Social policy credit activities: Focus on handling overdue debt

Overdue debt increases

In recent times, social policy credit activities have made an important contribution to the implementation of national target programs on sustainable poverty reduction, new rural construction and socio -economic development in ethnic minority and mountainous areas in the province. However, since the beginning of the year, social policy credit activities have encountered a number of difficulties and limitations, including an increase in overdue debt compared to the beginning of the year; credit quality is not uniform among localities, some transaction offices have overdue debt higher than the average level of the whole branch.

According to the report of the Provincial Social Policy Bank, as of October 31, overdue debt was 22.6 billion VND (accounting for 0.24% of total outstanding debt), 13/15 units had increased overdue debt (except Khanh Son Transaction Office with decreased overdue debt, Thuan Bac Transaction Office had no overdue debt). After the merger, overdue debt increased, besides the reason due to debt being frozen, customers who are not able to pay their debts are making documents to continue to request debt freezing, there are some other reasons such as: Some customers with debt due have left their place of residence, households with financial difficulties have not been able to pay their debts... For debts at risk due to objective reasons, the Provincial Social Policy Bank and transaction offices have coordinated with local authorities, entrusted socio -political organizations, savings and loan groups to prepare documents to submit to competent authorities for approval to handle risky debts in order to share difficulties with borrowers. In 2025, the branch directed the implementation of 2 rounds of preparing documents to request the settlement of risky debts according to regulations. During the process of handling the documents, the affiliated transaction offices of the Social Policy Bank reviewed the current situation and inspected the actual situation at the borrowers before requesting the settlement of risky debts. The documents were inspected and assessed by the branch's working group.

Urging collection in the last months of the year

At the recent third quarter meeting and deployment of tasks for the last months of the year of the Board of Directors of the Provincial Branch of the Social Policy Bank, comrade Nguyen Long Bien - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee requested the provincial associations and unions to direct the commune-level associations and unions to strengthen the work of urging debt collection due, urging borrowers to compare and classify debts according to the schedule approved by the Commune-level People's Committee to complete the work of comparing and classifying debts in 2025 before November 30. At the same time, focus on solutions to strengthen and improve credit quality, quality of savings and loan group activities; continue to review and handle debts of borrowers who have left their place of residence, coordinate with the Social Policy Bank to handle risky debts due to objective reasons in a timely manner, in accordance with regulations.

In the last months of the year, the Provincial Social Policy Bank will strengthen inspection, remote monitoring, and warning data to prevent risks and limit overdue debts; focus on solutions to collect due debts and overdue debts; do a good job of handling risky debts... Mr. Le Minh Loc - Deputy Director of the Provincial Social Policy Bank said that periodically organize meetings at transaction points of communes and wards with the participation of commune-level People's Committee Chairmen, socio-political organizations, savings and loan groups to promptly grasp the overdue debt situation and have solutions to collect debts. At the same time, the Provincial Social Policy Bank will coordinate with socio-political organizations to guide and train association officials, savings and loan group leaders on debt collection and urging, mobilizing members to repay debts on time; combine policy credit capital with agricultural and industrial promotion programs, vocational training to help borrowers produce effectively, thereby improving their ability to repay debts and limiting risks. For households facing risks due to objective reasons, the People's Credit Fund will guide them in completing documents for debt extension, debt forgiveness, and risk handling according to regulations.

The transaction offices of the Social Policy Bank in the whole province have developed a plan to compare and classify debts in 2025 at 100% of transaction points with 197,865 borrowers. As of October 31, all branches have compared and classified debts for 182,792 borrowers, reaching 92.43%; the outstanding debt has been compared to VND 8,809 billion, reaching 93.2% of the plan.
