Continuing the working program in Lao Cai , on November 9, Deputy Prime Minister Pham Thi Thanh Tra inspected the activities of the Muong Khuong Commune Public Administration Service Center and worked with the leaders of the Party Committee and People's Committee of the commune.
Reporting to the Deputy Prime Minister , Muong Khuong Commune Party Secretary Giang Seo Van said that the commune was established on the basis of merging 5 administrative units. Immediately after its establishment on July 1, 2025, the Commune Party Committee quickly completed its organizational structure, clearly assigned tasks, issued working regulations and focused on disseminating major policies of the Central and Provincial Party Committees to cadres, party members and people.

Thanks to that, awareness and action in the entire political system were unified, creating social consensus. By the beginning of the fourth quarter of 2025, the commune had completed 23 socio-economic development targets, of which 12 targets reached and exceeded 100% of the plan, many areas such as education, health care, and rural infrastructure had positive changes.
However, the implementation of the new model still faces difficulties such as: Slow progress in granting land use right certificates due to large volume of documents and lack of human resources; site clearance for some key projects is facing difficulties due to low compensation prices; facilities of village cultural houses do not meet requirements after the merger.
In addition, the initial consolidation of public service units towards streamlining is still limited due to the different nature of work between fields, such as agriculture being different from culture and information, leading to ineffective performance.
Mr. Giang Seo Van proposed that the Government soon issue specific instructions for border communes in foreign affairs, and consider adding one more Vice Chairman of the Commune People's Committee to meet the specific characteristics of the large, complicated workload and close relationship with national defense and security tasks. In addition, he also proposed to separate the Commune Economic Department (currently undertaking many functions and tasks) into two separate specialized departments to increase the depth and effectiveness of consultation.
Need to fundamentally change management thinking
Concluding the working session, Deputy Prime Minister Pham Thi Thanh Tra acknowledged and highly appreciated the initiative, efforts and sense of responsibility of the Party Committee and government of Muong Khuong commune in organizing and operating the two-level local government model.
The Deputy Prime Minister emphasized that the initial results in Muong Khuong were very positive. The government apparatus basically operated smoothly without interruption; the organization and personnel were stable and clear in terms of functions, tasks and authority.
"These are the initial results, especially when we have kept almost the same staff as before - an important advantage to help the transition process and minimize disruption," said the Deputy Prime Minister.
In addition, the Commune Administration Center operates effectively, the staff has mastered the procedures, basically meeting the requirements of serving the people. Leadership and direction are implemented synchronously in all areas - from Party building, strengthening the political system to socio-economic development.
However, according to the Deputy Prime Minister, in addition to the achieved results, there are still difficulties that Muong Khuong commune needs to overcome. In the process of implementing new functions, tasks and powers, there is still initial confusion due to many changes in the scale and nature of the work.

Decentralization and delegation of power still have some aspects that are not consistent and lack conditions to ensure implementation, especially procedures related to the land sector.
There are also concerns and confusion in organizing and operating public service units in the area to be effective and streamlined according to the comprehensive public service provision model.
The Deputy Prime Minister said that the Central Government is urgently completing the system of basic legal documents. After receiving the opinion of the Politburo, the Government will issue a new Decree on the classification of administrative units, and the National Assembly Standing Committee will issue standards for each type.
"Regarding administrative organization, the number of commune-level departments will be flexible depending on the classification of administrative units. For public service units, they will be streamlined, forming centers for providing comprehensive public services, centers for developing land funds and construction investment," the Deputy Prime Minister informed.
In particular, the Deputy Prime Minister emphasized the task of improving the quality of communal-level cadres and civil servants - the decisive factor for the success of the new model.
"With 134 officials and civil servants, the current number of the commune is quite large. The most important thing is to focus on quality, expertise and adaptability. Officials must regularly update their legal knowledge and improve their qualifications in areas such as land, environment, finance, construction investment, information technology and digital transformation," said the Deputy Prime Minister.
Regarding the commune's proposal to increase the number of Vice Chairmen of the Commune People's Committee, the Deputy Prime Minister said that a new Decree will soon be issued to regulate this. The specific arrangement of 2 or 3 Vice Chairmen is under the authority of the locality based on the scale, nature and characteristics of each unit; the Central Government does not have strict regulations.
Deputy Prime Minister Pham Thi Thanh Tra especially emphasized the need to fundamentally change our mindset, not just stop at handling daily affairs. We must innovate our working methods, skills and knowledge. The requirement is not only to serve the people well, but also to innovate to govern society more effectively, thereby creating development.
"The nature of local governance is to take people as the center, mobilizing the strength of the entire people in social governance," the Deputy Prime Minister emphasized.
