Many households are still in areas at risk of natural disasters.

DBP - In recent years, floods have caused severe damage, many households have lost their homes and production land, and have had to live in temporary housing. Although the government has implemented many projects to relocate and arrange residents, there are still hundreds of households in high-risk areas, requiring functional sectors and local authorities to have fundamental and sustainable solutions.

The rainy seasons of 2024 and 2025 caused heavy damage to property and human lives in the province. In particular, the heavy rains from July 31 to August 2, 2025 caused heavy damage in the communes of Xa Dung, Tia Dinh, Muong Luan, and Na Son. Immediately after the natural disaster, the Provincial People's Committee urgently issued decisions to allocate the central budget reserve and support funds from provinces, units, and businesses to overcome the consequences of floods. Accordingly, 244 households in the above communes were supported to stabilize in 7 new residential areas, with full essential infrastructure.

However, in the province, there are still about 790 households directly affected by floods from previous years that need to be stabilized, concentrated in the communes: Na Son, Muong Luan, Thanh Nua, Quang Lam, Muong Lan, Muong Phang, Muong Cha, Nua Ngam, Muong Pon, Sang Nhe... These are all mountainous areas with difficult terrain, weak geology, often directly affected by floods, while resettlement land funds are limited, and infrastructure investment capital is lacking.

In the Pu Cha village and Huoi Dia stream area, Muong Muon 2 village, Muong Pon commune, recently many large cracks have appeared on the hillside, stretching from 150 - 200m, with some locations about 1m deep. The cracks are increasingly spreading after heavy rains, posing a high risk of landslides, directly threatening the safety of 12 households with 51 people living in the area.

Local authorities have organized inspections, placed warning signs, and monitored geological developments to proactively prepare evacuation plans when necessary; at the same time, they have asked people to be more vigilant against the risk of landslides and flash floods, and be ready to evacuate dangerous areas when there are unusual signs.

To quickly evacuate people to safety, Dien Bien has been implementing projects to stabilize residents in urgent natural disaster areas according to Decision 1660/QD-TTg of the Prime Minister. In 2024, the province will receive VND 200 billion from the central budget reserve from the Government to overcome the consequences of storm No. 3 and post-storm floods. The Provincial People's Committee has allocated detailed capital for 18 projects, including 3 projects to directly stabilize residents for 74 households in the old Phin Ho commune and Muong Pon commune.

Specifically, the project to stabilize the population in the urgent disaster area of ​​Phin Ho village, old Phin Ho commune has a total investment of 14 billion VND; two projects to stabilize the population in Linh village and Muong Pon 2 village (Muong Pon commune) have been supplemented with a total capital of 8.5 billion VND. Of which, the projects in Linh village and Muong Pon 2 village have been completed and put into use, helping many households escape from dangerous landslide areas, have new safe places to live, stabilize production and life.

Currently, the whole province is implementing 12 other projects. A typical example is the project to protect rice fields and residential areas in Ten Luong village, Muong Luan commune, with the value of implementation reaching 1.7/7,291 billion VND, equivalent to 23.3% of the contract value. The contractor has gathered materials and supplies at the construction site, basically completing the embankment combined with the service road, and simultaneously completing the excavation and foundation of the embankment. The concrete footing items have completed 100/734m; the concrete bottom slab has reached 50/734m; the concrete wall of the embankment has reached 35/734m.

In addition, many other projects are also being urgently constructed, gradually completing infrastructure so that they can be handed over to residents soon. Of the total 18 projects allocated capital, 3 projects have been completed, 13 projects have had their technical economic reports approved and are being implemented, and 2 other irrigation projects are awaiting appraisal. The total disbursed capital reached 41.8 billion VND, equivalent to 20.9% of the plan. Dien Bien province is directing investors to urgently complete detailed plans, speed up construction progress to soon complete all projects, ensuring 100% disbursement of allocated capital. However, due to the complex mountainous terrain and harsh weather, the construction of many projects has encountered obstacles, especially in areas cut off by rivers or severe landslides.

In addition to the ongoing projects, the need for population stabilization in Dien Bien is still very large. The province has sent a document to the Ministry of Agriculture and Environment , along with central ministries and branches, to continue allocating resources to invest in implementing urgent population stabilization projects in high-risk areas. According to preliminary calculations, to stabilize the lives of 790 households that need urgent relocation, Dien Bien needs about 775 billion VND. This capital source is proposed to be included in the public investment portfolio for the period 2026-2030, under the program managed by the Ministry of Agriculture and Environment.

In the context of increasingly extreme climate change, unusual heavy rains occur with high frequency, the risk of human and property damage is increasing if there is no proactive, long-term solution. Not only stopping at relocating people, the issue of "stability after resettlement" is also an issue of concern to authorities at all levels. In many new resettlement areas, people are gradually adapting to new living and production conditions, but still need more time to restore their livelihoods. Along with completing essential infrastructure, such as electricity, water, and internal transportation, the province is focusing on supporting people to develop production and convert farming models to suit natural conditions.

Relocation and resettlement is both an immediate task to respond to natural disasters and a strategic step in the sustainable development process of Dien Bien.
