Update and disseminate new regulations on greenhouse gas emission reduction
Speaking at the opening of the workshop, Mr. Dao Duy Anh, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion, said that climate change is becoming the biggest global challenge and has increasingly profound impacts on economic growth, energy security and sustainable development.

Mr. Dao Duy Anh, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion, delivered the opening speech at the workshop.
Vietnam has strongly demonstrated its commitment to the international community at COP26 by setting a target of achieving net zero emissions by 2050. These commitments require the policy and legal system to be continuously updated and improved; at the same time, implementation capacity at all levels and sectors must be substantially improved.
In that context, on January 7, 2022, the Government issued Decree No. 06/2022/ND-CP regulating the reduction of greenhouse gas emissions and the protection of the ozone layer. This is the fundamental document on the reduction of greenhouse gas emissions and the protection of the ozone layer.
On that basis, the Ministry of Industry and Trade issued Circular No. 38/2023/TT-BCT dated December 27, 2023 to guide the process of measuring, reporting, appraising greenhouse gas emission reduction and greenhouse gas inventory within the scope of management of the Industry and Trade sector.
In 2025, the Government will continue to issue Decree No. 119/2025/ND-CP, amending and supplementing a number of articles of Decree No. 06/2022/ND-CP to update and perfect legal regulations, strengthen requirements and responsibilities of ministries, branches, localities and enterprises in implementing greenhouse gas emission reduction.
Faced with these important changes, updating, disseminating information and improving capacity for relevant agencies and units is extremely necessary and urgent.
Also according to Mr. Dao Duy Anh, the workshop was organized with 3 main contents: Updating new regulations of Decree No. 119/2025/ND-CP related to greenhouse gas emission reduction in the field of Industry and Trade; training and technical guidance on greenhouse gas inventory; measuring, reporting, and appraising greenhouse gas emission reduction according to Circular No. 38/2023/TT-BCT for unified implementation at the grassroots level; guiding and improving capacity for units registering and organizing the implementation of climate change response tasks of the Ministry of Industry and Trade, which are deployed annually.
“ Through the workshop, we hope to create a forum for frank and substantive exchanges, sharing experiences and resolving difficulties and obstacles in the implementation process at the local level and in enterprises. The opinions of the delegates will be an important source of information to help the Ministry of Industry and Trade continue to improve policies and improve the effectiveness of state management in responding to climate change in the coming time, ” said Mr. Dao Duy Anh.
Essential notes on greenhouse gas inventory
At the workshop, Mr. Tran Cong Minh, an expert from the Department of Innovation, Green Transformation and Industrial Promotion, gave a summary presentation of Decree No. 119/2025/ND-CP, amending and supplementing a number of articles of Decree No. 06/2022/ND-CP regulating the reduction of greenhouse gas emissions and ozone layer protection.

Mr. Tran Cong Minh, expert of the Department of Innovation, Green Transformation and Industrial Promotion, presented a summary of Decree No. 119/2025/ND-CP, amending and supplementing a number of articles of Decree No. 06/2022/ND-CP.
According to Mr. Tran Cong Minh, in terms of scope of application, Decree 119/2025/ND-CP has expanded compared to Decree 06/2022/ND-CP. If previously, Decree 06 mainly applied to domestic emission organizations, now Decree 119 has updated a wider scope of regulation, including both domestic and international entities.
" We need to note that for establishments allocated quotas, the report must be assessed by an independent unit. Regarding greenhouse gas emission mitigation for the period 2025 - 2030, establishments allocated quotas must implement mitigation measures in accordance with the assigned quota. As for establishments that have not been allocated quotas, they will implement according to the establishment's greenhouse gas emission mitigation plan, in accordance with the sector-level mitigation plan and submit before December 31, 2025, " said Mr. Tran Cong Minh.

Also at the workshop, delegates listened to presentations from speakers and experts on greenhouse gas inventories, measurement, reporting and verification of greenhouse gas emission reduction at the grassroots level. At the same time, they focused on discussing how to improve the effectiveness of greenhouse gas inventories, emission reduction as well as propose solutions to respond to and mitigate the impacts of climate change.
