On the morning of November 9, the Ministry of Education and Training coordinated with the Vietnam Posts and Telecommunications Group (VNPT) and 17 provinces and cities to hold a groundbreaking ceremony for the construction of ethnic boarding schools in land border communes.
The program is directly connected at 14 points in 14 provinces and cities.

At Thanh Hoa bridge, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the construction of Yen Khuong Primary and Secondary Boarding School for Ethnic Minorities in Yen Khuong commune.
Prime Minister Pham Minh Chinh visited and encouraged students and teachers in the border commune of Yen Khuong. The ceremony took place in a joyful and exciting atmosphere.
In particular, at the grandstand where the online bridge was held, many students were arranged by the organizers to sit in the front row, next to Prime Minister Pham Minh Chinh and leaders of the Central Government and Thanh Hoa province, creating a close, joyful and warm atmosphere in the Thanh Hoa border area.
Mr. Le Duc Thoa, Vice Principal of Yen Khuong Primary School, said this was the first time the school had the honor of welcoming the Prime Minister.

"The school is very happy and excited. The Prime Minister is very close, caring and loves the students. When we saw the students sitting next to the Prime Minister, we were very proud. In particular, the people in the commune were also very honored and happy," said Mr. Thoa.
Mr. Thoa said that in the 2025-2026 school year, the school has 413 students. In remote, border areas, people's lives are still difficult, most parents work far away, leaving their children to be cared for by grandparents, many students have to walk long distances to school.
"We hope the project will be completed soon so that the children will have less difficulty, not have to walk, and will go to school more regularly," said Mr. Thoa.
Previously, at the groundbreaking ceremony for the Bat Mot Primary and Secondary Boarding School for Ethnic Minorities (Bat Mot Commune, Thanh Hoa Province) which took place on the afternoon of October 14, in light rain, Prime Minister Pham Minh Chinh saw people and students standing around the campus so he invited them into the seating area.
Many leaders of the Central Government and Thanh Hoa Province proactively gave up their seats for students and people to watch the program. Some students even sat next to the Prime Minister and Minister of Education and Training Nguyen Kim Son.
Yen Khuong Commune is a border area of Thanh Hoa province, with 1,126 households and 5,562 people. This is one of the remote and disadvantaged areas of the province, with inconvenient transportation.
Over the past years, with the attention and investment of the Party, the State and local authorities, people's lives have been gradually improved. However, social infrastructure, especially educational infrastructure, has not yet met the development requirements; school facilities, boarding and semi-boarding areas are still lacking.
According to the plan, Yen Khuong Primary and Secondary Boarding School for Ethnic Minorities will be built in Bon village, Yen Khuong commune, with a total area of 1.5 hectares (of which the existing land is 1.25 hectares, the expanded land is 0.25 hectares), with a total investment of about 90 billion VND.

The investment in school construction affirms the Party and State's concern for ethnic minorities, mountainous areas, remote areas, border areas and difficult islands.
The project is also a testament to the policy of attaching importance to education development - the top national policy, the "command of the heart", contributing to improving the quality of education, meeting the needs and aspirations of the people; at the same time creating a foundation to promote socio-economic development in the border area of Thanh Hoa province.
Previously, on the evening of November 8, before the groundbreaking ceremony, Prime Minister Pham Minh Chinh visited and encouraged officers and soldiers and worked with Yen Khuong Border Guard Station.
