At this time in Nua Ngam commune, on the hillsides, people are focusing on taking care of the lush, super-early Thai jackfruit gardens. This is a fruit tree variety with outstanding characteristics such as fast fruiting time, only after 12 - 18 months of planting, high yield, large fruit from 7 - 20kg/fruit, thick yellow segments, crispy, sweet and less fibrous. This model is supported by the Agricultural Service Center of Region 2 to build with an area of over 24 hectares, with over 120 participating households; of which nearly 90 are poor and near-poor households. People are trained in techniques, supported with seeds and linked with units and businesses to consume and purchase products.

Mr. Lo Van Thu, Ta Let 1 village, Nua Ngam commune takes care of the super early Thai jackfruit garden.

Mr. Lo Van Thu, Ta Let 1 village, Nua Ngam commune, planted more than 300 super early Thai jackfruit trees on an area of 5,000 square meters and said: “Previously, my family only grew corn and cassava, with unstable income. Now that the government has supported the super early Thai jackfruit variety, we have a new direction for economic development. Jackfruit trees are easy to grow and suitable for the soil here. I will try to take care of them so that they grow evenly. With a livelihood like this, everyone hopes to escape poverty soon.”

According to Mr. Thu, in just about 10 months, the jackfruit garden will produce its first crop of fruit. With the current selling price of about 15,000 VND/kg, each fruit weighs an average of 10kg, he hopes this model will bring a stable source of income, helping his family escape poverty and improve their lives.

To create conditions for poor and near-poor households to stabilize their lives, the Muong Thanh Social Policy Bank Transaction Office is implementing 18 preferential credit programs at 22 transaction points. Thanks to that, more than 12,400 households have had access to policy loans, and have the conditions to invest in production, livestock farming, and family economic development.

Mr. Nguyen Xuan Thang, Director of Muong Thanh Social Policy Bank Transaction Office, said: “We always identify that bringing policy credit capital to the right beneficiaries is a key factor. After borrowing, poor households, near-poor households and other policy beneficiaries have the conditions to invest in production, livestock, farming, and create stable jobs. Many households have boldly expanded their economic models, gradually increasing their income and escaping poverty.”

Along with capital support, vocational training and technology transfer are also focused on helping people gain skills. Mr. Lo Van Thanh, Hong Khoong village, Thanh An commune has succeeded with the model of growing various types of mushrooms. Before that, he participated in the "Mushroom growing techniques" class organized by the locality, and was directly guided by technical staff in every step: from straw treatment, seed planting to care and harvesting.

After mastering the technique, Mr. Thanh took advantage of 200m2 of land behind his house to convert into a mushroom growing area. Thanks to proper care, mushrooms grow well, yielding continuous harvests for 3-4 months each season and can be grown year-round. With a market price of about 70,000 VND/kg, the model brings in a stable income of 6-7 million VND/month, helping his family improve their lives, have more conditions to expand production, and aim for sustainable economic development.

Mr. Lo Van Thanh shared: The mushrooms grow well and yield regular harvests. Every month my family earns a few million dong more from selling mushrooms, and life is better than before.

In the 2024-2025 school year, the whole province will recruit 6,621 new vocational training students. Of which, 381 are college students, 1,156 are intermediate students, and 5,084 are elementary and training under 3 months. The training classes are concentrated for college and intermediate levels and mobile training in villages and hamlets for elementary levels. Thereby, supporting workers to improve their skills, qualifications and scientific and technological knowledge to apply in production and business, increase productivity and income, and gradually reduce poverty sustainably.

Providing livelihoods for sustainable poverty reduction has been the right policy of Dien Bien province in recent years. Instead of simply providing support, programs and projects have shifted to creating conditions for people to be self-reliant in production, create jobs and increase their income. The combination of preferential credit capital, vocational training linked to practice and technology transfer is forming a solid foundation for the process of rural economic development.

In fact, when people are “given fishing rods” instead of “given fish”, they not only have the opportunity to escape poverty but also gradually become rich, creating a ripple effect in the community. This is the core factor for poverty reduction in Dien Bien to achieve sustainability, while contributing to narrowing the development gap between regions, improving the quality of life and strengthening people's trust in the policies of the Party and the State.
