On the occasion of the groundbreaking ceremony and Vietnamese Teachers' Day (November 20), on behalf of the leaders of the Party, State, and Government, the Prime Minister would like to send to the delegates, teachers, students, and parents our respectful greetings, warm regards, and best wishes .
The Prime Minister stated that the Party and State always consider education and training as the top national policy. This is a field of special importance, creating the foundation, forming and developing human personality, qualities and capacities; it is the decisive factor ensuring success in implementing breakthroughs in human resource development to serve the cause of building and defending the socialist Fatherland.

Speaking at the event, Prime Minister Pham Minh Chinh expressed his joy at the groundbreaking ceremony in the exciting atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party; affirming that this is an event of profound political, social and humanistic significance, demonstrating the spirit of "The whole country looks towards the border, for the future of children of all ethnic groups".
According to the Prime Minister, the policy of investing in building 248 inter-level boarding schools for ethnic minorities in the border communes was approved by the Politburo in Conclusion No. 81 dated July 18. This is one of the key tasks, contributing to improving people's knowledge, training human resources, training local ethnic minority cadres, and at the same time strengthening national defense and security in border areas.
The Prime Minister affirmed that the construction of a system of inter-level boarding schools is a breakthrough in the strategy of developing human resources in border areas. To date, 28 schools have been started. Today alone, 72 schools in 14 border provinces continued to be started simultaneously, creating a strong momentum spreading along the length of the Fatherland's border.
"We are very happy to witness the common joy spreading along the length of the Fatherland's border. Everywhere there are bright, excited eyes of teachers, students, parents and people witnessing the groundbreaking of primary and secondary boarding schools, contributing to spreading the spirit of humanity, benevolence and social responsibility in the journey of spreading knowledge in our border areas," said the Prime Minister.
The Prime Minister emphasized that this event is an important first step in the journey of “sowing knowledge in the border areas”, contributing to bringing the light of knowledge to the children of ethnic minorities, creating a solid foundation for sustainable development in the border areas. Boarding schools are not only places of study but also a symbol of faith, aspiration to rise up and a testament to the spirit of national solidarity.

At the ceremony, Prime Minister Pham Minh Chinh thanked the localities, construction forces, teachers, students and people in the border areas for their solidarity and efforts in implementing this meaningful program. At the same time, he thanked the organizations, businesses, individuals and philanthropists at home and abroad for always accompanying, contributing and supporting the implementation of the program.
The Prime Minister requested the Minister of Education and Training, heads of relevant ministries and agencies - especially the Secretaries and Chairmen of border provinces, leaders of relevant departments, branches and sectors - to directly direct, regularly inspect, urge, promptly remove difficulties and obstacles, strive to complete projects on schedule; ensure quality, technique and aesthetics; prevent corruption, negativity, waste, loss, and unreasonable capital increase; and improve the comprehensive education quality of schools in border areas.
The Prime Minister suggested focusing on investing in boarding schools that have been started and constructed with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "working during the day is not enough, working at night, working extra on holidays" with the spirit of speed and boldness, complying with regulations, ensuring the right quality and completing on time.
"Each new school will be a place to sow letters, nurture knowledge, light up dreams, and realize aspirations; a symbol of the spirit of great national unity, the affection and responsibility of the Party, the State, and the people towards their compatriots and the border areas of the Fatherland," the Prime Minister emphasized.

The Prime Minister requested Party committees at all levels, authorities, construction units, and relevant agencies to comply with the "5 guarantees" in investing and building schools. These are: ensuring quality and progress; ensuring site clearance and material sources; ensuring technical, aesthetic, environmental sanitation, landscape, and labor safety; ensuring no corruption, negativity, loss, or waste; ensuring that investment is effective, bringing practical benefits to students, teachers, and parents, and contributing to promoting the socio-economic development of the locality.
On this occasion, the Prime Minister expressed his deep gratitude to the team of teachers in remote, mountainous and border areas, who silently spread knowledge. He wished the students to be good and study well, preserve the national identity; nurture their dreams and aspirations to rise up and contribute to the development of their homeland and country.

Four schools simultaneously started construction in Thanh Hoa today in the communes of Yen Khuong, Tam Lu, Tam Thanh and Na Meo. Previously, on October 14, Prime Minister Pham Minh Chinh also attended the groundbreaking ceremony for Bat Mot Primary and Secondary Boarding School (in Can village, Bat Mot border commune).
