On the occasion of the groundbreaking ceremony and Vietnamese Teachers' Day (November 20th), on behalf of the Party, State, and Government leaders, the Prime Minister extends his respectful greetings, heartfelt regards, and best wishes to all delegates, teachers, students, and parents .
The Prime Minister emphasized that the Party and the State have always considered education and training as a top national priority. This is a field of particularly important role, creating the foundation, shaping and developing the personality, qualities, and abilities of individuals; it is a decisive factor in ensuring success in implementing breakthroughs in human resource development to serve the cause of building and defending the socialist Fatherland.

Speaking at the event, Prime Minister Pham Minh Chinh expressed his pleasure at attending the groundbreaking ceremony in the atmosphere of nationwide emulation to achieve accomplishments in chào mừng the 14th National Congress of the Party; affirming that this is an event of profound political, social and humanitarian significance, reflecting the spirit of "The whole country turns towards the border, for the future of the children of ethnic minorities".
According to the Prime Minister, the policy of investing in the construction of 248 multi-level ethnic boarding schools in border communes was approved by the Politburo in Conclusion No. 81 dated July 18. This is one of the key tasks, contributing to raising the intellectual level of the people, training human resources, training local ethnic minority cadres, and simultaneously strengthening national defense and security in border areas.
The Prime Minister affirmed that the construction of a multi-level boarding school system is a breakthrough in the strategy for developing human resources in border regions. To date, 28 schools have begun construction. Today alone, 72 schools in 14 border provinces will begin construction simultaneously, creating a strong ripple effect along the length of the nation's border.
"We are delighted to witness the shared joy spreading along the entire length of our country's border. Everywhere we see the radiant, excited eyes of teachers, students, parents, and people witnessing the groundbreaking of boarding schools for primary and secondary levels, contributing to spreading the spirit of humanity, compassion, and social responsibility in the journey of imparting knowledge in our border regions," the Prime Minister said.
The Prime Minister emphasized that this event is an important starting point in the journey of "spreading literacy in border areas," contributing to bringing the light of knowledge to the children of ethnic minorities and creating a solid foundation for sustainable development in border regions. These boarding schools are not only places of learning but also symbols of faith, aspirations for progress, and proof of national unity.

At the ceremony, Prime Minister Pham Minh Chinh expressed his gratitude to the localities, construction forces, teachers, students, and people in the border region for their unity and efforts in implementing this meaningful program. He also thanked organizations, businesses, individuals, and philanthropists both domestically and internationally for their continuous support and contributions to the program.
The Prime Minister requested the Minister of Education and Training, the heads of relevant ministries and agencies - especially the Secretaries and Chairmen of border provinces, and leaders of relevant departments and agencies - to directly supervise, regularly inspect, and urge the timely resolution of difficulties and obstacles, striving to complete projects on schedule; ensuring quality, technical standards, and aesthetics; preventing corruption, negative practices, waste, losses, and unreasonable cost overruns; and improving the overall quality of education in schools in border areas.
The Prime Minister requested that investment be focused on boarding schools that have already been started and are under construction with the spirit of "3 shifts, 4 teams," "overcoming the sun, conquering the rain, not defeated by storms," "working during the day is not enough, so we take advantage of working at night and on holidays" with a rapid and bold spirit, adhering to regulations, ensuring the right quality and completing on time.
"Each new school will be a place to sow the seeds of literacy, nurture knowledge, ignite dreams, and realize aspirations; it will be a symbol of the spirit of national unity, the affection and responsibility of the Party, the State, and the people towards our compatriots and the border regions of the Fatherland," the Prime Minister emphasized.

The Prime Minister requested that Party committees, government agencies, construction units, and relevant organizations adhere to the "five guarantees" in the investment and construction of schools. These are: ensuring quality and progress; ensuring land clearance and material supply; ensuring technical standards, aesthetics, environmental hygiene, landscape, and labor safety; ensuring that corruption, negative practices, losses, and waste do not occur; and ensuring that investments are effective and bring practical benefits to students, teachers, parents, and contribute to the socio-economic development of the area.
On this occasion, the Prime Minister expressed his deep gratitude to the teachers in mountainous, remote, and border areas, those who silently sow the seeds of knowledge. He wished the students to be diligent, excel in their studies, preserve their national identity, nurture their dreams and aspirations to contribute to building their homeland and country.

Four school construction projects simultaneously commenced today in Thanh Hoa province, located in the communes of Yen Khuong, Tam Lu, Tam Thanh, and Na Meo. Prior to this, on October 14th, Prime Minister Pham Minh Chinh also attended the groundbreaking ceremony for the Bat Mot Primary and Secondary Boarding School (in Can village, Bat Mot border commune).
