At Son Kim 1 commune, Ha Tinh province, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh attended the groundbreaking ceremony of the Son Kim 1 Primary and Secondary Boarding School project.
The project to build Son Kim 1 Primary and Secondary Boarding School has a modern scale with 40 classes for 1,330 students with a total investment of about 140 billion VND. The project includes a full range of learning areas, functional areas, dormitories, and cultural activities areas. The project, when completed and put into use, will be a bridge of knowledge, help to foster dreams and build the future for the generation of children in the border areas of Ha Tinh province.
The groundbreaking of the project to build schools in border areas is an important milestone in realizing the major policy of the Politburo in the Notice of Conclusion No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes; demonstrating the attention of the Party and State to the people as well as the education work in border areas that still face many difficulties.
Speaking at the ceremony, Vice Chairwoman of the People's Committee of Ha Tinh province Nguyen Thi Nguyet said that Ha Tinh is one of 22 localities in the country with land borders, with 7 communes bordering Laos. This is a land with a particularly important position in terms of national defense and security and is the fence of the Fatherland. Through many stages of development, the Party Committee and people of Ha Tinh province have always determined that education in border areas is a top priority task.
Implementing the Politburo's Conclusion, Ha Tinh province has proactively reviewed, planned and proposed to invest in 7 inter-level school projects in border communes, with a total investment of more than 740 billion VND. Son Kim 1 Primary and Secondary Boarding School and Huong Khe Primary and Secondary Boarding School started construction today, are 2 of a total of 100 projects nationwide approved by the Government to be piloted in 2025. These are all key projects of special importance to the province, with pioneering significance and symbolizing Ha Tinh's determination to bring the Politburo's policy into life.
At the ceremony, Deputy Prime Minister Nguyen Hoa Binh pressed the button to start the project and presented 1,200 warm coats to students of Son Kim 1 Primary and Secondary School.
On this occasion, the Permanent Deputy Prime Minister and the working delegation visited and presented gifts to officers and soldiers of the Cau Treo International Border Gate Border Guard Station and people of Son Kim 1 commune.
Deputy Prime Minister Pham Thi Thanh Tra attended the groundbreaking ceremony for the construction of four inter-level boarding schools at the Lao Cai border.
In Muong Khuong commune, Lao Cai province, Deputy Prime Minister Pham Thi Thanh Tra attended the groundbreaking ceremony for the construction of four primary and secondary boarding schools in the border communes of A Mu Sung, Y Ty, Muong Khuong and Pha Long. This is an event of special significance, demonstrating the deep concern and support of the Party and State for the cause of education and training, socio-economic development, and strengthening national defense and security in the country's border areas.
The Muong Khuong Primary and Secondary Boarding School, Y Ty Primary and Secondary Boarding School (in Y Ty commune), Pha Long Primary and Secondary Boarding School (in Pha Long commune), A Mu Sung Primary and Secondary Boarding School (in A Mu Sung commune) are invested synchronously with classrooms, dormitories, multi-purpose halls, libraries, kitchens, technical infrastructure... with a scale of 28 to 36 classrooms. The boarding housing area for students has from 123 to 158 closed rooms, serving from 980 to more than 1,200 students per school; the teachers' public housing area has from 18 to 28 rooms per school...

Each school campus ensures a land area of 5.4-8.2 hectares; the design aims for uniformity and modernity but is still flexible to adapt to the terrain and climate of each region.
The total investment of the 4 schools is 945 billion VND from the central budget, provincial budget and other legally mobilized capital sources. The projects were started with a construction period of 9 months, striving to be completed before August 30, 2026.
The remaining schools: Primary and Secondary Boarding Schools in the border communes and wards of Ban Lau, Trinh Tuong, Si Ma Cai, Bat Xat and Lao Cai will be built in 2026 and are expected to be completed in 2027. The total investment cost of the 9 schools is expected to be nearly 1,480 billion VND.
At the groundbreaking ceremony, Chairman of Lao Cai Provincial People's Committee Tran Huy Tuan strongly stated that the policy of building a system of inter-level boarding schools in border communes is a strategic visionary decision imbued with the profound humanity of our Party and State. This is not only an educational project, but also a project of faith and national solidarity, demonstrating the steadfast will of "a strong border and a prosperous people."
Lao Cai commits to hand over clean site, creating the most favorable conditions for the construction unit to implement the project on schedule, ensuring quality and safety.
Lao Cai province directs sectors and localities to closely coordinate and provide maximum support to investors and construction units throughout the construction process; ensuring completion progress in August 2026. Localities strengthen inspection, supervision, and strictly implement regulations on investment management, preventing negativity, loss, and waste; direct full preparation of conditions in terms of staff, programs, and facilities so that when the project is completed, the schools truly become "second homes" for students in the highlands, a place to nurture knowledge, and light up the aspirations of students to rise up in the border areas of the Fatherland.
On the occasion of the groundbreaking ceremony, Deputy Prime Minister Pham Thi Thanh Tra presented 200 gifts to 200 disadvantaged students in Muong Khuong, Pha Long, Y Ty and A Mu Sung communes; and presented gifts to Muong Khuong Kindergarten, Muong Khuong commune on the occasion of Vietnamese Teachers' Day, November 20.
On this occasion, the Vietnam Bank for Agriculture and Rural Development donated 4 computer rooms worth 1 billion VND to 4 schools.
Immediately after the groundbreaking ceremony, Deputy Prime Minister Pham Thi Thanh Tra is expected to visit and work in Muong Khuong commune, Lao Cai province.

