
According to the report of Thong Nhat 508 Joint Stock Company (investor), Bac Cau Bang Project has a total investment of over 418 billion VND with an area of 134 hectares, including 2 phases. Phase 1 has an area of 56 hectares, including leveling the entire area of 134 hectares and constructing technical infrastructure works within the boundary of phase 1; phase 2 has an area of 78 hectares and completes the construction of infrastructure according to the approved plan.
The company has completed the compensation work for site clearance since 2008 and was handed over the land in the first phase, phase 1 of 2008 with an area of over 471,000 m2, of which the area has been granted a land use right certificate of over 112,000 m2. At the same time, it has completed 100% of the leveling volume, construction of internal traffic road foundations and pouring concrete on some roads. The company has also paid land use fees, late payment fees for land use and signed contracts with 858 cases.
In particular, after the People's Committee of Ha Long City (old) adjusted the detailed planning at a scale of 1/500 for the new urban residential area of Bac Cau Bang, in July 2025, the Company coordinated with the People's Committee of Thong Nhat Commune to publicly announce the planning and organize agreements with customers. Accordingly, in terms of overall structure, phase 1 of the project basically maintains the planning, adjusts the planning approved by the Provincial People's Committee and only locally adjusts the land lots; for the area of phase 2, it will be adjusted to remove it outside the project implementation boundary.

Speaking at the meeting, the project investor proposed that the Provincial People's Committee support the guidance on financial procedures related to project adjustment; support the acceleration of the examination and appraisal work and the early issuance of project investment decisions and arising financial obligations. This will create conditions for the Company to stabilize customer psychology and project completion progress.
After listening to the opinions of the investor, secondary investors and based on the proposals of departments, branches and localities, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee emphasized: The Bac Cau Bang project involves nearly 1,000 secondary investors, so this is a very important issue, the province will accompany to provide maximum support to the investor and secondary investors. However, the investor is only eligible to extend the project when it has fulfilled its financial obligations, determined the financial plan and the infrastructure investment plan. Therefore, the departments and branches coordinate with the investor to recalculate the land price according to the Inspection Conclusion No. 2096/KL-TTCP, dated September 5, 2014 of the Government Inspectorate ; determined the financial plan for the adjusted area. The investor and the People's Committee of Thong Nhat commune must agree on the plan and roadmap for completing the urban infrastructure.

In parallel with the establishment of the Project Management Board, the Commune People's Committee must establish a Project Steering Committee. The Project Management Board and the Project Steering Committee must determine the project's foundation to avoid flooding when the project is completed. The Department of Construction reviews and re-evaluates the planning; compares with the original documents and sends official documents to Thong Nhat Commune regarding the requirements of the structural layers. On that basis, Thong Nhat Commune People's Committee supervises the deployment and implementation; publicizes the planning map at the construction site and the Commune People's Committee headquarters. All of the above contents must be completed by November 2025 and strives to be able to hand over the Land Use Rights Certificates to households by the first quarter of 2026.
The Standing Vice Chairman of the Provincial People's Committee also requested that secondary investors establish a Management Board to closely monitor the implementation progress as well as manage cash flow and project quality. Every week, the representative of the Project Management Board is responsible for synthesizing and reporting the progress to the People's Committee of Thong Nhat commune so that the local government can quickly grasp the difficulties and problems (if any).
