Dien Khanh Inter-regional Road Project: Striving to start construction on schedule

The Management Board of Investment Projects for Construction of Agricultural and Transport Works of Khanh Hoa Province is coordinating with the Provincial Land Fund Development Center to speed up the progress of site clearance and complete procedures to start the Dien Khanh Inter-Regional Road Project at the end of this year. This is a project proposed by the Department of Construction to be registered to welcome the 14th National Congress of the Party.

Key projects are given priority for investment

The Dien Khanh Inter-regional Road Project was approved by the Provincial People's Council on March 30, 2023 with a total capital of more than VND 1,809 billion, to be implemented in the period of 2023 - 2027. Of which, Component Project 1 (road construction investment) is invested by the Provincial Management Board of Investment Projects for Construction of Agricultural and Transport Works, with a total investment of more than VND 1,316 billion. Component Project 2 (land acquisition in Nha Trang area) has a total cost of nearly VND 59 billion and Component Project 3 (land acquisition in Dien Khanh area) has a total cost of nearly VND 435 billion, both invested by the Provincial Land Fund Development Center. This is identified as a key priority investment project for socio-economic development according to Resolution No. 42 of the Government promulgating the Action Program to implement Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045.

Starting point of Dien Khanh Inter-regional Road Project at the north of Vinh Phuong Bridge.

The Dien Khanh Inter-regional Road Project has its starting point at the intersection with Nguyen Luong Bang Street (north of Vinh Phuong Bridge, Bac Nha Trang Ward); the end point connects to Huong Lo 62 (in Dien Tho Commune). The project has a total length of 19.15km, passing through Nha Trang and Dien Khanh areas, of which more than 15km is newly invested, and there are 2 uninvested sections: the section coinciding with D6 Road, about 1.7km long, and the section belonging to the Dien Loc - Dien Binh Connecting Road Project, about 1.8km long. The project will be fully invested according to the scale of an urban road with a planned road width of 30m for sections passing through existing residential areas; investment in road surface divergence to ensure 4 lanes for sections outside residential areas.

Urgent handover of site

It is known that the Provincial Management Board of Investment Project for Construction of Agricultural and Transport Works has completed the selection of construction contractors and construction supervision consultants for Component Project 1. However, currently, Component Project 1 does not have a site for construction. Therefore, the Project Management Board has sent a document requesting the Provincial Land Fund Development Center to develop a plan and detailed schedule for site clearance work of Component Project 3 to serve the Dien Khanh District Inter-Regional Road Project, as a basis for implementing site clearance work; at the same time, review, synthesize and coordinate with the People's Committees of Dien Dien, Dien Lac, Suoi Hiep, Dien Tho communes to carry out procedures to hand over all or part of the land plots managed by State agencies and organizations within the scope of site clearance to the Project Management Board to hand over the site to the construction unit. According to Mr. Cao Dinh Triet - Deputy Director of the Provincial Management Board of Investment and Construction Projects for Agricultural and Transport Works: "The Board has requested the Provincial Land Fund Development Center to urgently mobilize maximum resources, focus on accelerating the establishment of cadastral records, counting the volume affected by land clearance, mobilizing people to hand over the site to meet the conditions for starting construction to welcome the 14th National Congress of the Party on December 19, 2025 as proposed by the Department of Construction. The Center needs to prepare periodic reports twice a month according to the direction of the Provincial People's Committee, in which it is necessary to clearly state the implementation progress, difficulties and problems, and propose solutions...".

Mr. Nguyen Minh Tuan - Deputy Director in charge of the Provincial Land Fund Development Center said that the Component 3 project of compensation, support and resettlement, site clearance through Dien Khanh area to serve the Dien Khanh District Inter-regional Road Project has just had its feasibility study report approved by the Provincial People's Committee on October 31. The Component 2 project of compensation, support and resettlement, site clearance through Nha Trang area has not yet had its feasibility study report approved. To start the project at the end of this year, the Provincial Land Fund Development Center has directed the regional land fund development branches to develop a tentative site clearance plan, coordinate with local authorities in implementing the 16-step process in site clearance, and strive to hand over the site to the investor on schedule.