On November 9, at Pan Pe resettlement area, Hop Thanh village, Khuat Xa commune (Lang Son), Deputy Prime Minister Tran Hong Ha and leaders of central ministries, branches and Lang Son province performed the groundbreaking ceremony to start the construction of Khuat Xa Primary and Secondary Boarding School.
The Khuat Xa Primary and Secondary Boarding School Project is the first project to start construction among 11 inter-level boarding schools in the border area of the province and is among 248 inter-level boarding schools in border communes according to the Conclusion Notice No. 81-TB/TW of the Politburo on the policy of investing in building schools for border communes and Resolution No. 298/NQ-CP of the Government promulgating the Government's Action Plan to implement Conclusion Notice No. 81-TB/TW.

According to the leader of the People's Committee of Lang Son province, the province is committed to handing over the clean site, creating the most favorable conditions for the construction unit to implement on schedule, ensuring the quality and safety of the project; directing the sectors and localities to coordinate closely and provide maximum support to the investor and the construction unit throughout the construction process to complete the project, put it into use and welcome students in the new school year 2026-2027.
Along with that, the province will continue to mobilize resources and synchronously deploy the remaining 10 inter-level boarding schools in border communes.
Khuat Xa Primary and Secondary Boarding School project in Khuat Xa commune has a scale of 36 classrooms, a total of 1,260 students. The planned area is nearly 5 hectares. The total investment is 265 billion VND.
Khuat Xa is a border commune formed on the basis of arranging the entire natural area and population size of the communes: Tam Gia and Khuat Xa commune (old). The commune has a natural area of 124.91km2 and a population of 9,283 people.
The commune has 21 villages, including 3 border villages, the border with China is 12.5km long. Currently, the commune has 8 schools including: 3 kindergartens, 2 primary schools, 1 middle school, 2 primary and middle schools, with 90 classrooms, 1,830 students...
There are still many small schools in the area, the distance from home to school for students is still far, facilities and learning conditions are still lacking. The new school was built here with modern equipment, helping students develop comprehensively; creating conditions to concentrate resources, teaching staff, connecting, sharing, innovating to develop the quality of education in ethnic minority mountainous areas, highland border areas.
Investing in and building inter-level boarding schools in border communes is not only an investment program in educational infrastructure, but also an outstanding social policy to create favorable conditions for ethnic minority children to study and train in the best educational environment, comprehensively developing life skills, digital skills, and global skills.

On the morning of November 9, at Phai Din village (Thanh Nua commune), Deputy Prime Minister Le Thanh Long attended the groundbreaking ceremony for the construction of the Thanh Nua commune primary and secondary boarding school.
Thanh Nua is a border commune established on the basis of merging the entire natural area and population of the communes: Hua Thanh, Thanh Nua, Thanh Luong, Thanh Hung and Thanh Chan. The commune has nearly 40km of border adjacent to Laos, with a particularly important position in terms of national defense, security and border development.
The commune has a natural area of nearly 17,700 hectares; the total number of households is 7,150, with more than 29,000 people, belonging to 6 ethnic groups. Of the 73 villages and hamlets, there are up to 10 villages and hamlets in the particularly difficult category.

