This content is stated in Conclusion 210-KL/TW on continuing to build and perfect the organizational apparatus of the political system in the coming time.
According to Conclusion 210-KL/TW, the Party Central Committee directed Party committees at all levels, agencies, units, organizations, especially leaders, to well perform a number of tasks and solutions.
Including a group of tasks and solutions on organizational arrangement; management of cadres, civil servants and public employees.
The conclusion clearly states the group of tasks: Review, build and perfect job positions suitable to the functions and tasks of each agency, unit and organization as a basis for determining the overall staffing of the political system for the period 2026 - 2031;
Assign and manage staffing in accordance with the functions, tasks, characteristics, and nature of each agency, unit, and organization, and streamline the organizational structure of the political system; decentralize staffing management to Party committees directly under the Central Committee;
Arrange and organize an appropriate number of deputy leaders, ensuring that by the end of 2030, the number of deputies of agencies and organizations in the political system will comply with regulations.
Also according to Conclusion 210-KL/TW, the organization and streamlining of the apparatus has been implemented comprehensively, thoroughly and synchronously throughout the country on a large scale.
Reduce 34.9% of the central agencies, 100% of the party delegations and party executive committees; reduce 46% of the provincial administrative units, 66.9% of the commune-level administrative units; for the first time since 1945, we reduced one administrative level (no district level organization), implementing a 2-level local government.
The results of the revolution to streamline the organizational apparatus of the political system show that this is a very correct and timely policy of historical significance, supported by cadres, party members and the people, and highly appreciated by international public opinion; the prestige and position of the Party and the country are increasingly enhanced in the international arena; the independence, sovereignty, territorial integrity of the Fatherland, national and ethnic interests continue to be maintained, creating a peaceful and stable environment for national development, actively and responsibly contributing to peace and development in the region and the world.
Regarding the content of job positions, at the end of October 2025, Prime Minister Pham Minh Chinh chaired a Government meeting on the implementation of resolutions of the Central Committee and the National Assembly on the organization and operation of two-level local governments.
At the meeting, the Prime Minister assigned the Ministry of Home Affairs to preside over and guide ministries, branches, localities, and agencies according to their functions, tasks, and authority to urgently build job positions for local authorities at two levels, especially at the grassroots level, ensuring timeliness, efficiency, and suitability for each specific locality, to be completed before December 15.
