
Research on support measures for infertile couples
National Assembly Deputy Nguyen Thi Viet Nga ( Hai Phong ) agreed with the need to develop and promulgate the Population Law project; saying that current population policies have revealed many limitations and are no longer suitable to the current population situation in Vietnam. The population size is increasing slowly, the birth rate tends to decrease in many localities, while the gender imbalance at birth remains at an alarming level and the population aging is happening faster than expected.

In addition, the country's socio -economic conditions have changed dramatically; people's awareness, lifestyle and views on marriage and family, especially the youth, have also changed a lot. The mentality of getting married late, having few children, or even not wanting to have children is becoming more and more common; while some gender stereotypes still exist in some groups. These changes create new challenges for population work, requiring changes and the issuance of new policies to improve population quality and adapt to population aging.
Article 13 of the draft Law provides many effective measures to maintain replacement fertility. In addition to the measures proposed in the draft, delegate Nguyen Thi Viet Nga suggested considering support measures for infertile couples who have difficulty conceiving.

The delegate pointed out that infertility is not uncommon nowadays, and that appropriate support will contribute practically to maintaining the replacement fertility rate and improving population quality. This measure also has a profound humanitarian meaning, demonstrating the State's sharing and support for couples in fulfilling their role as fathers and mothers.
Clause 2, Article 4 of the draft Law defines the content of population factors that need to be integrated into development policies, including only 3 factors: population size, structure and distribution. National Assembly Deputy Tran Thi Hien (Ninh Binh) said that this content does not include the factor of population aging, while this is a very necessary, even urgent issue for current population work.

According to the recommendations of the United Nations Population Fund, one of the priority measures to adapt to and take advantage of opportunities from population aging is to ensure that aging issues and the needs of the elderly are taken into account in national development policies.
Based on the above principle, currently in countries such as Japan, Korea, China, the “silver hair economy” and services and goods for the elderly are developing very strongly. Therefore, delegate Tran Thi Hien proposed to add the factor of “population aging” to Clause 2, Article 4 of the draft Law.
At this time, when the elderly population increases by an average of more than 4% per year, in the period 2019 - 2021, each year there will be an increase of 600,000 elderly people, the aging index will increase from 35.5 in 2009 to 53.1 in 2021, according to the delegate, it is necessary to consider in advance the establishment of priority policies to promote the development of nursing homes, facilities providing elderly care services, increase the availability of services for the elderly in the community, creating a foundation for a "silver-haired economy" in Vietnam in accordance with the spirit of Conclusion 149 of the Politburo "Consolidating and developing the elderly care network; promoting the socialization of population services".

At point c, Clause 1, Article 17 of the draft Law stipulates the measure of "Organizing forms and models of elderly care at home and in the community". Delegate Tran Thi Hien said that such a provision does not clearly state the content of the policy because since 2010, although the Law on the Elderly has stipulated that "The State encourages organizations and individuals to invest in building facilities for the elderly", in reality, the socialization and development of nursing homes and elderly care facilities is very difficult, the number is very small; mainly high-cost services for people who can afford to pay several tens of millions/month.
"The fundamental cause of the above situation is still the difficulty in accessing land, premises and specialized human resources." Therefore, delegate Tran Thi Hien proposed to revise, supplement and specify Article 17 on support for elderly care in the direction of: more specific regulations on incentive policies, priorities on land access, tax incentives for investment activities, development of elderly care facilities and forms of elderly care in the community.

At the same time, it is also necessary to have policies to encourage and create conditions for Vietnamese workers to work abroad in the fields of nursing and elderly care. When their contracts abroad expire, they can easily develop their knowledge, skills and professional experience to continue developing their careers in Vietnam.
Research on supplementing mandatory population impact assessment mechanism
Also interested in the content of integrating population factors into development policies, National Assembly Deputy Nguyen Tam Hung (Ho Chi Minh City) proposed adding a mandatory population impact assessment mechanism when developing strategies, plans, programs, and important projects (similar to the environmental impact assessment mechanism), to ensure the integration of population factors in reality, with a specific appraisal agency, criteria, and assessment products.

Regarding adaptation to population aging in Chapter IV of the draft Law, delegate Nguyen Tam Hung said that regulations supporting home and community care, developing geriatric human resources and establishing a hotline to receive and process information for the elderly are very necessary. The delegate suggested considering adding a mechanism for ordering and assigning elderly care services based on economic and technical standards; integrating the "elderly hotline" with the grassroots social security network, clearly defining the referral mechanism for handling situations of violence and neglect of the elderly.
Concluding this content, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that many opinions suggested continuing to study, supplement, clarify and perfect the regulations on the State's policies on population and development; the content of population and development. Consider having more long-term, fundamental measures to achieve replacement fertility, ensure the feasibility of regulations, and minimize gender imbalance at birth. Perfect regulations on adapting to population aging, integrate the "population aging" factor into national and local development policies; have preferential policies to encourage the development of goods and services to meet the needs of the elderly. Increase the comprehensiveness and feasibility of regulations on improving population quality in accordance with the country's development requirements.
