Prime Minister: Ensure effective exploitation of new boarding schools at the border

The Prime Minister requested close supervision of the construction of inter-level boarding schools in land border communes, to avoid negative incidents and to have effective exploitation plans after construction is completed.

On the morning of November 9, in Yen Khuong commune, Thanh Hoa province, Politburo member and Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the construction of 72 primary and secondary boarding schools in the land border communes.

The groundbreaking ceremony was held online with connecting points in 15 provinces: Thanh Hoa, Lai Chau, Lang Son, Dien Bien, Tuyen Quang, Lao Cai, Cao Bang, Son La, Quang Ninh, Nghe An, Ha Tinh, Quang Tri, Dak Lak, Lam Dong, An Giang ; broadcast live on VTV1 channel and local radio and television stations.

Attending the event at the connecting points were Deputy Prime Ministers , Ministers, Heads of ministerial-level agencies; leaders of central ministries and branches; leaders of provinces and cities.

Currently, the country has 956 general schools in 248 land border communes. Of these, about 22 ethnic boarding schools enjoy the State's boarding policy; about 160 ethnic boarding schools enjoy the State's semi-boarding policy.

At the groundbreaking ceremony, delegates watched reports and shared about the difficulties and efforts of teachers and students of border schools in the journey of "sowing letters and nurturing knowledge"; the meaning and importance of the policy of building boarding schools.

Especially the efforts and cooperation in building inter-level boarding schools in border communes and the expectations of teachers and students about the new school.

Pursuant to Conclusion No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes, the Government issued Resolution No. 298/NQ-CP dated September 26, 2025 on the Government's Action Plan to implement Conclusion No. 81-TB/TW.

The whole country will invest in 248 primary and secondary boarding schools in 248 land border communes, with construction of 100 schools to begin in 2025.

Reporting at the groundbreaking ceremony, Minister of Education and Training Nguyen Kim Son emphasized that, implementing the Conclusion of the Politburo, the Resolution of the Government and the direction of General Secretary To Lam and Prime Minister Pham Minh Chinh, in recent times, the Ministry of Education and Training has proactively coordinated and guided 22 provinces and cities with land borders to organize reviews, determine needs, select, develop investment plans, prepare land and other conditions to invest in the construction of inter-level boarding schools.

Up to now, 28 schools have started construction and are under construction. Along with the 72 schools started today, in 2025, 100 schools nationwide will start construction.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that our Party and State always consider education and training as a top national policy, playing a particularly important role, creating the foundation for the formation and development of personality, qualities and capacities of people, and being the decisive factor ensuring success in implementing breakthroughs in human resource development to serve the cause of building and defending the socialist Vietnamese Fatherland.

People are the most valuable capital, both the goal, the driving force, and the resource for development; investing in education is investing in development. We must comprehensively develop “Virtue-Intelligence-Physical-Beauty” for Vietnamese people in the new era - the era of a strong, prosperous, civilized, prosperous nation, steadily moving towards socialism.

Stating the content of Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, as well as Conclusion No. 81-TB/TW dated July 18, 2025 and the direction of General Secretary To Lam on the investment policy to build inter-level primary and secondary boarding schools in 248 land border communes, the Prime Minister said that the Government Party Committee, the Government, and the Prime Minister have focused on leading and directing the Ministry of Education and Training, ministries, branches, functional agencies, and border localities to urgently and resolutely implement.

Among them, the Ministry of Education and Training is assigned to preside over reviewing and amending relevant regulations to ensure that students in land border communes enjoy full boarding and semi-boarding policies.

Develop a plan to arrange teachers, train teachers in ethnic languages, maintain school operations, provide allowances for teachers, and have a plan for schools nationwide to form sister schools with schools in border communes.

The Prime Minister has issued a decision to apply English as a second language from next year, so there must be enough equipment to learn English, IT and other social knowledge such as music, sports. Therefore, students must fully enjoy these functions in inter-level boarding schools.

The Prime Minister has assigned the Ministry of Construction to preside over the design of a model for localities to refer to, in accordance with local culture, regional terrain, conditions, land area and local capacity, but must have full functions.

At the same time, the Ministry of Finance is assigned to preside over balancing the central budget and local budgets, in which the central budget is the main one, combined with local budgets, non-state budgets, budgets from enterprises, philanthropists and other legal sources.

