Prime Minister Pham Minh Chinh: Thanh Hoa needs to improve the effectiveness of the 'four mountains'

Prime Minister Pham Minh Chinh emphasized that Thanh Hoa needs to improve the efficiency of the "four mountains" including Lam Son, Sam Son, Nghi Son, Bim Son, in which Lam Son has great potential to develop an airport urban area.

On the occasion of attending the groundbreaking ceremony for the construction of primary and secondary boarding schools in the land border communes in Yen Khuong commune, Thanh Hoa province, on November 9, Politburo member and Prime Minister Pham Minh Chinh worked with leaders of ministries, branches, and key leaders of Thanh Hoa province on the socio-economic situation, disbursement of public investment capital, implementation of the 2-level local government model, orientations, tasks, solutions for the coming time, and handling of recommendations and proposals of the province.

In the first 9 months of 2025, the province's economic growth rate reached 8.19% - among the localities with the highest GRDP growth rate in the country; the economic structure shifted positively, strongly increasing the proportion of industry and services.

Industrial production grew strongly, increasing by 15.55% in 10 months; agriculture maintained stable development, increasing product value per unit area, reaching 127 million VND/ha/year, an increase of 2 million compared to 2024.

Trade and services achieved high results, total retail sales of goods and services increased by 15.1%, compared to the national increase of 9.3%; exports increased by 18.3%, compared to the national increase of 16.2%; total tourism revenue increased by 33.7%.

State budget revenue is among the top 10 localities with the highest revenue in the country. Public investment disbursement reached 66.7% of the plan - the national rate is 54.4%; direct investment attraction increased by 27.5%. Business development was active, with the number of newly established businesses increasing by 12.9% over the same period.

Thanh Hoa province promotes the development of science, technology, digital transformation, digital infrastructure development, AI application, intellectual property development, etc. It also effectively implements the work of overcoming the consequences of natural disasters and social policies, supporting the poor.

Regarding the implementation of the two-level local government model, the province has thoroughly grasped, concretized and fully implemented the regulations, conclusions, directions and orientations of the Central Government; reached high consensus and unity in perception and action in implementation; basically completed the tasks assigned by the Central Government, ensuring quality and on schedule.

After 4 months of operation, the organization and operation of local authorities in communes and wards have ensured smooth, continuous, uninterrupted, close-to-the-people, and service-to-the-people operations, with a file settlement rate of 91.67%.

Concluding the working session, reiterating the Prime Minister's directives at the recent 20th Provincial Party Congress, Prime Minister Pham Minh Chinh highly appreciated the socio-economic development results of Thanh Hoa province in recent times in all fields, in which the implementation of the two-level local government basically met the requirements of the tasks assigned by the Central Government; emphasizing that the operation of the two-level local government in Thanh Hoa was smooth, uninterrupted, and served the people well.

However, the Prime Minister also pointed out that Thanh Hoa still has some limitations that need to be overcome, such as: economic growth is not sustainable; administrative procedure reform and improvement of the investment and business environment need to be improved; the quality of human resources at the grassroots level is still limited.

Regarding tasks and solutions for the coming time, the Prime Minister stated that Thanh Hoa has great resources, distinct potential, outstanding opportunities, competitive advantages, especially human resources - both the center and the driving force, the resource for development. Meanwhile, favorable natural conditions, on an important traffic axis, with all types of transportation, therefore, Thanh Hoa needs to exploit geostrategic conditions, exploit the advantages of forests, seas, rivers, and mountains to develop the economy.

Regarding governance, the Prime Minister asked Thanh Hoa province to promote the spirit of self-reliance, solidarity and unity; attach importance to preserving and promoting rich cultural identity and heroic historical traditions, considering this as endogenous strength.

The Prime Minister emphasized the need to renew thinking, look far and wide, think deeply and do big things. The leadership team and cadres must be extremely clean; actively develop science and technology, innovate, and digital transformation; Viettel, VNPT corporations... continue to support the province in digital transformation.

The head of the Government emphasized that Thanh Hoa needs to improve the efficiency of the “four mountains” including Lam Son, Sam Son, Nghi Son, Bim Son, in which Lam Son has great potential to develop an airport urban area. In addition, the province completes connections in traffic, telecommunications, education, etc., develops businesses, and creates opportunities and conditions for businesses to do business.

Thanh Hoa must continue administrative reform, cut all unnecessary administrative procedures; promote decentralization and delegation of power along with resource allocation, improve the implementation capacity of lower levels, especially at the commune level to better serve the people. Organize and operate the two-level local government more effectively, with continued improvement of functions, building job positions, from which to arrange staff and implement staff policies.

Especially as a large and populous province, Thanh Hoa must take good care of the material and spiritual lives of the people, especially in remote, border and island areas.

The Prime Minister also requested Thanh Hoa province to focus on building primary and secondary boarding schools in the border communes; mobilize armed forces in the area to participate in supporting the construction of schools; the province must increase revenue and save expenditure to reserve resources for investment in these programs; at the same time, mobilize the cooperation of the whole society, with the spirit of "Whoever has merit helps merit, whoever has property helps property; whoever has something helps; whoever has little helps little, whoever has a lot helps a lot".

Regarding some recommendations of the province, the Prime Minister requested the Ministry of Construction to hand over to Thanh Hoa the dredging of Nghi Son port; construction of phase 2 of Nghi Son Refinery and Petrochemical Plant; assign PetroVietnam to discuss with the province; assign PetroVietnam to discuss with foreign enterprises to invest in petroleum depots./.
