This morning (November 10), in Hanoi, the Ministry of Foreign Affairs solemnly organized the Patriotic Emulation Congress for the 2025-2030 period. Comrade Pham Minh Chinh, Politburo member, Prime Minister, Chairman of the Central Emulation and Reward Council, attended and delivered a speech directing the Congress.

The Congress aims to summarize the patriotic emulation movement of the Ministry of Foreign Affairs in the past 5 years and set out the direction, tasks and emulation goals for the period 2025-2030. Also attending the Congress were leaders of the Party, State, leaders of central ministries and branches, and delegates, typical examples of the diplomatic sector.

Further consolidate a peaceful and stable environment

Speaking at the opening of the Congress, comrade Le Hoai Trung, Secretary of the Party Central Committee and Minister of Foreign Affairs, emphasized that 77 years ago, in his call for patriotic emulation, President Ho Chi Minh advised: "Emulation is patriotism, patriotism requires emulation, and those who emulate are the most patriotic."

Responding to that sacred call, the Diplomatic sector, throughout its construction and development process, has always strived to compete, train and persistently contribute on the glorious foreign affairs front, making great contributions to the cause of national liberation, national unification, innovation, national development and protection of the socialist Fatherland.

During the 2020-2025 period, the world experienced many great, profound and very complex changes, opening up many new opportunities and opportunities, while posing great challenges and difficulties for the country and foreign affairs.

In the light of the Party's 13th National Congress's foreign policy and the strategic foreign policy decisions of the Politburo, the Secretariat, key leaders of the Party, the State, the Ministry of Foreign Affairs, the Central Foreign Affairs Commission, the National Assembly's Foreign Affairs Committee (now the National Defense, Security and Foreign Affairs Committee), the foreign affairs forces and units of the Ministry of National Defense, the Ministry of Public Security, ministries, branches and localities have closely coordinated with relevant agencies to synchronously, comprehensively, creatively and effectively deploy foreign affairs work on all three pillars of Party foreign affairs, State diplomacy and People's diplomacy, achieving many outstanding results, helping to make foreign affairs a bright spot in the country's overall achievements.

These achievements have helped to consolidate a more stable and peaceful environment, creating fundamental changes in ensuring an open foreign affairs situation, favorable for socio-economic development, protecting independence, sovereignty, territorial integrity, enhancing the country's prestige and international position. Foreign affairs have been increasingly upgraded, strongly promoting the pioneering role, creating increasingly high consensus and achieving many new developments in the fields of foreign affairs.

At the same time, the construction and development of the diplomatic sector continues to be promoted to meet the requirements of the tasks, focusing on strengthening Party building, building a comprehensive, modern, professional diplomatic staff, and preserving and promoting the unique identity of Vietnamese diplomacy.

The Ministry of Foreign Affairs has successfully carried out the "revolution of streamlining the apparatus", thereby receiving and effectively implementing the functions and tasks of the Central Foreign Affairs Commission, and part of the functions and tasks of the National Assembly's Foreign Affairs Committee, thereby multiplying the combined and unified strength in advising and organizing the implementation of the Party and State's foreign affairs policies and work.

According to the Minister, the great achievements of the Foreign Affairs sector are also the crystallization of the achievements, efforts, struggles and dedication of cadres, party members, civil servants, public employees and workers of the Ministry of Foreign Affairs and the Central Foreign Affairs Commission in the past.

Actively responding to the emulation movements of the Party and State in the 2020-2025 period, the Ministry of Foreign Affairs has launched and well organized the implementation of patriotic emulation movements of the industry, creating a vibrant competitive atmosphere, arousing the desire to contribute and pride in the glorious tradition of Vietnamese diplomacy.

Through patriotic emulation movements, many typical and advanced examples have emerged, representing the will to rise up, the spirit of overcoming difficulties, daring to think, daring to do, and determination to innovate and create in carrying out assigned tasks. Many collectives and individuals have received awards from the State and Government, truly being typical examples for cadres, civil servants, public employees and workers in the whole industry to learn from and follow.

Regarding the implementation of foreign affairs in general, the emulation work of the Diplomatic sector in the 2025-2030 period will take place in a situation with many new points. The entire Party, the entire people, the entire army and the entire political system are vigorously and synchronously implementing strategic breakthrough decisions to bring the country firmly into the era of rising up - the era of strong, civilized and prosperous development of the nation.

The Minister said that in the context of the international and foreign affairs environment that we are facing and will face unpredictable changes and challenges, the draft documents of the 14th National Party Congress, which have been reviewed by the Central Committee and the Politburo in recent times, have identified "promoting foreign affairs and international integration as an important and regular task", reflecting the expectations and new thinking of our Party about the position and role of foreign affairs in the new era of the nation. The Central Committee, the Politburo, and the Secretariat have also just set out important standards and criteria for evaluating cadres in the new period, with higher and more specific requirements.

"Faced with the heavy but glorious requirements and tasks of the Diplomatic sector, we request that each unit and each cadre be imbued with President Ho Chi Minh's call, take patriotism as the root of emulation and thoroughly implement that spirit in each of their tasks and work. The implementation of the patriotic emulation movement in the coming period must contribute to creating motivation and inspiration for the entire sector to join the whole country in entering a new era as directed by the Prime Minister," Foreign Minister Le Hoai Trung emphasized.

