On November 10, with 100% of the delegates present in agreement, the National Assembly passed a resolution approving the proposal of the Chairman of the National Election Council on a number of Vice Chairmen and members of the National Election Council.

Specifically, the National Assembly resolved to approve the proposal of the Chairman of the National Election Council on the position of Permanent Vice Chairman of the National Election Council and Head of the Personnel Subcommittee for Mr. Do Van Chien - Politburo member, Vice Chairman of the National Assembly .

Concluding the session, National Assembly Chairman Tran Thanh Man requested that all legal requirements and work be fully, timely, and synchronously ensured. There should be absolutely no procedural errors that could affect the right to vote and run for office.
He suggested that it is necessary to organize systematically and professionally; "do it early and from a distance", clearly define people, tasks, deadlines, results and responsibilities; and strengthen independent inspection and supervision.
Must be voter-centered, information transparent and accessible; create maximum convenience for candidates and voters; protect personal data, promote digital transformation, and apply artificial intelligence.
He said the difference between the 16th National Assembly election and the 15th National Assembly election is the implementation of digital transformation, digitization, and artificial intelligence (AI) applications in the election work.
Regarding upcoming tasks, the National Assembly Chairman requested agencies and localities to carefully prepare personnel work, ensuring democracy, objectivity, and compliance with regulations.
The construction of a national database on voters needs to be closely coordinated between the Ministry of Public Security, the Ministry of Home Affairs, the Office of the National Assembly, the Office of the National Election Council and localities, ensuring accuracy, security and convenience.
The National Assembly Chairman also noted the need to focus on ensuring political security, preventing law violations, malicious information, distortion, causing disturbances, and taking advantage of elections to sabotage.
The National Assembly Chairman assigned the Office of the National Election Council to preside over and coordinate with the Office of the National Assembly to review the preparations for the National Conference on election work (November 15).
The Office of the National Election Council presides over and coordinates with the Standing Committee of the Delegation Affairs Committee to synthesize data on electoral units, lists of electoral units and the number of National Assembly deputies elected in each electoral unit to submit to the National Election Council for determination and announcement, no later than 80 days (must be completed before December 25).
He assigned the Standing Committee of the Delegation Affairs Committee to preside over the continued review and completion of the report to the National Assembly Standing Committee for comments and approval of the resolution on the proposed structure and composition of National Assembly deputies, the number of people of agencies, political organizations, socio-political organizations, social organizations and the people's armed forces, and state agencies at the central and local levels within 90 days at the latest (expected to be completed before November 20).
The National Assembly Chairman said that a conference will be held to collect voters' opinions at the workplace or workplace of the candidate expected to be nominated (from December 17, 2025 to January 25, 2026).
According to the provisions of the Election Law, the National Assembly Standing Committee will make the first adjustment to the structure, composition, and number of people of central and local agencies, organizations, and units that introduce candidates for National Assembly deputies, no later than 90 days (that is, must be completed before December 15), and urgently develop and complete the documents.
The National Assembly Chairman assigned the Personnel Subcommittee to preside over and coordinate with the Standing Committee of the Delegation Affairs Committee to develop a personnel orientation for full-time National Assembly deputies of the 16th tenure at the Central level to report to the National Assembly Party Committee, and continue to report to the Politburo and the Secretariat for comments as a basis for implementing the process and procedures for introducing personnel to run for National Assembly deputies.
