As a routine, early every morning, Captain Tran Van Linh, Head of the military control team of the General Staff Department, Ha Tinh Provincial Military Command, inspects all preparations for patrol and control missions on traffic routes and assigned areas.

After checking the vehicle condition, disseminating the plan, time, patrol and control area, the team leader commands the members of the mobile team to the identified location to deploy the work.

The military control force of the General Staff Department, Ha Tinh Provincial Military Command increased patrols and control of soldiers participating in traffic.
Strengthen checks on etiquette, demeanor, and vehicle registration of each soldier before entering and leaving the barracks.

“During the course of our duties, we closely coordinate with local authorities and the motorcycle industry to inspect, rectify, and measure alcohol levels of soldiers when driving vehicles. Thereby, we prevent and minimize traffic safety violations by all soldiers on the road,” said Captain Tran Van Linh.

At the guard gate of the Provincial Military Command, representatives of the operational agency and the security force took turns checking the etiquette and demeanor of the soldiers; driver's license, vehicle registration certificate, civil liability insurance of each soldier before entering or leaving the barracks... Any violations, wrong conduct, or missing documents were not allowed to pass through the guard gate.

Lieutenant Colonel Nguyen Trong Thinh, Deputy Head of the Training Department, General Staff Department, said: "Checking documents at the gate has been maintained for a long time, the purpose is to strictly manage personal documents and other documents attached to the vehicles of soldiers under his command; at the same time, monthly, the training agency and motorbikes conduct a check on the technical condition of the vehicle, if the technical condition is not guaranteed, it will not be allowed to participate in traffic."

Regiment 841, Ha Tinh Provincial Military Command attaches importance to innovation in content and form of propaganda to raise traffic culture awareness for soldiers through documents and visuals.

Regiment 841 is a combat readiness training unit, the main subjects are officers, professional soldiers and non-commissioned officers - soldiers. Traffic safety propaganda work is also deployed synchronously with many practical and effective methods.

Lieutenant Colonel Nguyen Dinh Hoang, Commander of Regiment 841, informed: "Along with innovating and diversifying the content, forms and methods of propaganda, the unit especially attaches importance to updating information on traffic safety violations, new documents, directives and instructions on traffic safety, images of traffic accidents posted in crowded places... thereby raising awareness and sense of traffic culture among officers and soldiers."

At any agency or unit, it is easy to see that visual propaganda work is highly valued with a system of billboards, posters, and visual propaganda boards that are beautifully designed, impressive, and eye-catching, attracting everyone's attention. The slogans have become commands for every soldier to remember and implement: "Obeying traffic laws is protecting yourself and everyone", "Obeying traffic laws is demonstrating traffic culture", "If you drink alcohol or beer - do not drive", "Traffic safety means no accidents"...

According to statistics in agencies and units under the Military Command of Ha Tinh province, the number of cars and motorbikes is relatively large, especially cars accounting for nearly 60%. Due to the requirements and tasks of having to monitor, direct, and inspect local bases, the daily traffic density of soldiers on the road is very high. Therefore, the issue of traffic safety is always of concern to the Party Committees and commanders of agencies and units, considering this an urgent requirement for building a strong and comprehensive agency and unit.

The Motorcycle Department under the Logistics - Technical Department has increased inspection of the technical condition of vehicles and the driver's awareness level.

Building traffic culture awareness into the eating and thinking habits of each officer and soldier of the provincial military is one of the breakthrough solutions that the Party Committees and commanders of agencies and units pay special attention to.

Every year, Party committees at all levels promptly issue specialized resolutions on traffic safety. On that basis, the Party organization system, the government and mass organizations all develop action programs on traffic safety; organize campaigns, write registrations of commitments not to violate traffic safety regulations.

Giang Village Border Guard Station in Phuc Trach Commune, Ha Tinh Province coordinates to propagate Traffic Safety Law to the Chut ethnic group.

Agencies and units closely coordinate with functional forces to organize patrols, inspections, controls, promptly correct and handle soldiers who violate traffic safety and notify the unit.

Up to now, 100% of agencies and units have parking lots, with each soldier's name and registration book, and management and monitoring records clearly stating the full name and specific license plate number of each individual, making it very convenient for monitoring and inspection.

Lieutenant Colonel Le Xuan Phu, Deputy Head of Logistics - Engineering, Ha Tinh Provincial Military Command said: "Propaganda work is carried out regularly, continuously, persistently, aiming to change the awareness of ideology, making the issue of traffic safety and compliance with the Traffic Safety Law become the self-awareness of all soldiers; building for each soldier a sustainable "Traffic Culture" foundation, deeply ingrained in the subconscious, becoming a permanent awareness, is a vital issue to reduce traffic accidents, contributing to building a strong and comprehensive agency and unit "exemplary model".
