods, and implementation in inspection activities, especially strengthening discipline, order, controlling power, preventing corruption and negativity within inspection agencies. Focusing on inspections with focus and key points in areas at risk of corruption, waste, negativity, and of public concern. Through inspection activities, not only violations are detected and recommended to be strictly handled, but also aimed at strengthening prevention and detecting loopholes and inadequacies of the law to recommend competent agencies to improve the legal system.

Inspection results over the past 5 years: The Inspection sector has discovered economic violations of more than 703 trillion VND, an increase of 62.3%, over 19 thousand hectares of land; Proposed to review and handle the responsibilities of over 16 thousand collectives and over 34 thousand individuals with violations; Transferred 1,762 cases to investigation agencies, an increase of 258.8% in the number of cases, 1,266 subjects, an increase of 80.6% compared to the previous term.
In particular, when the Central Steering Committee directed that anti-corruption and anti-negativity must be linked with anti-waste and determined that anti-waste has an equivalent position to anti-corruption and anti-negativity; the Inspectorate was assigned to inspect many large-scale topics nationwide and has carried out many complex inspections in a short time but achieved high results. Typically, in 2025, the Government Inspectorate, implementing the direction of the General Secretary and the Prime Minister, completed the inspection of 02 projects of Bach Mai Hospital and Viet Duc Hospital, Facility 2 in Ha Nam in just 36 days; discovered many violations and waste of over 1,200 billion VND.
Comrade Doan Hong Phong also said that the whole sector has made many innovations in the work of receiving citizens, handling complaints and denunciations, especially focusing on resolving outstanding, complicated, prolonged complaints and denunciations that have gone beyond the central level, contributing to stabilizing political security and socio-economic development of the country. In particular, in 2025, implementing the direction of the General Secretary and the Prime Minister, the Government Inspectorate, together with the Central Committees, Ministries, branches and localities, focused on leading and directing the 90-day and night campaign to handle and resolve 226 complicated, prolonged complaints and denunciations that have gone beyond the central level in Hanoi.
Also during the past term, in performing well the tasks assigned by the Central Steering Committee, the Inspectorate regularly coordinated closely with functional agencies such as: Inspection, investigation, prosecution, and trial in accordance with the motto of the Central Steering Committee that there are no forbidden areas, no exceptions in handling corruption, waste, and negativity. The results of investigation, prosecution, and trial showed that the findings and recommendations for handling by the inspection agency were correct.

The whole sector has focused on reviewing and proposing to improve the institutions on inspection work, citizen reception, complaint and denunciation settlement, corruption prevention and control, waste prevention and control, and negativity in accordance with the Party and State's policies, in line with the country's development process. Especially recently, it has advised the Government to issue Decrees regulating decentralization and delegation of power in citizen reception, complaint and denunciation settlement, and corruption prevention and control, waste prevention and control when implementing 2-level local government.
Comrade Inspector General Doan Hong Phong affirmed that, in the past 80 years, regardless of the period or difficult circumstances, under the correct and wise leadership of the Party, the drastic direction and management of the Government and the Prime Minister, the close coordination of the Central Committees, Ministries, branches and localities, the Inspectorate has always excellently completed all assigned tasks; is one of the "vanguard forces" in the fight against corruption, waste and negativity, contributing to maintaining discipline, administrative order and building a socialist rule-of-law state of the people, by the people and for the people.

In recognition of the achievements of the Inspection sector in the cause of national construction and development, the Inspection sector has been awarded many noble titles by the Party and State such as the Gold Star Order, Ho Chi Minh Order and First Class Independence Order.
Government Inspector General Doan Hong Phong stated that our country is entering a new stage of development with many great opportunities but also many challenges. Together with the country to realize that aspiration, the Inspectorate vows to work for the common good, the great aspiration of the nation is expressed by the steel spirit and concrete actions, as President Ho Chi Minh taught: "Inspectors are like mirrors. A blurred mirror cannot reflect light"; "Inspectors must keep it pure, fair and upright".
