Dien Khanh Inter-regional Road Project: Striving to commence construction on schedule.

The Management Board of Investment Projects for Construction of Agricultural and Transport Works of Khanh Hoa Province is coordinating with the Provincial Land Fund Development Center to speed up the progress of site clearance and complete procedures to start the Dien Khanh Inter-Regional Road Project at the end of this year. This is a project proposed by the Department of Construction to be registered to welcome the 14th National Congress of the Party.

Key projects are given priority for investment.

The Dien Khanh Inter-regional Road Project was approved by the Provincial People's Council on March 30, 2023, with a total capital of over 1,809 billion VND, to be implemented in the period 2023-2027. Specifically, Component Project 1 (road construction investment) is managed by the Provincial Project Management Board for Agricultural and Transportation Construction Projects, with a total investment of over 1,316 billion VND. Component Project 2 (land clearance in the Nha Trang area) has a total budget of nearly 59 billion VND, and Component Project 3 (land clearance in the Dien Khanh area) has a total budget of nearly 435 billion VND, both managed by the Provincial Land Fund Development Center. This has been identified as a key project prioritized for investment in socio-economic development according to Government Resolution No. 42, which promulgates the Action Program to implement Politburo Resolution No. 09 on building and developing Khanh Hoa province until 2030, with a vision to 2045.

The Dien Khanh Inter-regional Road Project starts at the intersection with Nguyen Luong Bang Street (north of Vinh Phuong Bridge, Bac Nha Trang Ward); and ends at Huong Highway 62 (in Dien Tho Commune). The project has a total length of 19.15 km, passing through Nha Trang and Dien Khanh areas. Over 15 km will be newly constructed, while two sections will not be invested in: a section coinciding with D6 Road (approximately 1.7 km) and a section belonging to the Dien Loc - Dien Binh Connecting Road Project (approximately 1.8 km). The project will be fully constructed to urban road standards with a planned width of 30m for sections passing through existing residential areas; and phased investment in roadbed and surface to ensure 4 lanes for sections outside residential areas.

It is understood that the Provincial Project Management Board for Investment in Agricultural and Transportation Construction Projects has completed the selection of contractors and construction supervision consultants for Component Project 1. However, currently, Component Project 1 lacks the necessary land for construction. Therefore, the Project Management Board has requested the Provincial Land Fund Development Center to develop a detailed plan and schedule for land clearance for Component Project 3, serving the Dien Khanh District Inter-regional Road Project, as a basis for implementing land clearance; simultaneously, they are to review, compile, and coordinate with the People's Committees of Dien Dien, Dien Lac, Suoi Hiep, and Dien Tho communes to complete the procedures for handing over all or part of the land parcels managed by state agencies and organizations within the land clearance area to the Project Management Board for handover to the construction unit. According to Mr. Cao Dinh Triet, Deputy Director of the Provincial Project Management Board for Agricultural and Transportation Construction Projects: “The Board has requested the Provincial Land Fund Development Center to urgently mobilize maximum resources, focus on accelerating the establishment of cadastral records, counting the volume of land affected by land clearance, and persuading people to hand over the land to meet the conditions for commencement of construction to celebrate the 14th National Congress of the Communist Party of Vietnam on December 19, 2025, as proposed by the Department of Construction. The Center needs to prepare periodic reports twice a month as directed by the Provincial People's Committee, clearly stating the progress of implementation, difficulties and obstacles, and proposed solutions...”.

Mr. Nguyen Minh Tuan, Deputy Director in charge of the Provincial Land Development Center, said that Component Project 3, compensation, support, and resettlement, and land clearance for the section passing through Dien Khanh district to serve the Dien Khanh District Inter-regional Road Project, was approved by the Provincial People's Committee on October 31st. Component Project 2, compensation, support, and resettlement, and land clearance for the section passing through Nha Trang district, has not yet had its feasibility study approved. To commence the project by the end of this year, the Provincial Land Development Center has directed its regional land development branches to develop a preliminary land clearance plan, coordinate with local authorities in implementing the 16-step land clearance process, and strive to hand over the land to the investor on schedule.
