
Speaking at the Congress, Prime Minister Pham Minh Chinh affirmed that for the diplomatic sector – the "pioneering soldiers on the foreign affairs front" – the patriotic emulation movement has special significance and is always closely linked to President Ho Chi Minh's teachings: "Emulation is the spirit of internationalism"; "Emulation is contributing to the preservation of world peace and democracy."
This is not only about recognizing and honoring outstanding collectives and individuals, but also a powerful motivation, inspiring creativity, overcoming difficulties, unity, discipline, and responsibility – creating momentum to complete assigned tasks with many outstanding results, recognized by the Party, the State, and the People, as reflected in the draft documents of the 14th Party Congress.
The Prime Minister summarized the results of the Ministry of Foreign Affairs ' emulation movement with five key phrases: "Maintaining the environment," "Expanding the scope," "Enhancing power," "Promoting the role," and "Building the foundation."

To date, Vietnam has established diplomatic relations with 195 countries and established frameworks of comprehensive partnerships or higher with 40 partners, including all five permanent members of the United Nations Security Council as comprehensive strategic partners and 17 G20 countries.
In particular, in just over the past year (2024-2025), Vietnam has established and upgraded comprehensive strategic partnerships with 8 countries, strategic partnerships with 7 countries, and comprehensive partnerships with 4 countries.
During the 13th National Congress term, the Ministry of Foreign Affairs supported localities in signing more than 400 memoranda of cooperation with international partners; actively urged, reviewed, and assisted in removing institutional obstacles and barriers in business and investment cooperation with partners.
The Prime Minister emphasized that, in the context of a complex and volatile world, the spirit of patriotic emulation within the diplomatic sector must be more strongly promoted than ever before. Each diplomatic officer must be a "pioneering fighter," an "inspirer" of a resilient, humane, and modern Vietnam, always striving for peace, cooperation, and sustainable development in the region, the world, and for each country.
The Prime Minister urged officials and staff of the Ministry of Foreign Affairs to implement the "three good practices" with the spirit of "three emulations." These are: "Doing even better" in their regular duties and responsibilities; providing strategic advice and timely, effective policy responses in the context of a rapidly changing, complex, and unpredictable global situation.
Next, we need to further improve the role of connectivity, strengthening bilateral foreign relations to connect domestically and internationally; connect economically; connect culturally; connect digitally and technologically; connect people…
Thirdly, we must "do better" our international mission; elevate Vietnam's multilateral foreign relations; and continue to effectively promote the country's role and position in proactively and actively participating in shaping and reforming global governance, especially in regional and international multilateral forums and mechanisms.
In addition, the sector is implementing "three emulation campaigns": Emulation in strategic thinking innovation and creative action; Emulation in fostering partnerships, trust, and friendship with international friends; and Emulation in promoting the development of science and technology, innovation, and national digital transformation.
The Prime Minister expressed his confidence and hope that, with its glorious 80-year tradition, the Ministry of Foreign Affairs will continue to play a pioneering, united, and creative role, achieving even greater and more important accomplishments, contributing to the nation's steady progress into a new era - an era of prosperous, thriving, civilized, and happy development, and a firm march towards socialism.
