Prime Minister: Boarding schools will light up the dreams of students in border areas

On the morning of November 9, 17 provinces and cities across the country simultaneously started construction of 72 inter-level boarding schools for students in land border areas.

Prime Minister Pham Minh Chinh attended and spoke at the main bridge point of Yen Khuong Border Commune Inter-Level Boarding School ( Thanh Hoa ).

In his speech, Prime Minister Pham Minh Chinh emphasized that the Party and State always consider education and training as a top national policy with a particularly important role, creating the foundation, forming and developing human personality, qualities and capacities, and being the decisive factor ensuring success in making breakthroughs in human resource development to serve the cause of building and defending the socialist Fatherland.

"We are very happy to witness the common joy spreading along the length of the Fatherland's border. Everywhere there are bright, excited eyes of teachers, students, parents and people witnessing the groundbreaking of primary and secondary boarding schools, contributing to spreading the spirit of humanity, benevolence and social responsibility in the journey of spreading knowledge in our border areas," said the Prime Minister.

The Prime Minister said that each of these inter-level boarding schools will be a place to sow letters, nurture knowledge, light up dreams, and realize the aspirations of students in border areas. The project is also a symbol of the spirit of great national unity, the sentiment and responsibility of the Party, State, and people towards the people in the border areas of the Fatherland.

The Prime Minister requested relevant agencies, units and localities to focus on building inter-level boarding schools with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "working during the day is not enough, taking advantage of working at night, working extra on holidays", quickly and boldly, so that by August 30, 2026, 72 schools will be completed and put into use for the 2026-2027 school year.

At Ha Tinh province, Permanent Deputy Prime Minister Nguyen Hoa Binh attended the groundbreaking ceremony of the Son Kim 1 Primary - Secondary Boarding School project. The project is being implemented in Trung village on an area of over 5 hectares with a scale of 40 classrooms for more than 1,300 students. The estimated construction investment cost is about 140 billion VND.

The school is located in Pan Pe village with 36 classrooms, serving about 1,281 students, including 414 primary school students and 867 secondary school students. The total investment for the project is about 265.5 billion VND.

The school has a total investment of 224.4 billion VND. The scale is suitable for about 1,050 students, a synchronous and modern complex of works.

The school is built on an area of 4.29 hectares, with an investment scale of 45 classes, meeting the learning needs of 1,500 students, and boarding for about 600 students.

According to the approved project, the scale of the schools will be invested in construction on a land fund of 6.2 ha - 8.6 ha, ensuring teaching and learning conditions for 1,000 - 1,200 students/school, with a total investment of 945 billion VND for the four schools.

Major decisions of the Party and State

Speaking at the groundbreaking ceremony of the inter-level boarding school in Lao Cai province, Minister of Education and Training Nguyen Kim Son said that Conclusion No. 81-TB/TW of the Politburo on the policy of investing in building boarding schools in border communes is a major decision with profound political, social and humanistic significance, demonstrating the special attention of the Party and State to people in the border areas of the Fatherland, especially to teachers and students.

Based on the conclusion, the Ministry of Education and Training has coordinated with 22 provinces and cities with land borders to review, determine needs, select, develop investment plans, prepare land and other conditions to invest in building 248 schools in 248 border communes.

The schools will be invested and built synchronously and modernly, simultaneously meeting the needs of studying, living, boarding and semi-boarding for students and public housing for teachers; having a comprehensive educational and training environment. Best and most complete response to the study, training, living and comprehensive development of students, with the expectation that they will become owners with enough capacity and qualities to decide on the career of building and protecting the Fatherland, directly in the border areas, their own homeland.

The schools are invested to meet the needs of studying, boarding and semi-boarding of high school students in the border communes, regardless of the subjects. All high school students in the border communes are entitled to boarding and semi-boarding policies.

In Quang Ninh, the province has simultaneously started construction of 6 inter-level boarding schools, including 1 primary - secondary school and 5 primary - secondary boarding schools for ethnic minorities in the border communes. The total investment for the 6 inter-level schools is more than 1,100 billion VND.