Thanh Nua Commune Party Committee Secretary Nguyen Thai Binh said that the Thanh Nua Primary and Secondary Boarding School is the aspiration of the Party Committee, government and people of Thanh Nua Commune. When completed and put into use, this project will not only be a spacious and modern place to study but also a symbol of knowledge, faith and aspirations of children of all ethnic groups; contributing to the preservation and development of culture, socio-economy and strengthening national defense and border security.
The project has a total investment of 224.4 billion VND. The planning area is 5.39 hectares. The scale is enough for about 1,050 students, it is a synchronous and modern complex of works, invested in new construction with the entire design applied according to the model issued by the Ministry of Construction.
The project includes main items: 30 cultural classrooms, 13 subject classrooms, 99 dormitories for students and 15 office rooms for teachers, a dining room, and a kitchen. The administrative block includes: the Board of Directors' office and study support rooms. In addition, there are auxiliary items: sports area, yard, fence, power supply system, water supply system, fire protection system, and all equipment are invested synchronously and modernly.
Along with Thanh Nua, 5 other boarding school projects in the communes of Sin Thau, Nam Ke, Quang Lam, Thanh Yen and Muong Nha were also started this morning. This is a series of key projects under the investment program for education development in ethnic minority and mountainous areas, with a total investment of more than 1,300 billion VND.
Here, Deputy Prime Minister Le Thanh Long and leaders of Dien Bien province presented gifts to 10 households and 30 students in difficult circumstances of Thanh Nua commune. The Central Military Commission and the Ministry of National Defense also presented gifts to 10 households and 30 students in difficult circumstances of Thanh Nua commune.
Previously, on November 2, Dien Bien province simultaneously started construction of 3 primary and secondary boarding schools in the communes of Sam Mum, Nua Ngam and Na Bung. Regarding Si Pa Phin primary and secondary boarding school - the first project to be started nationwide on July 27, the contractor is currently working day and night and has achieved more than 50% of the project volume.
According to the plan of the People's Committee of Dien Bien province, in 2025, it will start construction or renovate, upgrade and expand 10 primary and secondary boarding schools in 10 border communes and complete and put into use before August 30, 2026. These schools will be models for further implementation in the remaining 5 border communes in the area and complete the target by 2028.
Deputy Prime Minister Mai Van Chinh attends the groundbreaking ceremony of an inter-level general school in a border commune of Dak Lak.
At the border commune of Ia Rve, Deputy Prime Minister Mai Van Chinh attended the groundbreaking ceremony for the construction of Ia Rve Primary and Secondary School.
The project to build the Ia Rve Commune Primary and Secondary School has a total investment of 127.8 billion VND; the scale of 1,125 students, including boarding and semi-boarding students. The school is upgraded and expanded with facilities from Nguyen Thi Dinh Secondary School, expected to be completed in early August 2026.

The project has an area of over 51,000m2, including new construction items such as: Primary and Secondary School building, built 3 floors, level III scale, each floor is over 900m2; dining room and kitchen with level 3 standards, 1 floor; 30-room boarding house with level 3 standards, 3 floors and many other items such as garage; guard house; house for water filtration equipment... Technical infrastructure includes: Overall leveling, stone embankment, gate, fence, yard, internal road, flagpole, trees, power supply system, water supply and drainage, underground water tank...
The project also renovated the old school into a boarding area for lunch breaks, a cultural and artistic activity house. In addition, the new school has also invested in equipment for teaching, student care and school activities.
On the same day, Dak Lak also started construction of two projects: Ia Lop Primary and Secondary Boarding School (Ia Lop commune) and Buon Don Primary and Secondary Boarding School (Buon Don commune), with a total investment of more than 263.6 billion VND.
Ia Rve, Ia Lop and Buon Don are the western border communes of Dak Lak province, very far from the center of Dak Lak province. Transportation is difficult, the land is not fertile and there is little water for irrigation, so the lives of ethnic people are very difficult.
The three projects that have been started are key projects in the Investment Program to build schools for Dak Lak border communes, which are expected to create a breakthrough in developing educational infrastructure, improving people's knowledge, and contributing to strengthening national defense and security in the Central Highlands border area.

The bridge points in Son Vi, Pho Bang, Xin Man, and Pa Vay Su also simultaneously held groundbreaking ceremonies, connected online with the main bridge point in Minh Tan commune, creating an exciting atmosphere, spreading the spirit of joining hands for the future of students in border areas.

According to a report from Tuyen Quang province, the total investment for the 5 schools is more than 1,145 billion VND. Of which, Minh Tan Boarding School is large in scale with a total estimated investment of 251 billion VND. The project includes 45 classrooms with more than 1,500 students, built on an area of more than 4 hectares, expected to be completed before August 30, 2026. The projects are designed in a modern and synchronous manner, including learning areas, dormitories, dining halls, living areas and sports grounds, ensuring high technical standards, creating a safe and comfortable boarding environment for students.
Previously, on August 19, in Thanh Thuy commune, the People's Committee of Tuyen Quang province held the launching ceremony of the project to build Thanh Thuy Primary and Secondary Boarding School. The project has a total investment of more than 211 billion VND.
According to Secretary of Tuyen Quang Provincial Party Committee Hau A Lenh, this is not only an investment in education but also an investment in the future, in the aspirations of ethnic minority children. When the schools are completed, the border area of Tuyen Quang will have new motivation for comprehensive and sustainable development.
When completed, the inter-level boarding schools will create better learning, training and living conditions for students in the highlands, contributing to maintaining student numbers, improving the quality of comprehensive education and being a highlight in the development of educational infrastructure in border communes. The groundbreaking and construction of 5 inter-level boarding schools in border communes of Tuyen Quang province has profound political and social significance, demonstrating the special attention of the Party and State in caring for the material and spiritual life of people in border areas, contributing to strengthening national defense and security, and building a strong border area.

