According to the resolution of the National Assembly, Vice Chairman of the National Assembly Do Van Chien was appointed as Permanent Vice Chairman of the National Election Council and Ms. Bui Thi Minh Hoai was appointed as Vice Chairman of the Council.

On November 10th, with 100% of the delegates present voting in favor, the National Assembly passed a resolution approving the proposal of the Chairman of the National Election Council regarding several Vice-Chairmen and Members of the National Election Council.

New personnel for the National Election Council

Specifically, the National Assembly resolved to approve the proposal of the Chairman of the National Election Council regarding the appointment of Mr. Do Van Chien - Member of the Political Bureau, Vice Chairman of the National Assembly - as the Permanent Vice Chairman of the National Election Council and Head of the Personnel Subcommittee .

Approve the proposal of the Chairman of the National Election Council regarding the appointment of Ms. Bui Thi Minh Hoai - Member of the Political Bureau , Secretary of the Central Committee of the Party, and Chairwoman of the Central Committee of the Vietnam Fatherland Front - as Vice Chairwoman of the National Election Council.

The National Assembly also approved the proposal of the Chairman of the National Election Council regarding the following members of the National Election Council:

Mr. Trinh Van Quyet - Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department; Ms. Nguyen Thi Thanh - Member of the Central Committee of the Party, Vice Chairwoman of the National Assembly; Mr. Tran Sy Thanh - Member of the Central Committee of the Party, Chairman of the Central Inspection Committee.

We will report to the Politburo and the Secretariat on the personnel direction for full-time National Assembly deputies at the central level.

On the afternoon of November 10th, National Assembly Chairman Tran Thanh Man , also Chairman of the National Election Council, presided over the third session of the National Election Council.

Concluding the session, National Assembly Chairman Tran Thanh Man requested that all legal requirements and tasks be fully, promptly, and synchronously implemented. Absolutely no procedural errors affecting the right to vote and run for office should occur.

He suggested that the organization should be systematic and professional; "start early, start far ahead," with clear responsibilities, tasks, deadlines, expected results, and accountability; and that independent inspection and supervision should be strengthened.

The focus must be on the voters, with transparent and easily accessible information; providing maximum convenience for candidates and voters; protecting personal data; and strengthening the digital transformation and application of artificial intelligence.

He stated that the difference between the 16th National Assembly election and the 15th National Assembly election was the implementation of digital transformation, digitalization, and the application of artificial intelligence (AI) in the election process.

Regarding future tasks, the Speaker of the National Assembly requested that agencies and localities carefully prepare personnel matters, ensuring democracy, objectivity, and compliance with regulations.

The construction of a national voter database requires close coordination between the Ministry of Public Security, the Ministry of Interior, the National Assembly Office, the National Election Council Office, and local authorities, ensuring accuracy, security, and convenience.

The Speaker of the National Assembly also noted the need to focus on ensuring political security, preventing violations of the law, harmful and distorted information, disruption, and the exploitation of elections for subversive purposes.

The Chairman of the National Assembly assigned the Office of the National Election Council to take the lead and coordinate with the Office of the National Assembly to thoroughly review the preparations for the National Conference on Election Implementation (November 15).

The Office of the National Election Council, in coordination with the Standing Committee of the National Assembly's Delegation Affairs Committee, will compile data on electoral units, lists of electoral units, and the number of National Assembly deputies to be elected in each unit, to be submitted to the National Election Council for approval and announcement, no later than 80 days (and must be completed before December 25).

He instructed the Standing Committee on Delegate Affairs to continue reviewing and finalizing the report for the National Assembly Standing Committee to provide feedback and approve the resolution on the proposed structure and composition of National Assembly delegates, the number of people from political organizations, socio-political organizations, social organizations, and the people's armed forces, and state agencies at the central and local levels, no later than 90 days (expected to be completed before November 20).

The Speaker of the National Assembly stated that a conference will be held to gather opinions from voters at the workplace or place of employment regarding the prospective candidates (from December 17, 2025 to January 25, 2026).

According to the Election Law, the Standing Committee of the National Assembly will make the first adjustment to the structure, composition, and number of candidates nominated by central and local agencies, organizations, and units for the National Assembly, no later than 90 days (i.e., before December 15th), and will urgently draft and finalize the document.

The Chairman of the National Assembly assigned the Personnel Subcommittee to take the lead and coordinate with the Standing Committee of the National Assembly's Delegation Affairs Committee to develop guidelines for the personnel of full-time National Assembly deputies for the 16th term at the central level, to report to the National Assembly Party Committee, and to further report to the Politburo and the Secretariat for their opinions as a basis for implementing the process and procedures for nominating candidates to run for National Assembly deputies.
