Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 205 of the Politburo on a number of breakthrough solutions in recruitment, arrangement, use and treatment of cadres.
Special recruitment mechanisms
Regarding orientation, the Politburo noted identifying a list of strategic, key, and especially important sectors and fields that need to attract and develop high-quality human resources, while at the same time building a roadmap for developing specialized training models to detect, foster early, and create a source of talent for the country.
The Politburo requested research into establishing a national talent database system and developing a mechanism for recommending talented people. Along with that, there needs to be a mechanism for regular, public, and transparent monitoring, evaluation, and screening.

Every year, the Politburo emphasized that the State budget needs to allocate about 10% of the total salary fund of the year (excluding allowances) to implement the policy of attracting and employing talented people; at the same time, allowing ministries, branches and localities to mobilize additional non-budgetary resources to attract and employ talented people according to the provisions of law.
Taking advantage of special mechanisms to arrange and assign cadres to the wrong subjects, without ensuring standards and conditions, to leadership and management positions at all levels will be strictly handled.
Regarding the special recruitment mechanism, the Politburo stated that there will be special recruitment without examination for civil servants and public employees for the following individuals:
+ Young scientists under 47 years old with the title of associate professor, professor; experts, leading scientists, people with high professional qualifications in strategic, key, and important industries and fields.
These people must meet one of the following criteria: Having national or international research awards or scientific research projects that contribute to innovation and development of industries, fields, localities and countries; Having exceptionally outstanding work achievements that exceed the requirements of the current position; Having inventions and innovations that have been recognized and rewarded by competent authorities...
+ Managers and business administrators at agencies, organizations, research institutes, technology corporations, domestic and international enterprises in strategic, key and important industries and fields.
These people must meet the following criteria: Have in-depth expertise in the field or profession appropriate to the recruitment field; Have outstanding achievements in the field of operation; Have experience as a consultant or senior manager in a number of specific fields for 5 years or more.
The Politburo also clarified the implementation of the admission process for excellent graduates from domestic and international universities, and those who have won high prizes in prestigious national or international competitions; prioritizing strategic, key, and important sectors and fields of the country and localities.

Regarding the arrangement and use mechanism, the Politburo said that those who are attracted to work as civil servants and public employees after recruitment will have the authority to prioritize planning for leadership and management positions; will be assigned suitable jobs, maximizing their professional capacity, qualifications, and strengths; and will be considered for rotation to work for a limited period at domestic and international organizations.
Young scientists; experts, leading scientists, people with high professional qualifications; managers and business administrators will be considered by competent authorities and appointed to appropriate leadership and management positions or assigned to job positions with required ranks and grades, even in cases where they do not fully meet the prescribed standards and conditions.

Also according to the Politburo, cadres, civil servants and public employees with particularly outstanding and outstanding work achievements, specific products that bring high efficiency, and important contributions to the development of the industry, field, locality and country, will be considered for planning leadership and management positions without necessarily ensuring conditions on age, subject, and political theory level.
They can also be considered for appointment or nomination for leadership or management positions adjacent to or one level above (from department level or lower) at the agency, unit, or locality where they are working or at another agency, unit, or locality without necessarily ensuring the conditions of age, planned position, political theory level, or time holding the current position.
Regarding the treatment regime, the Politburo stated that in addition to the general regime, officials who make important contributions to the locality, agency, and unit will be arranged public housing or given priority to rent or receive financial support for renting public housing.
These people are also given the highest priority in the group of officials, civil servants and public employees to buy social housing; receive support for transportation and health care appropriate to their work position.
Young scientists; experts, leading scientists, people with high professional qualifications; managers, business administrators, are entitled to receive monthly salary and additional allowances of at least 300% of the salary in the recruited job position (not used to calculate social insurance and health insurance contributions).
They are also subject to special salary and bonus frameworks, as agreed, if they have outstanding achievements in public service recognized by competent authorities.
Cadres, civil servants and public employees are increased by at least one salary level of the current salary coefficient and receive an additional allowance of 300% of the current salary (not used to calculate social insurance and health insurance contributions).
But according to the Politburo, the recruited cadres must commit to dedication and ensure a minimum working time at the recruiting agencies and units. Every year, cadres must report work results and specific products to the competent authorities.
Depending on the specific case, the Politburo requires competent authorities to have the right to decide to terminate the implementation of the regime according to the regular, continuous assessment mechanism or according to the time of implementation of specific tasks, topics, and projects without having to wait until the end of the year.