The People's Committees of border provinces and cities shall review and adjust planning, be responsible for allocating land funds for school construction, ensuring technical infrastructure such as electricity, clean water, telecommunications, drainage systems, ensuring a safe living environment and a fully functioning ecosystem for students; mobilize armed forces and youth in the area to implement the policy of investing in school construction and renovation, closely monitor this process, and prevent negative incidents; have an effective exploitation plan after completing the investment and construction.

Attending the groundbreaking ceremony and witnessing the joy spreading along the length of the country's border, on behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the Ministry of Education and Training, relevant ministries, branches and agencies, especially the localities, construction units, teachers, students and people in the border areas for their efforts, joint efforts and unanimity in implementing this meaningful program.

The Prime Minister also sincerely thanked organizations, businesses, individuals and philanthropists at home and abroad for always accompanying, contributing and supporting the implementation of the Program.

To ensure the new schools are put into operation for the new school year 2026-2027, the Prime Minister requested the Minister of Education and Training, heads of relevant ministries and agencies, especially the Secretaries and Chairmen of the People's Committees of border provinces and cities, leaders of relevant departments and branches, to focus on leadership and close direction, regularly go to construction sites, promptly resolve difficulties and problems, support contractors, construction units, and supervision consultants to have good working conditions, and construct schools with the spirit of "3 shifts, 4 shifts", "eat quickly, sleep quickly", "overcome the sun, overcome the rain, not lose to the wind and storm", considering this as a lightning-fast, bold campaign like King Quang Trung in the past, completed on time, according to regulations, and with the right quality.

Each new school will "sow letters, nurture knowledge, light up dreams, and realize aspirations" for students, symbolizing the spirit of national unity and the affection of compatriots.

The Prime Minister requested agencies and construction units to ensure five things: quality and progress of site clearance and material sources; technical and artistic skills, environmental sanitation, landscape, and labor safety; to prevent corruption and negativity; to ensure that investments are effective and bring practical benefits to students, teachers, and parents, contributing to the socio-economic development of the area.

The Prime Minister respectfully requested the Fatherland Front to continue calling on all organizations, businesses, entrepreneurs, philanthropists, and the whole society to join hands in supporting and contributing to the construction and renovation of schools in border communes, with the spirit of "those who have a lot contribute a lot, those who have little contribute a little, those who have merit contribute merit, those who have money contribute money, wherever is convenient, contribute there", all for the sake of beloved students.

Expressing deep gratitude and appreciation to the team of teachers working in mountainous, remote, isolated and border areas, the Prime Minister emphasized that teachers are silent soldiers, bringing knowledge to the farthest places, sowing seeds of faith and aspiration.

It is thanks to their love for their profession, their students and their perseverance that generations of students in the border areas have been able to fulfill their dreams, rise up to change their lives and contribute to the development of the country. The schools we build today will be the most meaningful words of gratitude to the teachers - those who have persistently "stayed in the villages, spread knowledge, and protected the country" with all their heart and sense of responsibility.

Sending best wishes to beloved students in border areas, nurturing dreams and contributing to building an increasingly prosperous country, Prime Minister Pham Minh Chinh believes that with the spirit of "what is said is done", "what is committed is done", "what is done must have specific, measurable and quantifiable results" and the drastic participation of the entire political system, the entire people, the entire army, especially the border localities, the Program to build inter-level primary and secondary boarding schools in the mainland border communes will be a great success.

Under the leadership of the Politburo, the Secretariat, headed by General Secretary To Lam, and the participation of the entire political system, the Program will achieve its goals and requirements - so that all children in border areas can study under the roof of a socialist school, and be raised in a good environment; thereby contributing to promoting the rapid and sustainable development of the beloved border areas of the Fatherland, contributing to the rapid and sustainable development of the country.

On the occasion of Vietnamese Teachers' Day, November 20, the Prime Minister wished the entire education and training sector, teachers, and parents good health and happiness, and continued dedication, contribution, and devotion to the cause of "cultivating people for a hundred years".

The Prime Minister wished the students to be good and studious, to constantly nurture their dreams, ambitions and aspirations to become good citizens, useful to society, and to contribute to building an increasingly prosperous community, homeland and country.

On this occasion, Prime Minister Pham Minh Chinh presented warm coats to encourage students of Yen Khuong Primary and Secondary Boarding School to continue to be good and study well.

Responding to the Prime Minister's call, the Vietnam National Energy Industry Group presented Thanh Hoa province with a primary and secondary boarding school in a border commune./.
