Dong Nai focuses on environmental protection and developing circular economy.

Dong Nai province has been drastically and synchronously implementing policies to develop the province's agriculture towards modernity, sustainability and international integration.

To better understand the achievements in science and technology in the agricultural sector that Dong Nai province has achieved in the past 80 years, especially creating a breakthrough in agricultural production according to Resolution No. 57-NQ/TW of the Politburo , Agriculture and Environment Newspaper had an interview with Ms. Nguyen Thi Hoang - Provincial Party Committee member, Vice Chairman of Dong Nai Provincial People's Committee.

Could you tell us about the achievements in science and technology, especially the breakthrough policies that Dong Nai province has achieved in the past 80 years in the field of agriculture, contributing to the sustainable development goals of the locality?

During the 80 years of construction and development, especially in recent years, Dong Nai province has achieved many outstanding achievements in the fields of science and technology, industry in the agricultural sector, thereby contributing significantly to the goal of sustainable development, modernity and international integration of the locality. In particular, Dong Nai province is one of the localities that is very interested in applying science and technology in the fields of cultivation, livestock and aquaculture in the province.

Of which, the value ratio of key agricultural products applying high technology reached more than 51%; 100% of newly planted and replanted areas used new varieties, high-quality and certified varieties; nearly 4,300 hectares of key crops were certified for good agricultural production; 149 hectares of crops applied greenhouse and net house technology; initially applied Internet of Things (IoT) technology, monitoring and controlling microclimate parameters of crops using smartphones or computers.

Currently, more than 67% of the province's livestock product value applies high technology, contributing to increasing productivity, reducing costs and ensuring biosafety. Dong Nai has also built 202 VietGAP-certified farms and 13 GlobalGAP-certified farms, forming more than 50 production and consumption chains for poultry meat and eggs, many of which have been exported to Japan, the US and Taiwan. The agricultural and aquatic product processing industry has been strongly developed, with many factories applying advanced technology meeting ISO, HACCP and HALAL standards for export.

In particular, Dong Nai province has also issued and implemented many breakthrough policies. In particular, in the period of 2010 - 2020, Dong Nai focused on implementing the Program on developing key crops and livestock, the Program on developing safe vegetables and fruits, the Project on developing farm economy and collective economy in the agricultural sector, the Large Field Program... in the province. Notably, it supported the transfer of new varieties, advanced production processes, mechanized machinery and equipment in production, advanced irrigation systems, water saving, and support for certification of safe production.

Particularly in the application of science and technology in implementing the OCOP program, Dong Nai province has a strong agricultural foundation, with a team of dynamic businesses and farmers who quickly access new technology. The province also receives attention and direction from the Central Government, with timely support policies on production linkage programs, organic agriculture, processing industry and trade promotion of OCOP products, contributing to improving productivity, quality and economic efficiency of the locality.

Thereby, it shows that Dong Nai not only develops agriculture in a modern and sustainable direction, but also plays an important role in the chain of production and processing of safe food in the Southeast region, contributing to increasing income for people and making an important contribution to the socio-economic growth of the province.

What effective solutions will Dong Nai province implement to create a breakthrough in science and technology development, innovation and national digital transformation in the province's agricultural sector according to Resolution No. 57-NQ/TW in the short and long term, Madam?

Currently, Dong Nai continues to concretize the policies of the Central and the province, such as: Resolution No. 05/2023/NQ-HDND of the People's Council of Dong Nai province on supporting the development of organic agriculture, this is a specific policy of the province on implementing breakthrough goals in the agricultural sector in the period of 2021 - 2025; Decision No. 35/2021/QD-UBND of the People's Committee of Dong Nai province on supporting enterprises to invest in agriculture; in particular, Decree No. 106/2024/ND-CP of the Government supporting the development of circular livestock farming, applying high technology; policies on linking production - consumption, supporting VietGAP certification, organic, digital transformation, developing carbon credits and attracting enterprises to invest in processing chains, logistics, e-commerce.

In particular, implementing Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation and national digital transformation, Dong Nai province has also identified this as the key driving force to improve productivity, quality and competitiveness of the agricultural sector. Therefore, Dong Nai province will focus on a number of key, strategic tasks and solutions, such as: Building and digitizing the database of the agricultural and environmental sectors on the province's digital platform, especially data on land, environmental licensing and management of growing and farming areas.

Dong Nai continues to build and deploy a program to promote smart production - applying IoT technology in agriculture, environment, and logistics sectors related to agriculture; monitoring and supervising reservoirs and warning of natural disasters; tracing the origin of agricultural products; connecting information from growing areas to consumption markets, associated with market analysis and forecasting; focusing on connecting with shared databases of the Ministry of Agriculture and Environment deployed to localities with about 126 shared databases.

Along with that, Dong Nai province will also focus on promoting comprehensive digital transformation in the agricultural sector, building industry databases, digital agricultural maps, traceability systems and digital environmental monitoring, associated with supporting businesses, cooperatives and farmers to access new technologies; focusing on training high-quality human resources, attracting investment in research, processing, application of science and technology in livestock, crop cultivation and aquaculture, especially strengthening international cooperation, innovation and digital agricultural startups.
