School is the foundation, students are the center, teachers are the driving force
On the morning of November 9, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Yen Khuong Primary and Secondary Boarding School for Ethnic Minorities in Yen Khuong Commune, Thanh Hoa Province.
The Prime Minister emphasized that this is an event of profound political , social and humanitarian significance, demonstrating the spirit of the whole country turning towards the border, for the future of children of all ethnic groups.
The Prime Minister stated that the Party and State always consider education and training as the top national policy, creating the foundation for forming and developing human personality, qualities and capacities; the decisive factor ensuring success in implementing breakthroughs and developing human resources to serve the cause of building and defending the Fatherland.

“People are the most valuable asset, the goal, the resource, and the driving force for development. Investing in people and education is investing in development. Therefore, we must invest comprehensively, right from the beginning,” the Prime Minister emphasized.
According to the Prime Minister, Resolution 71 of the Politburo on breakthroughs in education and training development has clearly identified the shift in thinking from mainly equipping knowledge to comprehensively developing learners' capacity and qualities, with the viewpoint: "School is the foundation, students are the center, teachers are the driving force".
The Prime Minister said that on July 18, the Politburo and General Secretary To Lam directed the issuance of Conclusion 81, agreeing on the investment policy to build inter-level primary and secondary boarding schools in 248 land border communes.
This is a key task to improve people's knowledge and human resource quality, create a source of cadres from ethnic minorities and local people in remote and isolated areas; contribute to improving the material and spiritual life of border residents and strengthening national defense and security.

“In the immediate future, the pilot investment will be completed, building or renovating 100 schools in 2025, then continuing to deploy on a large scale, completing the investment goal of building 248 schools in the next 2-3 years,” said Prime Minister Pham Minh Chinh.
The Head of Government affirmed that the schools built in this phase demonstrate the faith and aspirations of students and parents in border communes across the country.
Implementing the Politburo's conclusions, the Prime Minister has directed the Ministry of Education and Training and other ministries, branches and border localities to urgently and resolutely implement them. In particular, the Ministry of Education and Training is assigned to preside over reviewing, amending and supplementing relevant regulations to ensure that students in mainland border communes enjoy appropriate boarding and semi-boarding policies.
Besides building schools, the Prime Minister emphasized the need to focus on training teachers who know ethnic languages, maintaining school operations and implementing reasonable allowances for teachers.
“There must be equipment for learning foreign languages, information technology, culture - society, music, and sports. All must be within the model of an inter-level boarding school so that students can fully benefit,” said the Prime Minister.
“Fast and bold”
To ensure that new schools are put into operation in time for the 2026-2027 school year, the Prime Minister assigned the Ministry of Construction to preside over the design of a standard model for inter-level boarding schools so that localities have a basis for implementation in accordance with regional conditions and culture.
The Prime Minister also assigned the Ministry of Finance to preside over balancing the central and local budgets and other legal funding sources.
People's Committees of border provinces need to review and adjust planning, arrange land funds, ensure technical infrastructure; mobilize armed forces and youth union members to participate in renovating and building schools; closely monitor to prevent loss, waste and negativity.

According to the Prime Minister, thanks to the efforts and determination of the entire political system in implementing Conclusion 81 of the Politburo, 28 schools have started construction so far. For the remaining 72 schools, localities have also made full preparations and shown high determination.
“We will have 100 schools this year, as concluded by the Politburo. Today, with the groundbreaking ceremony of 56 schools in 14 border provinces, we are very happy to see the joy spreading across the borders of the Fatherland. Everywhere we see the bright, excited eyes of teachers, students and parents,” said the Prime Minister.
The Prime Minister acknowledged and commended the Ministry of Education and Training, relevant ministries, departments and branches, especially localities, construction units, teachers, students and people in border areas for their efforts and consensus in implementing the program. The Prime Minister also thanked domestic and foreign organizations, businesses, individuals and philanthropists for accompanying, contributing and supporting the implementation of the program.
The Prime Minister asked construction units to uphold the spirit of "working during the day is not enough, working at night, working on holidays, not afraid of rain, storms, sun and wind", considering this as a Quang Trung campaign - "lightning fast and bold".
“Speed means being quick, urgent, thorough, and complete while still ensuring the process. Boldness means being on time, speed, completing on time, and with the right quality so that students can learn early. Without the spirit of speed and boldness, it will be very difficult to complete,” the Prime Minister noted.

The Prime Minister requested Party committees, authorities, construction units and relevant agencies to comply with five requirements, including: quality, progress; site clearance and material sources; techniques, environmental sanitation, landscape, labor safety; no corruption, negativity, loss, waste; and investment must be effective.
Prime Minister Pham Minh Chinh also requested the Central Committee of the Vietnam Fatherland Front to continue calling on organizations, businesses, entrepreneurs, philanthropists and the whole society to join hands in building and renovating schools in border communes, with the spirit: "Those who have a lot contribute a lot, those who have little contribute a little; those who have merit contribute merit, those who have money contribute money".
On the occasion of Vietnamese Teachers' Day, November 20, Prime Minister Pham Minh Chinh sent his best wishes to the entire education sector and teachers for good health, happiness, success, and continued dedication to the cause of "cultivating people for a hundred years".