Deputy Prime Minister Ho Duc Phoc attended the groundbreaking ceremony of an inter-level boarding school in Lam Dong.
At the border commune of Thuan An, the People's Committee of Lam Dong province held the groundbreaking ceremony for the project of a primary and secondary boarding school in Thuan An commune.
This is a project with a total area of nearly 5 hectares, with an estimated investment of more than 225 billion VND. The project is expected to be completed before August 30, 2026 and put into operation with 30 classrooms to welcome about 1,050 students from the 2026-2027 school year.
At the ceremony, Deputy Prime Minister Ho Duc Phoc affirmed that the groundbreaking ceremony of Thuan An Commune Primary and Secondary Boarding School and other boarding schools across the country is a testament to the Party and State's priority policy of investing in education in disadvantaged, remote, and border areas, helping to narrow the gap in education in these areas compared to urban and delta areas.

Investing in a system of primary and secondary schools in the border communes will create closed educational facilities with full facilities for students to learn knowledge, practice, train physically, and develop comprehensively. This is also the basis for realizing an important orientation, the most remote place is still the place with the best learning conditions.
Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province, said that together with the whole country, on the morning of November 9, the People's Committee of Lam Dong province held the groundbreaking ceremony for two inter-level schools in two communes, Thuan An and Quang Truc. This is the dream project of thousands of households in the border area with many generations attached to this remote border land; and is an opportunity for children in remote, isolated and border areas of the province to study, live and work in a spacious and modern school.
To complete the project on schedule, the Chairman of Lam Dong Provincial People's Committee requested the investor and related contractors to develop a specific and detailed scenario for the project, in which difficulties must be anticipated for timely handling and resolution. At the same time, the Department of Education and Training of Lam Dong Province and related departments and branches prepare a team of teachers, staff, and workers to serve at the school, ensuring that the project, after completion, will operate effectively, worthy of the attention and resource priorities of the Party and State as well as complete the set goals.
On the morning of November 9, Lam Dong Provincial People's Committee also held a groundbreaking ceremony for the Quang Truc Commune Primary and Secondary Boarding School project. This school has a similar construction investment scale and completion time as the Thuan An Commune Primary and Secondary Boarding School.

Deputy Prime Minister Bui Thanh Son attended the groundbreaking ceremony for the construction of Vinh Gia Primary and Secondary Boarding School in An Giang province (currently Luong An Tra Secondary School).
Vinh Gia Primary - Secondary Boarding School (Vinh Gia commune) has a scale of 45 classes, 1,500 students and related construction items to serve teaching needs and outdoor stage, toilet, guard house, gate - fence, dining room, multi-purpose house, dormitory... Total investment is more than 186 billion VND, expected to be completed in August 2026.

On the same day, An Giang province started construction of Giang Thanh Primary and Secondary Boarding School (Giang Thanh Commune) with 30 classrooms and 1,000 students; Khanh An Primary and Secondary Boarding School (Khanh Binh Commune) with 45 classrooms and 1,500 students. These schools have full learning areas, dormitories, kitchens, cultural and sports activities... construction, expected to be completed in August 2026.
An Giang province has 14 land border communes and wards, including: 9 communes: Giang Thanh, Vinh Gia, Khanh Binh, Nhon Hoi, Phu Huu, An Phu, Ba Chuc, Vinh Xuong, Vinh Dieu and 5 wards: Ha Tien, Chau Doc, Vinh Te, Tinh Bien, Thoi Son. The province was assigned to build 3 schools out of a total of 100 schools nationwide in phase 1, with a total estimated investment of more than 388 billion VND, to be completed and put into use in August 2026.
The leaders of An Giang province emphasized that the investment in building boarding schools for primary and secondary levels in border communes is a major, comprehensive and humane policy of the Party and State for the cause of education in border areas, aiming to improve people's knowledge, develop human resources, and strengthen national defense and security. Thereby, the program aims to create stable and long-term learning conditions for children of people in border areas, especially ethnic minorities, contributing to strengthening national defense and security and the great national unity bloc.
The construction of boarding schools creates favorable and best learning conditions for children of people in border areas, especially children of ethnic minorities and students in difficult areas, to access high-quality education, thereby improving the knowledge and quality of human resources for border areas.
