Attending the conference were: Senior Lieutenant General Nguyen Van Hien, member of the Party Central Committee, Deputy Minister of National Defense ; Senior Lieutenant General Huynh Chien Thang, member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the Vietnam People's Army. Also attending were leaders and commanders of agencies and units under the Ministry of National Defense.
In recent times, the digital transformation work of the Ministry of National Defense has achieved some positive results. Awareness of digital transformation among heads, commanders and officers of agencies and units has been raised. The habit of working in a digital environment has gradually become routine. The legal framework, planning and architecture for digital transformation have been basically completed; digital infrastructure has been ensured.
These are the advantages and basis for the Ministry of National Defense to identify breakthrough steps in digital transformation in the 2026-2030 period.

According to the Digital Transformation Project for the 2024-2025 period, the Ministry of National Defense will deploy 17 projects and 46 tasks, focusing on resources to build and develop network connection infrastructure, centralized data centers at the Ministry level, initially build a number of original databases, shared digital platforms, produce information technology equipment; pilot digital transformation according to unit types.
Based on the directions and orientations of the Central and Government on national digital transformation and some shortcomings and limitations pointed out after the inspection, the Digital Transformation Project in the Ministry of National Defense needs to be adjusted and supplemented to suit the requirements and tasks in the new situation, in the direction of building a system of digital transformation ecosystems according to sectors, on the basis of benefiting, inheriting, synchronizing, and unifying with the digital transformation projects of the Central, Government, and Ministry of National Defense; gradually bringing professional activities to the digital environment; creating a digital database, building a digital platform in a centralized, unified, interconnected, and securely connected direction, contributing to improving the quality, effectiveness, and efficiency of military and defense activities.

At the conference, delegates listened to a report on updating and adjusting the Project according to the orientation and direction at the first conference and discussed how to remove difficulties and obstacles, and determined plans to adjust the project in the next phase.
In particular, according to Lieutenant General Do Xuan Tung, in the next phase, it is necessary to urgently develop a digital transformation project for sectors and fields, ensuring synchronization and vertical connectivity from grassroots units to the Ministry level and horizontal sharing and connection between sectors in the Army; promptly ensuring transmission lines and information technology equipment for agencies and units.
In particular, regarding staff organization, it is necessary to "increase the small number" to "reduce the large number", which means increasing the number of IT staff and digital transformation to further improve the quality and efficiency of digital transformation work, thereby reducing the "large number" of staff and employees in many other sectors.

Concluding the conference, Senior Lieutenant General Le Huy Vinh commended Command 86 for proactively coordinating and guiding agencies and units to complete the report adjusting the Digital Transformation Project in the Ministry of National Defense for the period 2026 - 2030.
To ensure that the adjustment of the Project is comprehensive, synchronous, inheritable, updated, and of guaranteed quality, Senior Lieutenant General Le Huy Vinh requested agencies and units to closely follow the direction and requirements of the Central Government and the Government in digital transformation work; the orientations, guiding viewpoints, goals, breakthroughs, tasks and solutions identified in the Resolution of the 12th Party Congress of the Army, to determine the general goals of the digital transformation task in the Army for the period 2026-2030, towards building a synchronous digital interconnection model for the entire army, on the basis of infrastructure, data, digital platforms and shared applications, eliminating the situation of information separatism, investment fragmentation, forming shared digital resources of the Ministry of National Defense, using data, digital technology and artificial intelligence, effectively serving military and defense tasks.

Agencies and units, according to their functions and tasks, proactively develop digital transformation projects and tasks to ensure compliance with principles and benefit from digital ecosystems built by the agencies of the Ministry of National Defense.
Command 86 presides over and coordinates with relevant agencies and units to appraise component projects, ensuring adherence to the Project's viewpoints and objectives, avoiding overlap and waste; continues to review, edit, and complete the Project adjustment dossier, and report to the Central Military Commission Standing Committee for consideration and approval.
