Comments on draft documents of the 14th Congress: Socio-economic development in the new era

Officials, party members and people of Lang Son contributed comments to the draft documents of the 14th National Congress, emphasizing that the socio-economic strategy must be consistent with regional planning, promote local advantages and apply science and technology.

Studying the draft documents submitted to the 14th National Congress of the Party, Party members and people of Lang Son province assessed that the draft documents fully summarized the great achievements and lessons learned after 40 years of national renovation and frankly pointed out the limitations, shortcomings and causes. From there, they proposed viewpoints, goals, orientations and solutions for comprehensive national development in the new era.

Voters believe that the socio-economic development strategy must be linked to the new space after the merger, consistent with regional and national planning and the two-level local government model; closely matching the actual conditions of each locality to be able to exploit potentials and advantages well, bringing about practical efficiency...

Build a solid foundation

Party members and people in the province assessed that, in the past term, despite facing many difficulties and challenges, with high will and determination, the entire Party, people and army have made efforts to resolutely, synchronously and effectively implement the Resolution of the 13th National Congress. Our Party has firmly led the country to achieve many important and comprehensive results. The economy maintained its growth momentum, inflation was controlled, and potential and competitiveness were enhanced.

The work of building and rectifying the Party and the political system is given special attention, closely linking "building" and "fighting." These are solid premises for the country to confidently enter a new era - the era of national growth...

Studying the draft documents, Ms. Luong Bich Loan, Secretary of the Youth Union of Ba Son commune, Lang Son province, was pleased that Vietnam's economic growth in the 2021-2025 period reached an average of about 6.3% per year, among the group of high-growth countries in the region and the world.

High economic growth is the clearest evidence, showing that Vietnam has made correct, timely decisions, suitable for each specific stage; taken advantage of all favorable conditions at home and abroad to overcome difficulties and challenges, achieving outstanding achievements in the context of being greatly affected by many factors such as: world economic recession, epidemics, natural disasters...

Ms. Luong Bich Loan was particularly impressed with the Human Development Index (HDI) which increased by 14 places, reaching 0.766 points, belonging to the group of countries with high human development; the happiness ranking index increased by 33 places compared to the beginning of the term, ranking 46/143 countries.

“These are important indicators to assess the development of a country. This indicator is also the basis for building strategies and plans for socio-economic development of the whole country and each locality in line with the goal of putting people at the center of development,” Ms. Loan shared.

According to Ms. Loan, establishing a new growth model with the goal of improving productivity, quality, efficiency, added value and competitiveness of the economy; taking science, technology, innovation and digital transformation as the main driving force... is very appropriate.

Because applying scientific and technological achievements and digital transformation into production and life will create high productivity and efficiency, shortening the development gap. However, to achieve the set goals, the Party and the State need to have more investment policies to improve infrastructure, especially telecommunications infrastructure in mountainous and border communes.

Currently, in Lang Son province, there are still many "backward" areas, with infrastructure and machinery that are not yet synchronized, or lacking and weak, and cannot realize the goals of building digital government, digital economy, and digital society.

Therefore, to effectively apply science and technology and digital transformation to production and serve life, the Central and local governments need to prioritize training local human resources, especially for remote communes with difficult economic conditions; take youth union members as the leading nucleus in applying scientific and technological achievements and digital transformation.

Along with that, the State allocates preferential loans, increases loans, and simplifies capital access procedures for economic development models and projects applying technology and digital transformation.

Professional agencies open many training courses, provide guidance, and build pilot models to apply science and technology to cultivation and animal husbandry, bringing about practical results, thereby expanding to attract more and more participants...

Confidently entering the new era

Mr. Hoang Trung Dung, Vice Chairman of the People's Committee of Khuat Xa Commune, Lang Son Province, agreed with the growth model, identifying the full promotion of the role and functions of economic zones; emphasizing the promotion of regional linkages, restructuring development space; mobilizing all resources and driving forces for growth... as the basis for localities to plan appropriate socio-economic development plans.

However, reality shows that it is necessary to promote linkages, expand and restructure the development space of the economy in accordance with the new administrative system. Regarding economic restructuring, according to Mr. Dung, it is necessary to supplement and emphasize the full promotion of the functions and roles of economic sectors.

In which, State economic development plays a leading role in ensuring major balances, strategic orientation, and leading the economy; private economic development is a driving force; cooperative economy, collective economy, foreign-invested economy, and other economic forms play important roles.

Currently, the merged communes have larger scales, opening up new development space, but for mountainous and border communes, the State needs to continue to pay attention and invest in completing traffic infrastructure; have more preferential capital support programs to help ethnic minorities and mountainous areas have conditions to develop the economy and improve their lives.

At the same time, the State needs to consider and issue policies to retain young people, train and improve the quality of local human resources to meet the requirements of the new stage.

Specialized agencies review socio-economic development plans and projects in accordance with the new context of the two-level local government model; review and adjust sub-projects in the three national target programs in accordance with reality to achieve higher efficiency.

Mr. Nong Van Phu, a teacher at Khuat Xa 1 Primary School, Khuat Xa Commune, Lang Son Province, was pleased with the draft political report when it identified: Modernizing university education, having special and outstanding preferential policies for teachers, scientists and education management staff...

These contents are of great significance, marking a shift in education from equipping knowledge to comprehensively developing learners' capacity, physical strength and qualities; standardizing education quality.

According to teacher Nong Van Phu, for a mountainous province with many difficulties, the Party and State need to research and consider issuing appropriate remuneration policies to attract and retain good teachers; synchronously invest in schools and modern teaching equipment, creating conditions for students to develop comprehensively in terms of qualities, abilities and life skills.

“Along with the policy of increasing teachers' salaries, the Politburo recently agreed on the policy of investing in the construction of primary and secondary boarding schools in 248 land border communes. In Lang Son province, 11 spacious and modern schools will be built in border communes. These are extremely meaningful projects, contributing to reducing difficulties for border communes and creating the best learning conditions for ethnic minority students. In particular, the salary increase helps teachers have more conditions to improve their lives, feel secure in their profession, constantly improve their professional expertise, innovate teaching methods, and meet new standards, requirements, and tasks,” Mr. Phu affirmed./.