For the Diplomatic sector, to meet that requirement, it is necessary to strive to compete, maximize the qualities, intelligence and fighting power of collectives, individuals and the entire sector to contribute to bringing foreign affairs work in the new era commensurate with the historical and cultural stature and position of the country, effectively taking advantage of external resources and favorable conditions for the rapid and sustainable development of the country, enhancing the role and position of Vietnam in global politics, the world economy and human civilization, building a comprehensive, modern and professional Vietnamese diplomacy.

Vietnamese diplomacy is courageous, professional, modern, creative and effective.

Presenting the Summary Report on Emulation and Reward Work for the 2020-2025 period, the Congress highlighted the Ministry of Foreign Affairs' active and proactive participation in movements launched by the Prime Minister, typically the special emulation movement "The whole country unites, joins hands, and unanimously competes to prevent, fight and defeat the pandemic", as well as movements on innovation and streamlining the apparatus.

At the same time, the Ministry has effectively launched emulation movements throughout the sector with the theme of "Vietnamese diplomacy is brave, professional, modern, creative, and effective for the cause of building and defending the Fatherland". These emulation movements have contributed to the successful implementation of political tasks, achieving many comprehensive achievements on all three pillars: Party diplomacy, State diplomacy, and People's diplomacy, with close and effective coordination.

All key areas achieved impressive results: Bilateral and multilateral diplomacy was strengthened with many important foreign affairs activities, welcoming many high-ranking delegations, successfully assuming roles at the United Nations Security Council, ASEAN Chairmanship 2020, United Nations Human Rights Council...; border and territory work helped protect the homeland early and from afar; economic diplomacy supported localities to sign more than 600 international agreements and promote 17 FTAs; cultural diplomacy successfully mobilized to increase the total number of UNESCO heritages to 75; work with overseas Vietnamese contributed to ensuring rights and timely support in all difficult situations, while mobilizing resources in nation building; industry building work was promoted (streamlining the apparatus, operating effectively and efficiently, promoting digital transformation)...

Besides the achievements, the Report frankly acknowledged some shortcomings and limitations, such as the work of discovering and fostering advanced models is still limited, the proposal of rewards is sometimes not balanced, the launching of emulation is sometimes formal and the work handling process is sometimes not synchronized, leading to unfortunate incidents.

Speaking at the Congress, Prime Minister Pham Minh Chinh highly appreciated the patriotic emulation movement of the Ministry of Foreign Affairs. The Prime Minister affirmed that among the outstanding results of the country in the past 5 years, foreign affairs and international integration are bright spots. The Prime Minister warmly praised the Foreign Affairs sector for promoting its important and regular role in creating a peaceful environment, promptly advising the Party and State on foreign policy, and effectively implementing economic diplomacy, cultural diplomacy, citizen protection... demonstrating the true spirit of "serving the Fatherland and the People".

Entering a new stage of development, the Prime Minister requested the Foreign Affairs sector to focus on performing well a number of key tasks: Continuing to promote the pioneering, important, and regular role, building a comprehensive, modern, and professional diplomacy imbued with Vietnamese diplomatic identity; proactively and actively promoting the deepening and substantive relations with neighboring countries, major countries, important partners, and traditional friends, increasing trust.

At the same time, further improve the effectiveness of economic diplomacy, science and technology diplomacy, cultural diplomacy and work with overseas Vietnamese, focus on strongly and substantially implementing signed commitments and cooperation agreements; synchronously and comprehensively deploy foreign affairs activities on all three pillars of Party diplomacy, State diplomacy, and people's diplomacy; continue to focus on building a team of "both red and professional" diplomatic staff with strong political will and deep professional qualifications.

On behalf of the Party and State leaders and the Central Emulation and Reward Council, the Prime Minister respectfully thanked, commended and highly appreciated the efforts, endeavors and achievements of the Foreign Affairs sector in recent years, especially in launching and effectively implementing emulation movements.

In particular, the Prime Minister warmly commended and congratulated the typical advanced collectives and individuals honored at today's Congress, the "beautiful flowers" in the emulation garden that have contributed to spreading the image of Vietnamese diplomatic officers as "Loyal - Courageous - Disciplined - Dedicated - Intelligent - Creative".

On behalf of the Foreign Affairs sector, Minister Le Hoai Trung respectfully thanked and deeply accepted the Prime Minister's instructions, affirming that this is an important orientation for the entire sector in the next 5 years.

At the Congress, on behalf of the Emulation and Reward Council of the Ministry of Foreign Affairs, Minister Le Hoai Trung officially launched the Emulation Movement for the period 2025-2030 with the theme: "Building a Vietnamese Diplomatic sector that is courageous, loyal, disciplined, dedicated, intelligent, creative, modern, and professional; promoting the pioneering, important, and regular role of foreign affairs and international integration, for the cause of building and defending the Fatherland".

The Minister requested units and Vietnamese representative agencies abroad to base on the emulation theme to strongly launch movements in their units with innovative, creative, substantial and effective content. In the immediate future, the whole industry will organize a special emulation campaign to achieve the highest results to welcome the 14th National Party Congress; accelerate and make a breakthrough to successfully complete the goals and tasks of the Resolution of the 13th National Party Congress.

The Congress honored and commended typical advanced collectives and individuals with outstanding achievements in the patriotic emulation movement for the 2020-2025 period.
