Vietnam is emerging as a "shining star".

On the afternoon of November 10th, in Hanoi , Prime Minister Pham Minh Chinh attended and delivered a speech at the annual Vietnam Business Forum 2025.

The forum provides an opportunity for the business community to propose solutions to the Government to achieve the goal of green and sustainable economic development; to make commitments, plans, and roadmaps to demonstrate their responsibility in implementing the green transformation.

According to Minister of Finance Nguyen Van Thang, to affirm its commitment to green development, Vietnam has issued many guiding documents and possesses significant potential and geopolitical and economic position.

Vietnam is facing a tremendous opportunity to transform itself, catch up, surpass others, and create momentum for a leap forward in economic, social, and environmental development.

In this process, the business community is identified as a central factor, playing a crucial role. Businesses are both the target and the driving force, pioneering the implementation of policies and strategies for rapid and sustainable development, and realizing the goals and solutions outlined in the National Green Growth Strategy for the period 2021-2030 and the vision to 2050.

According to Mr. Ho Si Hung, co-chairman of the Vietnam Business Forum, the business community, both domestic and international, highly appreciates the strategic vision and decisive leadership of the Government in promoting the two pillars of growth: the Net Zero 2050 commitment and digital economy strategies, which have created a clear roadmap for implementation.

The business community also affirmed its commitment to being a reliable and proactive partner, providing international resources, technology, and expertise to work with the Government in solving major national challenges and realizing development goals.

Mr. Dau Anh Tuan, Deputy Secretary General of the Vietnam Federation of Commerce and Industry, assessed that Vietnam is currently emerging as a "shining star" in the Asian region, not only thanks to its stable growth foundation and high openness of the economy, but also because of its strong efforts in institutional reform, digital transformation and commitment to green development.

According to Mr. Tuan, Vietnam is being recognized as a potential destination in the new global value chain, where international businesses come not only for production but also to expand markets, connect supply chains, and seek sustainable development values. Vietnam has the potential to become a model developing nation leading the way in green transformation and sustainable integration.

The expert believes there are three main pillars to shape the next phase of development: transparent, fair, and efficient institutions; green businesses, green finance, and green markets; and proactive, responsible, and truly empowered local governments.

Speaking at the Forum, Prime Minister Pham Minh Chinh assessed that this year's theme is timely and deeply meaningful in the context of the world and Vietnam considering green transformation and digital transformation as key drivers for rapid and sustainable development.


The Prime Minister affirmed that this is also a political determination and action of the Party, State, and Government of Vietnam in promoting growth based on renewing traditional growth drivers and effectively exploiting new growth drivers. Alongside this is the building of an independent and self-reliant economy linked to deep, substantive, and effective international integration.

Sharing his views on digital transformation and green transformation, the Prime Minister affirmed that promoting the development of the green economy and digital economy is an objective requirement, a strategic choice, and a top priority for Vietnam. The development of the digital economy must be linked to the green economy, circular economy, knowledge economy, and sharing economy.

Regarding the green economy, Vietnam has made specific commitments at COP26. Meanwhile, digital transformation also contributes to increasing transparency in the investment and business environment, making it more favorable for businesses. In this process, Vietnam hopes to continue receiving support and cooperation from developed countries, international partners, and FDI enterprises in terms of capital, institutions, technology, governance, and human resource training.

Regarding key tasks and solutions for the coming period, the Prime Minister stated that, first and foremost, Vietnam will continue to maintain political stability and social order and security. This is the basis for stable policies for rapid and sustainable development; stability for development, development for stability, ensuring security, safety, and well-being for the people.

Alongside this, we will promote three strategic breakthroughs in institutions, human resources, and infrastructure with the spirit of "open institutions, smooth infrastructure, and smart human resources and governance"; restructure the economy, and innovate the growth model based on science and technology and innovation.

In the context of many countries having high public debt ratios, Vietnam will continue to maintain macroeconomic stability, control inflation, and ensure the major balances of the economy. This is the prerequisite and basis for formulating other policies such as timely, appropriate, flexible, and effective monetary policy, and focused and targeted expansionary fiscal policy.

Furthermore, it is essential to strengthen the connection between the Vietnamese economy and countries in the region and the world; between Vietnamese businesses and FDI enterprises and businesses worldwide; and to connect global production chains, supply chains, and value chains.

Developing human resources ready for high-quality FDI, focusing on developing high-quality human resources with technological skills, digital management, and green awareness. Strengthening cooperation among the three stakeholders: the State, businesses, and educational institutions, especially in the fields of high technology, artificial intelligence, big data, and clean energy.

For the business community and FDI investors, the Prime Minister urged them to expand investment, transfer technology, connect with Vietnamese businesses, participate in institution building, and modernize smart governance with the spirit of "The State creates, businesses lead, public and private sectors work together, the country prospers, the people are happy, and entrepreneurs benefit."

Specifically, the Prime Minister wants FDI enterprises to be pioneers and leaders in implementing green transformation goals; and at the same time, to connect with and support domestic businesses in the implementation process.

The Prime Minister urged the business community to further enhance their awareness, role, and social responsibility regarding environmental issues and green growth, especially by actively participating in contributing opinions during the process of building, perfecting, and implementing laws on the environment, green economy, and sustainable development.

At the same time, businesses must change and adapt to the dual transformation of both digital and green transformation. This includes implementing digital transformation in production and business, boldly investing in new machinery, equipment, and technologies to reduce energy consumption; adhering to commitments on sustainable development and green growth, and focusing on environmental and social indicators in each product.

Regarding the suggestions and proposals from businesses, the Prime Minister stated that Vietnam is always open, receptive, and ready for frank dialogue, working together to find solutions and remove difficulties and obstacles to promote rapid and sustainable economic development with the core solution being green transformation, digital transformation, the spirit of "nothing is impossible", "listening together, understanding together, having the same belief, having the same aspirations, working together, winning together, and enjoying together", and "harmonizing benefits and sharing risks".
