Conference to implement Decree No. 250/2025/ND-CP on asset valuation

On the afternoon of November 17, in Quang Ninh, the Ministry of Finance coordinated with the Provincial People's Committee to organize a conference to implement Decree No. 250/2025/ND-CP of the Government detailing the establishment and operation of the Asset Valuation Council; procedures, order, and asset valuation in criminal proceedings. Attending the conference were comrade Le Tan Can, Deputy Minister of Finance and nearly 300 delegates who are officials, civil servants, and public employees of relevant departments, branches, and units of 16 provinces and cities.

Speaking at the opening of the conference, Mr. Le Tan Can, Deputy Minister of Finance, emphasized: Asset valuation in criminal proceedings plays an important role in determining criminal acts, serving the handling of criminal cases, and is also the basis for determining liability for compensation for damages. On September 22, 2025, the Government signed and issued Decree No. 250/2025/ND-CP detailing the establishment and operation of the Asset Valuation Council; the order and procedures for asset valuation in criminal proceedings, including 4 chapters with 32 articles. The Decree applies to agencies and individuals with the authority to conduct proceedings that request the establishment of an Asset Valuation Council; agencies with the authority to establish an Asset Valuation Council; agencies and organizations that send people and individuals who are sent to participate in the Asset Valuation Council; other relevant agencies, organizations and individuals. The conference to implement Decree No. 250/2025/ND-CP contributes to bringing the resolution into life, perfecting judicial support institutions, improving asset valuation work , helping the prosecution, investigation, prosecution, and trial of criminal cases to be accurate, timely, strict, and in accordance with the law, protecting the rights and legitimate interests of relevant agencies, organizations, and individuals.

At the conference, the leaders of the Price Management Department (Ministry of Finance) disseminated some contents of Decree No. 250/2025/ND-CP detailing the establishment and operation of the Asset Valuation Council, such as: Definition of asset valuation in criminal proceedings, scope of regulation, applicable subjects, principles, establishment of councils at all levels...

Delegates were also informed about the procedures for asset valuation; basic principles for requesting, receiving and implementing asset valuation requests; valuation bases; asset valuation and survey plans; implementation methods; activities of the asset valuation council; revaluation in special cases; regular operating costs of the council... Thereby, contributing to improving the capacity of cadres, civil servants and public employees of relevant units, performing well the assigned tasks, ensuring the recovery of lost and misappropriated State assets.
