According to the report on estimated production plan implementation in the fourth quarter of 2025, the agriculture, forestry and fishery sector of Quang Ninh has basically completed all the set targets, in which aquaculture continues to be a bright spot, contributing to maintaining the overall growth momentum of the whole sector. Total crop production reached 108.8 million tons, equal to 100% of the plan and up 3.95% over the same period last year. Livestock production remained stable with 27,860 tons of fresh meat, reaching 96.9% of the plan. Forestry completed planting 954 hectares of new forest, creating a foundation for long-term sustainable development.
In particular, the aquaculture sector recorded strong progress with an estimated output of 38,782 tons, exceeding the plan by 11.4% and increasing by 28% over the same period. This result reflects the efforts to change occupations, expand marine farming and effectively exploit the province's water surface potential, and at the same time shows the right direction of the industry in developing sustainable aquaculture, in line with the green growth orientation.
Regarding the total value structure of the industry, aquaculture accounts for about 50%, continuing to be the main driving force, helping to increase the overall growth by about 14 percentage points. Meanwhile, agriculture accounts for 40% of the total value of the industry, forecast to decrease slightly by about 1 percentage point due to the decrease in fresh meat output; forestry accounts for 10%, decreasing about 9 percentage points of growth due to the impact of natural disasters causing a decrease in timber exploitation output. However, thanks to strong compensation from the aquaculture sector and flexible policies, it is forecasted that in 2025, Quang Ninh's agricultural sector will still achieve a growth rate of about 4%, exceeding the set plan (3.84%).
Along with stabilizing production, the province is effectively implementing Decision No. 3881/QD-UBND dated October 15, 2025 on adding a number of major forestry tree species such as jackfruit, mango, lychee, longan, grapefruit, guava, custard apple to the list of production forests. This is an important step to improve land use efficiency, diversify crops, bring high economic value, and contribute to protecting the ecological environment and responding to climate change.
In the field of OCOP product development, Quang Ninh continues to maintain its leading position nationwide. As of October 2025, the whole province has 437 OCOP products of 3 stars or higher, including 8 5-star products, 103 4-star products and 326 3-star products of 184 entities. With 8 5-star products, Quang Ninh ranks 2nd nationwide, affirming the brand and quality of the OCOP program - one of the typical rural economic models of the province.
Recently, at a meeting to listen to a report on plans to promote production, agricultural growth and OCOP product development in the province, Vice Chairman of the Provincial People's Committee Nguyen Van Cong emphasized that in order to achieve the growth target of 4% in 2025, the Department of Agriculture and Environment needs to closely coordinate with the General Statistics Office and localities in inventorying, synthesizing, evaluating results, and fully recording the solutions implemented. At the same time, the whole sector needs to continue to be proactive and flexible in management and operation, ensuring safe, effective and sustainable agricultural production.
Faced with new development requirements, the Quang Ninh agricultural sector is focusing on implementing a number of key tasks: Proactively preventing and controlling diseases on crops and livestock, ensuring biosafety; promoting production - consumption linkages for agricultural products, removing difficulties for businesses and cooperatives; promoting the role of the Provincial Cooperative Union in supporting governance, expanding scale, improving product quality and developing sustainable value chains. For the fisheries sector, it is necessary to continue requiring units to promptly complete planning, strictly manage sea areas, resolutely handle violations of IUU fishing, and at the same time accelerate the announcement and operation of fishing ports, and implement traceability through ports to meet the requirements of the international market and contribute to removing the EC "yellow card". Along with that, it is necessary to promote digital transformation in management and operation, improve forecasting capacity and support smart production, towards modern, environmentally friendly agriculture.
With the orientation of comprehensive agricultural development, high value, climate change adaptation and deep integration, the agricultural - environmental sector of Quang Ninh is striving to affirm its important role in the local economy. Completing the 4% growth target in 2025 is not only a figure reflecting production efficiency, but also demonstrating the province's determination and strategic vision in developing a green, sustainable and integrated agriculture.
