Piloting two-component electricity price, towards a transparent electricity market

Currently, the two-component retail electricity price mechanism is being piloted by the Electricity Industry on the basis of the Government's new legal framework. On that basis, the Ministry of Industry and Trade assigned Vietnam Electricity Group (EVN) to develop and implement the two-component electricity price mechanism for eligible customers.

The transition to a two-component electricity pricing mechanism is an inevitable trend in the process of modernizing Vietnam's electricity market. This pricing method helps both sellers and buyers use electricity more efficiently, encourages savings and reasonably allocates loads over time.

The goal of the testing phase is to collect data on capacity fluctuations, changes in electricity usage behavior by time frame, as well as receive feedback from businesses to perfect the pricing plan before putting it into actual operation.

According to Tay Ninh Electricity Company, the two-component electricity price is an advanced pricing mechanism that has been applied by many developed countries. The electricity bill will be separated into two distinct parts. In which, the Power Price (VND/kW) is a fixed fee, calculated on the actual maximum capacity (P _max ) in the month or the maximum capacity that the customer registered; in the trial period, the maximum capacity is taken from the actual monthly capacity, reflecting the fixed cost of investing in electricity infrastructure and operating the system to always ensure electricity supply.

For Electricity Price (VND/kWh), this is a variable fee, calculated on the total electricity output (kWh) that customers have consumed during the period, reflecting variable costs based on electricity production and transmission activities.

From October 2025, the Ministry of Industry and Trade will allow EVN to pilot the two-component electricity price mechanism on paper for production customers using 200,000 kWh/month or more and meeting the metering infrastructure conditions. There are about 7,000 customers nationwide participating in the trial, with Tay Ninh alone having 650 metering points of 508 enterprises.

The new pricing mechanism sends a clear message, encouraging customers to proactively adjust their electricity usage habits. If customers have the same consumption output but optimize the maximum usage capacity (Pmax), the cost of electricity will be reduced.

Analysis shows that by extending the usage time and reducing Pmax, the total electricity bill according to the two-component tariff can be only slightly different from the current bill, creating favorable conditions for large enterprises to effectively manage energy costs.

Representatives of Southern Power Corporation answered and clarified the opinions of businesses.

At the conference, representatives of Tay Ninh Power Company recorded many opinions and recommendations from businesses operating in the fields of production, processing of cassava starch, leather shoes, animal husbandry, etc. related to the two-component electricity pricing mechanism. Representatives of Tay Ninh Power Company and Southern Power Corporation answered, helping businesses better understand the pricing method, implementation roadmap as well as support solutions in the coming time.

Within the framework of the conference, Vinenergo Energy Joint Stock Company introduced breakthrough solutions for installing solar power systems and energy storage. This is considered a pair of solutions that help customers be more proactive in using electricity, reducing the load on the national grid system, especially during peak hours.

Speaking at the conference, Deputy Director of Tay Ninh Electricity Company Do Anh Dung hopes to continue to receive the sharing and companionship of businesses in the remaining months of 2025. Tay Ninh Electricity commits to comprehensive support in the pilot phase of the new mechanism. In the immediate future, businesses proactively investing and using electricity intelligently will not only bring benefits to themselves but also contribute to supporting the safe and stable operation of the Electricity industry./.
